Apply In Person

  1. To apply for a License or Permit for Residential Development Land Use, the applicant should make the application to the Land Use and Planning Department of any local authority. Please view the local authorities' contact details through the Local Authorities of the Republic of Mauritius website Local Authorities of the Republic of Mauritius (Please click on the hyperlink named “Local Authorities” under the information bar of the website to view the local authorities details.
  2. Visit any of the local authority offices and obtain the application form in person or download the application form from the local authorities website: Local Authorities of the Republic of Mauritius move the cursor to “downloads” in the information bar to open the drop-down menu and click on the “Building and Land use Permit 3” to download the form. Download the form directly through this link Application form.
  3. Read and complete the application form correctly and then gather all the required supporting documents and attach the documents to the application form. Please tick the correct activity for the applicantion.
  4. Then visit any of the Land Use and Planning Department of any local authority in the applicant’s location and pay the processing fee of the application as instructed in part B of the application. Note that the application fee can be paid in cash or by cheque payable to the relevant Local Authority and obtain the payment receipt.
  5. Upon the payment, submit the complete application file including the payment receipt to the servicing official at the Land Use and Planning Department.
  6. The official will verify the application and if the form is completed as required and all the required documents are provided, the applicant will be issued an acknowledgment receipt specifying the processing fees paid and the registered application reference number.
  7. The application will then be forward to the local authority council for assessment, the council will evaluate the application and the Council may request any additional information which it deems necessary for the determination of the application. The applicant will be notified through his/her contact details to provide the additional information within eight days of applying.
  8. If the application satisfies the requirements made by the council, the council will consult with the relevant government department for their consent about the application.
  9. Upon getting the approval from the other government departments, the council will submit the application to the Permits and Business Monitoring Committee (PBMC) together with the assessment form for review, and in case of objections, a hearing may be held and a recommendation on the application is made on the same day
  10. The recommendations of the PBMC for the approval, approval with modification, or refusal of an application, as the case may be, shall be referred to the Executive Committee of the Council.
  11. The Executive Committee will evaluate the recommendation and make their decision. Note that the decisions of the Executive Committee, once taken shall be implemented immediately.
  12. If the committee approves the application, an approval letter will be processed and if the committee rejects the application, a letter of refusal will be processed by the relevant official at Land Use and Planning Department.
  13. Visit the Land Use and Planning Department, on the date mentioned in the acknowledgment receipt and if the application is approved, pay the relevant fees and collect the permit.
  14. If the application is not approved, the applicant will be issued a refusal letter.


Apply Online

  1. To apply for a License or Permit for Residential Development Land Use online, the applicant should make the application to the Economic Development Board (EDB) through the EDB E-Licensing portal National Electronic Licensing System of Mauritius.
  2. On the web page, click on the “Apply for Permit” button to go to the permits page and in the box of “Category/Agency”, click on the “Category” button and then click on the “Construction” drop-down menu under Permits and then click on the “Apply” button next to this heading “'Building and Land Use Permit” to go to the login page. Note: if the applicant wish to read more information about the permit and print the checklist of the required documents, click on the “Legislation and useful information” hyperlink under the heading “Building and Land Use Permit” to view the application details.
  3. Once you are on the login page, enter your user name/email and password to log in to your account if you are a registered user.
  4. If you don’t have an account, create one by clicking on the “Not Registered yet? Register here.” Hyperlink to go to the registration page.
  5. Enter the required information, i.e., Your title, Name, Gender, Email address, Phone number and then check the reCAPTCHA box and click on the “Register” button.
  6. You will then be directed to the account activation page, read the provided information, and then go to your email account.
  7. In your inbox, open the email from the National e-licensing system and click on the provided link to complete your registration.
  8. Upon clicking on the link, you will be directed to the registration page where you will be required to confirm that the number you provided is correct and request a confirmation code.
  9. Click on the “Request Code” button and confirm the pop-up notification for the SMS code to be sent to your phone number. You will receive an SMS token number after some seconds.
  10. Enter the token number in the confirmation code box and then enter your password and confirm the password and then click on the “Next” button to go to the next page.
  11. Here click on the “Start” button to be direct to the login page. Enter your User (Email address) and Password and login.
  12. In your account, under user information, you will be required to add additional information, complete entering the required information, choose a notification channel, and check the consent box then click on the “Submit” button and On the next page, click on the “Start” button to be redirected to the National Electronic Licensing System.
  13. On the web page, click on the “Apply for Permit” button to go to the permits page, and in the box of “Category/Agency”, click on the “Category” button and then click on the “Construction” drop-down menu under Permits and then click on the “Apply” button next to this heading “Building and Land Use Permit” to go to the login page. Note: if you wish to read more information about the permit and print the checklist of the required documents, click on the “Legislation and useful information” hyperlink under the heading “Building and Land Use Permit” to view the application details.
  14. Once you are on the login page, enter your user name/email and password to log in to your account if you are a registered user.
  15. Fill the form accurately and then upload all the required documents and click on the “ Place Request” button to submit your application.
  16. You will then receive an acknowledgment notification and an email of the successful submission of the application.
  17. Proceed and pay the application fees using the payment portal in your account.
  18. Upon receipt of your application official at the Land Use and Planning Department will verify your application and if the form is completed as required and you have provided all the required documents, the application will then forward to the local authority council for assessment.
  19. The council will evaluate your application and the council may request any additional information which it deems necessary for the determination of the application. You will be notified through your contact details to provide the additional information within eight days of applying.
  20. If your application satisfies the requirements made by the council, the council will consult with the relevant government department for their consent about the application.
  21. Required DocumentsEdit

  • Completed application form.
  • Copy of Title Deed or copy of lease agreement for development proposed on State land.
  • If State land is involved, a planning clearance from the Ministry of Housing and Lands except for building site approved by the Ministry of Housing and Lands.
  • Three sets of plans comprising site/ location plan, layout plans, elevations, and sections, drawn to standard metric scale preferably on A4 or A3 size and floor area of the proposed building in m2.
  • Structural details comprising foundation and columns details, beams details, slab details, staircase and basement details (if any), septic tank, or other wastewater disposal system details.
  • All plans must be signed by service providers and should include his name and address. The total floor area to be indicated on the site plan and the floor areas for each level to be indicated on their respective floor plans.
  • For buildings exceeding a floor area of 150 m2 floor areas and above, all drawings should be designed and signed by a registered Professional Architect and should include his name, address, and his registration number with the Professional Architects Council.
  • For the following cases, all plans should be signed by a Registered Professional Civil/Structural Engineer indicating his name, address, and the registration number issued by the Council of Engineers of Mauritius:
    • For any building where beams/slabs span is 5.0m or more.
    • For any building where beams/slabs cantilever is 1.2m or more.
    • For any building above 2 levels including basements.
    • Where the natural slope of the land is greater than 1:20.
  • National Identity Card number or copy of relevant pages of the passport (for noncitizens of Mauritius) of the applicant.
  • Power of Attorney, where applicable.
    • Clearances of the Forestry Service, Road Development Authority, and Department of Civil Aviation where applicable.
  • For any structure that exceeds ground plus three stories, a design statement prepared by the architect/town planner should be submitted.
