Apply In Person
- To apply for the Textile Waste Recycling license or permit, the applicant should make the application to the Ministry of Environment, Solid Waste Management, and Climate Change. Please view the ministry’s contact details through this link Contact details
- Visit the ministry’s office and obtain the application form for registration from the customer service section.
- Read and complete the application form correctly and obtain all the required supporting documents as directed on the application form or as mentioned in the “Required Document” section below.
- Attach the required supporting documents to the application form in a single file and then visit the ministry’s office and submit the application at the service section.
- Pay the necessary processing fees at the cashier and obtain the payment receipt.
- Upon payment, the application will be checked for any errors and if the applicant has provided all the required supporting documentation.
- If the application is correct, it will be forwarded to the Permanent Secretary for further assessment.
- The Permanent Secretary will evaluate the application and instruct an inspection unit to conduct a due diligence inspection on the appllicant’s premises/facility for recycling.
- The inspection unit will inspect the premises and forward their report to the Permanent Secretary.
- The Permanent Secretary will assess the inspection report and if the application and the report determine that the applicant meets the required merits to be registered as a Textile Waste recycler, the application will be approved. Note that the Permanent Secretary may request the applicant to provide additional information or documents to complete the application.
- Upon approval of the application, the applicant will be registered as a Textile Waste recycler and then the applicant will be issued with the registration license.

- A registered recycler should display a copy of his/her registration in a conspicuous place at his/ her main office, sub-office, storage, dismantling, and recycling facilities.
- Every registered recycler shall, every year, submit a report to the Permanent Secretary, in the form of the total amount:
- Of wastes received for dismantling, recycling, or both.
- Types of wastes dismantled, recycled, or both.
- Types of wastes delivered to another facility for further recycling types of residuals for ultimate disposal
