Maryland - Exchange out Of State Driving License

- Applicants must pass a vision screening.
The vision screening can be administered at the MVA Branch Office; OR
You may submit a completed "Vision Screening" form (DL-043 or DL-043A); OR
Have an authorized Online Vision Certification Provider electronically submit your vision results to the MVA
NOTE: The vision screening by a doctor must have been administered within the previous 12 months. - If licensed for less than 18 months, you will be issued a Maryland Provisional License. If your license is expired for one year or more, you are required to pass a knowledge and driver's skills test.*
- Submit all the required documents and pay the fees.
- Out of State Learners Permits cannot be exchanged for a Maryland Learners Permit. You must meet all the requirements of a new learners permit
Note *: If you are active duty military, some states grant an extension of the drivers license validity period to active duty U.S. military personnel and their dependants while they are stationed outside of their home licensing State. If the Out-of-State drivers license has been expired for one (1) year or more and the State grants a Military extension, you will be required to provide:
- Acceptable proof of your current active duty status or military dependant status (i.e. Military Photo ID card), OR
- Recent discharge records (each State grants a certain amount of days after discharge, therefore testing requirements will be waived depending on your States extension); AND
- Proof of age, identity and residency, use our Online Document Guide to determine what you will need to bring with you; AND
- Pass a vision screening; AND
- Pay the required fees.

You will need your out-of-State license(s), if you do not have the license in your possession, you will need to present a certified driving record from the licensing agency.
Before January 1, 2014:
A new applicant for a learner's permit, driver's license, moped operator's permit or identification card must present
- (1) document to prove age and identity;
- (1) document to prove a verifiable social security number (SSN) or proof of ineligibility for an SSN;
- (1) document to prove lawful status in the United States; and
- (2) Maryland residency documents.
Effective January 1, 2014:
If you cannot meet the requirements for a Federally Compliant DL/ID you must make an appointment and present:
- Documentation to prove identity
- Documentation to prove Maryland Income tax filing for preceding 2 years.
- Maryland residency documents

Difference between a Federally Compliant and Federally Non-Compliant DL/ID:
US Citizens, immigrants with permanent residence and non-immigrants with valid US Citizenship and Immigration Services (USCIS) documentation to prove lawful status in the US are eligible for a federally compliant DL/ID.
Immigrants that do not have valid US Citizenship and Immigration documentation are eligible to apply for a non-compliant DL/ID effective January 1, 2014.
Current Maryland DL/ID holders that do not have a verified Social Security number, and have maintained a valid DL/ID without expiring over one (1) year are also eligible to renew their DL/ID. Their new DL/ID will be Federally Non-Compliant.

Effective October 1, 2012, the Maryland MVA will begin the conversion of Non-commercial driver's licenses by extending their validity/expiration dates up to a maximum of 8 years.
The conversion to an 8-year noncommercial driver's license will be implemented over the next few years. During this phase-in period, individuals renewing their noncommercial drivers license will receive a product with a validity period of a maximum of 5 to 8 years. Because the expiration date of the license is determined by a computer generated selection process, the fee required to renew will vary. This fee is prorated (for each year the product is valid) based on the period of validity of the license which may be for a maximum of 5-8 years. Commercial drivers licenses will continue to be valid for a maximum of 5-years.

- Like Maryland, some states grant an extension of the drivers license validity period to active duty U.S. military personnel and/or their dependants. However, Maryland law does NOT make any provisions for the MVA to accept and transfer an Out-of-State drivers license that has been expired for one (1) year or more, unless the applicant retests and passes the Vision, Knowledge and Skill tests.
- Maryland no longer acknowledges an Out-of-State license holders military extension for licensing purposes. If the applicants Out-of-State license has been expired for one (1) year or more and the applicant states that their license was renewed or physically extended by their licensing state (but they do not have the current/new license in their possession), then the customer must provide the MVA with a certified copy of their out-of-state driving record that was issued within the last 30 days, which states a current valid license expiration date. If this document is accepted, then the retesting will not be required. If the customer is unable to provide this document, then they will be required to retest if they wish to transfer their license. However, the customer may continue to operate a motor vehicle on their current out-of-state license if their state grants them a military extension and they do not wish to transfer their license to Maryland.
