Maryland - Exchange out of Country Driving License

- Applicants must pass a vision screening.
The vision screening can be administered at the MVA Branch Office; OR
You may submit a completed "Vision Screening" form (DL-043 or DL-043A); OR
Have an authorized Online Vision Certification Provider electronically submit your vision results to the MVA
NOTE: The vision screening by a doctor must have been administered within the previous 12 months - You must complete a 3-Hour Drug & Alcohol Education Program (If you have never been licensed in the U.S.)
- You must pass a knowledge test and a driving test in a motor vehicle that you must provide.
- If licensed for less than 18 months, you will be issued a Maryland Provisional License. If you have never held a license, you must obtain a learners permit.
- Pay the required fees.
Required DocumentsEdit
- Proof of age, identity and residency, are required, use MVA's Online Document Guide to which document you will need to bring when you go to a MVA office.
- Applicants will need to present their Out-of-Country license (may be valid or expired.)
- If you do not have your license, you must present a driving record from the countrys license issuing authority. The driving record should be accompanied by an Apostille or a letter from the countrys Embassy verifying the driving record.
- The Out-of-Country license may be required to be accompanied by an international driver's license or translated into English by an approved MVA translator.

Effective October 1, 2012, the Maryland MVA will begin the conversion of Non-commercial driver's licenses by extending their validity/expiration dates up to a maximum of 8 years.
The conversion to an 8-year noncommercial driver's license will be implemented over the next few years. During this phase-in period, individuals renewing their noncommercial drivers license will receive a product with a validity period of a maximum of 5 to 8 years. Because the expiration date of the license is determined by a computer generated selection process, the fee required to renew will vary. This fee is prorated (for each year the product is valid) based on the period of validity of the license which may be for a maximum of 5-8 years. Commercial drivers licenses will continue to be valid for a maximum of 5-years.
New to Maryland Driver Licensing Information
- If you are a new resident of Maryland you have 60 days to obtain a Maryland Driver's License. When applying, you need to do the following:
- New Maryland residents must obtain a Maryland Drivers License within 60 days.
- You must pass a vision test.
- An Out-of-State license must be a valid license or a license expired for less than one year. The license cannot be suspended.
- If licensed for less than 18 months, you will be issued a Maryland Provisional License.
- If you are exchanging an Out-of-State license that has been expired for one year, you are required to take the knowledge and skills tests in addition to the vision test.
- A valid U.S. Department of Transportation (DOT) physical card or federal/MVA waiver (if applying for a Commercial Driver's License).
- A hazardous material (HAZMAT) test is required to keep your HAZMAT endorsement (if applying for a Commercial Driver's License).
- Out-of-State learner's permits cannot be exchanged for a Maryland Learner's Permit or License.
Foreign student driving procedures
- To begin the processes for a drivers license or identification card, you will need to submit an electronic SAVE Verification Request Form online.
- Follow link to access the S.A.V.E. Verification Request Form http://www.mva.maryland.gov/save.htm.
- Upon completion of this form, a MVA representative will contact you within two (2) business days with the verification results and information to continue the process. If you experience any difficulties with the form, or do not receive a response within two (2) business days, please send an e-mail to the MVA to [email protected].

Can transfer Class ""B" license (equivalent to Maryland noncommercial class "C" license) from France, to a Maryland noncommercial Class "C" only. This agreement does not apply to learner's permits, motorcycle licenses or commercial driver's licenses. Effective: December 16, 2010. Note: The driver's license from France must be surrendered to the MVA before the Maryland license is issued. The MVA will return this license to the proper authorities in France to advise them that the customer now holds a Maryland driver's license.
- Republic of Korea (South): License must be VALID, NOT EXPIRED or ALL tests are required. Can transfer Republic of Korea noncommercial license equivalent to a Maryland noncommercial Class A. B, or C license. This agreement does not apply to learner's permits or commercial driver's licenses. Effective: December 16, 2010.
- Federal Republic of Germany: License must be VALID, NOT EXPIRED or ALL tests are required. Can transfer Federal Republic of Germany noncommercial class "B" (equivalent to Maryland noncommercial class "C" license). The customer must be 18 years of age or older, and be eligible for a Maryland Provisional or Full noncommercial class "C" license only. This agreement does not apply to learner's permits, motorcycle licenses or commercial driver's licenses. Effective: May 10, 2011. Note: The driver's license from the Federal Republic of Germany must be surrendered to the MVA before the Maryland license is issued. The MVA will return this license to the proper authorities in the Federal Republic of Germany to advise them that the customer now holds a Maryland driver's license.
