Apply In Person

  1. To apply for a work permit, the employer of the non-citizen person should make the application for the work permit to the Work Permit Unit - Employment Division under the aegis of the Ministry of Labour, Industrial Relations, Employment and Training (MLIRET).   2. Visit the MLIRET office and obtain the application form from the work permit unit front desk or download the form through this link: Application form for work permit.
  3. Read the application form and complete it correctly and then liaise with the expatriate whom the application is being made on his or her behalf to obtain all the required supporting documents as mentioned in this checklist: Work Permit Application Checklist.
  4. Attach all the required supporting documents to the completed application form in a single file and then visit the MLIRET office.
  5. At the office, pay the requisite application fee at the cashier's office and obtain the payment receipt.
  6. Then submit the complete application dossier to the MLIRET official at the Work Permit Unit - Employment Division service desk.
  7. The official will verify your application to confirm if the form is completed as required and check if all the required supporting documents have been provided. Note that incomplete applications and those not accompanied by the required documents will not be accepted.
  8. After the verification process, you will be issued with the acknowledgment receipt of the application.
  9. Then the application will be forward to the relevant official at the back office for processing.
  10. The official will evaluate the application and if it meets the required standards, the application will be approved for processing.
  11. You will then be notified of the approval through your contact details and you will be required to pay the prescribed work permit fees and annual fees within one month of the approval. Note that failure to pay these fees within one month, the decision to grant the work permit will be revoked.
  12. Pay the required work permit fees and the annual fees at the MLIRET cashier desk within the one-month period.
  13. Upon payment and If the worker has not yet traveled to Mauritius, a Provisional Work Permit will be issued to the company to enable the worker to travel to Mauritius.
  14. When the worker arrives in Mauritius, the employer has to collect the Work Permit at the Ministry within two working days of the worker’s arrival.


Apply Online

  1. To apply for the work permit online, the applicant should make the application through the E-Work Permit Portal. Please visit the portal’s website through this link: E-Work Permit Portal.
  2. On the website, get started by entering your user name and password to sign in if you already have an account and if you are not a registered user of the E-Work Permit Portal, click on the “Register Now” button to register your account.
  3. On the new page, read and agree to the Terms and Conditions by selecting the “I Agree” radio button and then click on the “Click here to go to Application Registration Form” button to go to the next page.
  4. On this page, open the dropbox next to the type of application and select your form of registration and then click on the “PROCEED” button to go to the application details page.
  5. Depending on your selection in step 4 above, you will be directed to the appropriate application form. On the first page of the form, complete the form accordingly.
  6. Then upload all the required documents in the appropriate format provided by the system. Note that the size limit is 5 MB.
  7. Then agree to the declaration and submit your registration application and a registration guide will be sent to you through your email address to guide you to the next step.
  8. Then prepare the original documents of the submitted online documents and visit the Employment Division of the MLIRET at this address: Level 11, Victoria House, Port Louis.
  9. The documents along with your National Identification Card (NIC) will be verified by the relevant official at the employment division and then you will be required to sign the application registration form.
  10. Then your application will be evaluated by the ministry and if it meets the required merits, it will be approved and you will be allowed to access the e-work permit portal.
  11. Then visit the e-work permit portal and sign in to your account to apply for the work permit.
  12. After login on to the E-Work Permit Online Portal, you will automatically be directed to the dashboard section where several steps and useful links or documents are provided.
  13. On the dashboard, open the work permit menu and select the “New application” and then select “Within Quota” to be directed to the job grade summary page.
  14. On this page, select the appropriate job grades and click on the “Apply for Work Permit” hyperlink to proceed to the next page. Fill in the appropriate details and click on the “Next” button.
  15. On the new page, complete all the mandatory fields regarding the non-citizen employee and upload any attachments and then click on the “Save and Proceed” button to go to the next step.
  16. Enter the required details regarding the profession of the non-citizen employee and provide the required documents for the basic mothly salary and then click on the “Save and Proceed” button to go to the next step. Note the If Salary RS 30000 or less, a contract of employment is mandatory and If the Salary is more than RS 30000, a covering letter is mandatory.
  17. On the employer details page, enter the employer details and upload the necessary documentation and then click on the “Save and Proceed” button to go to the next page.
  18. On the requirement agency details page, Enter the details of recruitment details and upload the required document and then click on the “Save and Proceed” button to go to the documents page.
  19. Upload all the required documents and click on the “Save and Proceed” button to go to the declaration page.
  20. Read and agree to the declaration, provide the required details and click on the “submit” button.
  21. Once your application is submitted, click on the “Step 7 – Payment” button to go to the payment page and select the payment mode as either through the Counter Cash or Counter Cheque and click on the “Next” button.
  22. You will then receive a notification email notifying you that your application has been successfully submitted for verification and processing by the ministry.
  23. The official will evaluate the application and if it meets the required standards, the application will be approved for processing.
  24. You will also be notified via the e-work permit portal, once a decision has been made, with regards to the application.
  25. You will also be notified of the approval through your contact details and you will be required to pay the prescribed work permit fees and annual fees within one month of the approval. Note that failure to pay these fees within one month, the decision to grant the work permit will be revoked.

