How to Apply
Apply In-Person

  1. Applicants should visit the Board of Investment (BOI) and collect the registration form the service desk and fill it accurately.
  2. Investor or self-employed must provide details about his/her business project concerning proposed investment level, amount to be transferred to Mauritius and expected annual business turnover/income. In the case of a professional, the employer must submit a copy of the contract of employment.
  3. Details obtain from the registration form will be entered into the BOI computer system and you will then be issued with a registration certificate.
  4. After registration, an application for Occupation Permit should be made to the Occupation Permit Unit (BOI) on the “Application for Occupation Permit” form, collected from the permit unit office or click the link below to download:Link (application form)
  5. you should then submit the completed form along with the required documents originals and copies (listed below) in person at the Occupation Permit (OP) Unit of the Board of Investment (BOI) and should be accompanied by either the HR Manager or a representative of the company (if applicable).
  6. The Occupation Permit Unit (OPU) will validate the application and in case of any missing information it will be returned to you for necessary actions/correction. If the application is complete, a Document Receipt will be issued by the BOI.
  7. A Joint Committee comprising of the Prime Minister’s office (PMO), the Passport and Immigration Office (PIO) and Economic Development Board (EDB) will then evaluate all the applications based on established criteria.
  8. Upon approval, the applicant is registered with the Board of Investment under the established criteria and the Passport and Immigration Office and Prime Minister’s Office will be notified by mail of the approval decision.
  9. You should then make payment of the required permit fee, which can be done either through the online (Internet banking) or Bank Draft/Cheque drawn to the order of the Government of Mauritius.
  10. Upon making payment, the applicant should personally collect the Occupation Permit at the Passport and Immigration Office (PIO Delivery Section). His/ her passport, payment receipt and BOI document receipt should be presented at the PIO counter at the time of collection.
  11. It is advised that the applicant contacts the PIO five working days following submission of application to verify if the Occupation Permit is ready for collection.



Apply Online

  1. Applications for Occupation Permit (OP) can be submitted online through the National E-licensing System (NELS) which can be accessed on the following link : NELS Link
  2. Login if you already have an account, if you do not have an account you will be required to register to create an account.
  3. Click on REGISTER option located on the upper side of your screen, fill out the registration request form accurately, then click on “Register” tab
  4. Note you are advices to register with your work email address when representing a company, or your personal email address when acting as an individual.
  5. You will then receive, a validation SMS to your mobile number, that expire after 24 hours.
  6. Upon login, please locate the Occupation permit application form and fill it accurately, upload the required documents as listed on the site and submit them to be verified.
  7. Upon successful submission the application file, you will receive an automatic acknowledgement e-mail.
  8. The Occupation Permit Unit (OPU) will validate the application and in case of any missing information, an e-mail or SMS notification will be sent to the applicants to access their applications on the National E-licensing (NELS) platform for necessary actions/correction.
  9. A Joint Committee comprising of the Prime Minister’s office (PMO), the Passport and Immigration Office (PIO) and Economic Development Board (EDB) will then evaluate all the applications based on established criteria.
  10. You will be notified of the outcome via email, valid for a period of 90 days from the date of issue, A Copy of same is sent to the Passport and Immigration Office and Prime Minister’s Office.
  11. Note: It is advisable that you should contact the OPU to schedule the appointment well before the expiry of the Approval mail.
  12. If your request is denied, you can submit an appeal for reconsideration within 30 days as from the date of the turndown email. However, the appeal can only be submitted once through the NELS platform.
  13. You should then contact the Occupation Permit Unit to schedule an appointment for the verification of all original documents and personal identification.
  14. On the appointment date, you are required to visit the Passport and Immigration Office Permanent Residence and Occupation Permit Section with the original documents, you had upload on the NELS platform when filing your application and submit them to be verified.
  15. If the authorized official is satisfied that all the original documents, You will then be required make payment of the permit fee, which can be done either through the online (Internet banking) or Bank Draft/Cheque drawn to the order of the Government of Mauritius, upon which you will receive a payment receipt or a confirmation SMS which is to be presented to the permit official.
  16. Upon confirmation of the payment by the PIO officer, you will be registered with the Economic Development Board and issued with the Occupation Permit.

  • Detailed Business Plan
  • Contracts and letters of intent from potential clients (min. of 2)
  • Original Academic and Professional qualifications or true certified copies by competent Authority in English or French
  • Curriculum Vitae (C.V).
  • Birth Certificate (either in English or French) If not, a certified/sworn translated copy by a competent authority should be submitted.
  • Marriage Certificate / Divorce certificate (English or French) (if applicable)
  • Deed Pole change of name (if applicable)
  • Copy of Passport Bio-data
  • Last entry visitor visa pages(if applicable)
  • Business Registration Card (Individual) (if already registered with ROC)
  • Cancellation letter (if applicable)
  • Copy of previous Occupation Permit / Work / Residence Permit (if applicable)
  • Medical certificate from local Doctor in Mauritius and reports (less than six months old)



PROFESSIONAL

  • Final signed contract of employment. (If seconded on duty, secondment agreement between the two companies should be provided and supporting letter from the local company in Mauritius mentioning the job title, duration and monthly basic salary)
  • Detailed Job description
  • Birth Certificate (either in English or French) If not, a certified/sworn translated copy by a competent authority should be submitted.
  • Copy of Passport Bio-data
  • Last entry visitor visa pages(if applicable)
  • Recent colour passport size photographs (of less than six months old)
  • Duly filled and signed undertaking Section 5 by the employer (note details such as job title, duration, Monthly basic salary should match the contract of employment)
  • Academic and Professional qualifications in English or French
  • Curriculum Vitae (CV), referral letters from previous employers / attestations
  • Certificate of Incorporation of Company /amended Incorporation if there was a change of name
  • Register of Shareholders and Directors certified by the company secretary for (GBL companies etc.) In case a Trust is a Shareholder, to provide Trust deed to show names of beneficiaries.
  • A comprehensive brief on the activities of the company
  • Appropriate license for the company and / for the Professional if applicable (FSC, GBL, TEL, TEC, MQA, Pilot License etc.)(if applicable)
  • Copy of previous Occupation Permit / Work / Residence Permit (if applicable)
  • Marriage Certificate / Divorce certificate (English or French), Deed Pole change of name etc. (if applicable)
  • Medical certificate from local Doctor in Mauritius and reports (less than six months old)
  • Cancellation letter (if applicable)



Note:

  • All documents should be submitted in the PDF format except for passport size photographs in JPEG
  • The names on the passport should be exactly the same as on the birth certificate.
  • If not identical, a certificate from the respective Consulate/Embassy/High Commission or an affidavit sworn in the country of origin/residence could be submitted certifying that the names appearing on the birth certificate and passport are for the ‘one and same person’

EligibilityEdit

The following categories of persons are eligible for occupation Permit (OC).
Investors:

  • Initial transfer of USD 100,000 and the business activity should generate an annual turnover of at least MUR 2 million for the first year and cumulative turnover of at least MUR 10 million for the subsequent two years.



Professionals:

  • Basic salary should exceed MUR 60,000 monthly. However, the basic salary for professionals in the ICT Sector should exceed MUR 30,000 monthly.



Self-employed:

  • Income from the business activity should exceed MUR 600,000 annually for the first two years of activity and MUR1.2 million for the third year, with an initial investment of USD 35,000.
