- To apply for the Occupation Permit (OP) as a Professional in Mauritius, you should make your application to the Economic Development Board (EDB) through the EDB E-Licensing portal National Electronic Licensing System of Mauritius.
- On the web page, under “Agencies”, click on "Browse permits by agency" hyperlink to go to the agencies page.
- On this page, click on the “Economic Development Board” hyperlink to open the drop-down menu and then click on the “APPLY” button next to “Occupation/Residence Permit” to go to the login page.
- Note: if you wish to read more information about the permit and print the checklist of the required documents, click on the “Legislation and useful information” hyperlink under the heading “Occupation/Residence Permit” to view the application details.
- Once you are on the login page, enter your user name/email and password to log in to your account if you are a registered user.
- If you don’t have an account, create one by clicking on the “Not Registered yet? Register here.” Hyperlink to go to the registration page.
- Enter the required information, i.e., Your title, Name, Gender, Email address, Phone number and then check the reCAPTCHA box and click on the “Register” button.
- You will then be directed to the account activation page, read the provided information, and then go to your email account.
- In your inbox, open the email from the National e-licensing system and click on the provided link to complete your registration.
- Upon clicking on the link, you will be directed to the registration page where you will be required to confirm that the number you provided is correct and request a confirmation code.
- Click on the “Request Code” button and confirm the pop-up notification for the SMS code to be sent to your phone number. You will receive an SMS token number after some seconds.
- Enter the token number in the confirmation code box and then enter your password and confirm the password and then click on the “Next” button to go to the next page.
- Here click on the “Start” button to be direct to the login page. Enter your User (Email address) and Password and login.
- In your account, under user information, you will be required to add additional information, complete entering the required information, choose a notification channel, and check the consent box then click on the “Submit” button, and on the next page, click on the “Start” button to be redirected to the National Electronic Licensing System.
- On this page, click on the “Apply for Permit” button to go to the permit page, and on the web page, in the box of “Category/Agency”, click on “Agency” to go to the agencies page.
- On agencies click on the “Economic Development Board” hyperlink to open the drop-down menu and then click on the “APPLY” button next to “Occupation/Residence Permit” to go to the OP page.
- Under the Applicant´s Category, select “Professional” and under Transaction type, select “New” and click on the “Next” button to go to the online application form.
- Fill the form accurately and then upload all the required documents and click on the “ Place Request” button to submit your application.
- You will then receive an acknowledgment notification and an email of the successful submission of the application.
- Upon receipt of the application, the Occupation Permit Unit (OPU) under the Economic Development Board and the Passport and Immigration Office (PIO) will validate the application and in case of any missing information, an e-mail or SMS notification will be sent to you to access your application on the National E-licensing (NELS) platform to provide the required information and/uploaded the required documents. Note that Upon completion of the submission of the documents/information, a parallel verification will be done with line agencies.
- Once the application is verified by the OPU and the IPO, the application will be submitted to a joint committee comprising of the Prime Minister’s Office (PMO), the Passport and Immigration Office (PIO), and Economic Development Board (EDB).
- The committee will assess the application and once a determination is made by the Joint Committee, a notification email on the outcome of the application will be sent to you.
- When you receive the outcome notification and the application is approved, contact the Occupation Permit Unit to schedule an appointment to present your original documents and if the application is not approved, you will be informed by email and that you can submit an appeal for reconsideration of the application within 30 days as from the date of the turndown email.
- After receiving the approval notification, log into your E-licensing account and complete the application with the appropriate missing information and documents and then pay the permit fee and resubmit the application to the EDB for validation before the scheduling of the appointment. The permit fee can be paid using the online platform or by bank cheque.
- After the payment, visit the EDB office on the appointment date and present your original documents for evaluation.
- The EDB and the PIO will verify your original documents against the copies you submitted in the e-licensing platform.
- Upon evaluating and validating the documents, the EDB will register you and the PIO will issue the Permit on the same day.
- Note: An application for an Occupational Permit in the Professional category should be submitted by the Employer (either Director or HR representative) on behalf of the Professional.

- Signed contract of employment. (If seconded on duty, a secondment agreement between the two companies should be provided and a supporting letter from the local company in Mauritius mentioning the job title, duration, and monthly basic salary)
- Detailed Job description
- Birth Certificate (either in English or French) If not, a certified/sworn translated copy by a competent authority should be submitted.
- Copy of Passport Bio-data
- Last entry visitor visa pages (if applicable)
- Recent color passport size photographs (of less than six months old)
- Duly filled and signed undertaking Section 5 by the employer (note details such as job title, duration, monthly basic salary should match the contract of employment)
- Academic and Professional qualifications in English or French
- Curriculum Vitae (CV), referral letters from previous employers/attestations
- Certificate of Incorporation of Company /amended Incorporation if there was a change of name
- Register of Shareholders and Directors certified by the company secretary for (GBL companies etc.) In case a Trust is a Shareholder, to provide Trust deed to show names of beneficiaries.
- A comprehensive brief on the activities of the company
- Appropriate license for the company and / for the Professional if applicable (FSC, GBL, TEL, TEC, MQA, Pilot License, etc.,) (if applicable)
- Copy of previous Occupation Permit / Work / Residence Permit (if applicable)
- Marriage Certificate / Divorce certificate (English or French), Deed Poll change of name, etc. (if applicable)
- Medical certificate from local Doctor in Mauritius and reports (less than six months old)
- Cancellation letter (if applicable)
- Processing fee bank draft.

EligibilityEdit
Professionals who wish to apply for the OP in Mauritius are eligible to apply.
- Note that:
- A Professional should earn a monthly basic salary of at least MUR 60,000.
- For Professionals in the sector of information and communication technologies (ICT), business process outsourcing (BPO), pharmaceutical manufacturing, and food processing, the monthly basic salary should be at least MUR 30,000.
FeesEdit
- The application fee in respect of a contract of employment up to two years is MUR 15,000.
- The application fee in respect of a contract of employment more than two years but not exceeding three years is MUR 20,000.
- Note that the payment can be done either through Internet Banking on the National E-licensing platform after issuance of the approval notification or through bank cheque or bank draft drawn to the order of the Government of Mauritius at the time of presentation of original documents for validation at the Occupation Permit Unit.

The professional OP is valid for a maximum three years and it can be renewed.

- The contract of employment, duly signed by both parties, should clearly mention the following: applicant’s full name as per the passport, company’s name, Job Title, Duration of the contract of employment and Monthly basic salary.
- The Employer is also required to sign the Undertaking form as per section 5 of the Occupation Permit application form.
- The Professional should be accompanied by the Employer (either Director or HR representative) on the appointment date.
- In case a Professional is being seconded for duty, the employer in Mauritius should provide the secondment agreement between the two companies and a supporting letter mentioning the job title, contract duration and monthly basic salary.