REGISTRATION REQUIRED DOCUMENT

  • Certificate of Incorporation (where applicable)
  • Business Registration Card, (where applicable)
  • Proof of Address (e.g. recent Utility Bill or Bank Statement should be less than 3 months)
  • National identification card



REQUIRED DOCUMENT FOR PROFESSIONAL WORKERS

  • Passport-sized photograph
  • Copy of relevant parts of passport showing name, date of birth, place, and date of issue of passport, photo, passport number, and movement of the foreign employee (data page). The Passport should be valid for at least six months.
  • Where applicable, a certified copy of academic and professional qualifications and details of work experience should be submitted in either French or English.
  • Job profile (where applicable) of each employee.
  • Provisional health clearance is obtainable from the Ministry of Health & Quality of Life.
  • Copies of press advertisement and outcome of selection exercise. Advertisements in newspapers should be of at least A5 size.
  • Documentary evidence from the employer certifying that the expatriate will earn a monthly salary of more than Rs 30,000 or a copy of Contract of Employment duly vetted by the Labour Division of the Ministry of Labour, Industrial Relations and Employment in respect of expatriates earning Rs 30,000 or less per month.
  • A copy of the Lodging Accommodation Permit (where applicable).
  • Latest NPF Receipt with the list of local workers registered with NPF.
  • Particulars of Recruiting Agent, Local and Overseas, where applicable.
  • Turnover figures of the company for the last 3 years.



ADDITIONAL DOCUMENTS FOR SPECIFIC SECTORS

  • Bakery: Bakery Licence delivered by the Ministry of Industry, Commerce, and Consumer Protection.
  • Fishing Sector: Certificate of Competency and Fishing Vessel license.
  • Tourism, Hotels, and Restaurants: Tourist Enterprise Licence delivered by the Tourism Authority and latest receipt showing the contribution to the Tourism Employees Welfare Fund.
  • Education: Certificate of Registration of Company with the Mauritius Qualifications Authority and/or the Tertiary Education Commission.
  • Freeport Sector: Freeport Licence from the Board of Investment
  • Offshore Sector: Global Business Licence from the Financial Services Commission.
  • Construction Sector (for project basis)
    • A Letter specifying the project on which the expatriate would be employed
    • Copy of Letter of award specifying completion date and value of the project
    • For skilled workers such as Bartenders, Carpenters, Masons, etc., the company should specify whether the expatriates would be employed as Superior Grade, Grade I, or Grade II



ADDITIONAL DOCUMENTS TO BE SUBMITTED IN RESPECT OF SPECIFIC PROFESSIONS

  • Jockey
  • Covering letter from Nominator.
  • Recommendation letter from Mauritius Turf Club (MTC).
  • In case the jockey has been riding in Mauritius in the past, his Disciplinary Records must be attached and the MTC should inform whether they have any objection to the employment of the jockey for the current season.
  • In case the jockey will be riding for the first time in Mauritius, the MTC should specify this in the recommendation letter.
  • Transfer Certificate from Jockey’s Club, (i.e., a clearance from the Racing Club/Authority for which the jockey was actually riding, wherein the Club/Authority should inform that the jockey is not currently suspended, has not incurred any injury, and has the relevant clearance to ride).
  • In case of transfer of the jockey from one stable to another, a “no objection letter from the previous stable as well as from the MTC should be submitted.

  • Football/Basket Ball/Volley Ball/ Handball Players.
  • Covering letter from Employer
  • Letter from the relevant Sports Federation
  • Clearance-International Transfer Certificate
  • Additional Documents to be submitted in respect of:



Bangladeshi Workers

  • Name and address of the recruiting agents and relevant documents to certify that the recruiting agents are authorized by the relevant Authority in Bangladesh to recruit workers.
  • Copy of Recruitment Licence



NOTE: If any discrepancy is observed about recruitment conducted by any recruiting agent, no further application for a work permit involving that agent would be considered and legal action will be initiated against the recruiting agent or the employer.

Chinese Workers:

  • A letter from the employer communicating the name of its recruiting agent in China.
  • Documentary evidence from the recruiting company certifying that its services have been retained by the employer.


NOTE: Where an employer chooses to recruit workers through a recruitment agency that is not listed by the ministry, the employer should submit a request to the Chinese Embassy for that recruitment agency to be included in the list.Please note:

  • All documents should be in either English or French.
  • Upload all the required documents in the appropriate format provided by the system. The size limit is 5 MB.

Foreigners who meet the following criteria are eligible to apply:

  • Foreign workers should possess the skills, qualifications, and expertise required for the job applied for.
  • Foreign workers should normally be aged between 20 and 60 years. Departure from this policy is exceptionally made for investors and expatriates who are above 60 years and who possess specific expertise.

InstructionsEdit

Applications for work permits normally fall under two categories:

  • Those under a quota/ Permission in Principle already granted. In this case, the e-Work Permit System will track the number of applications submitted by a company and Work Permits issued. Applications not in line with that quota or above the quota will not be accepted by the System.
  • Those in respect of professionals, technical and managerial grades for which permission is generally not needed.
