- To apply for renewal of driver license obtained from another state in Manipur, the applicant has to approach the RTO office of the area.
- Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
- You will have to submit Application in Form No. 9 in front of licensing authority.
- Application form no. 9 can be downloaded from following link: Form 9
- If the driving license is from another state you will have to provide NOC from the state the DL is furnished. - (Please check with local RTO whether NOC is required before processing)
- If the applicant is above 40 years of age, he needs to submit Physical fitness Form 1: Form 1and or Medical Certificate Form no. 1A: Form 1A
- The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
Apply Online via National Portal - Manipur Renew Driver License Obtained from Another State Online with Images
- In order to apply for online, please follow the link : online portal
- Please select "Online Services" from the menu and click on "Driver License Related Services".
- You will be taken to a new screen where you have to select “Manipur” in the drop down menu against “Please select the State from where the service is to be taken”.
- Click on apply online
- From the given options select Services on Driving License
- There is a note mentioned on the page in relation to driving license issued in other state
- (a) Please select the RTO which falls under the jurisdiction of the District as mention your Current Present Address.
- (b) In case of Issue of NOC select the RTO in which the DL was Last Endorsed.
- (a) Please select the RTO which falls under the jurisdiction of the District as mention your Current Present Address.
- Follow the instruction and click on continue, you will be redirected to the application form page
- Fill the Applicant Details as instructed
- Upload the required Documents mentioned on this page
- Upload Photo and Signature if required (applicable for only some states)
- Pay the required fees and submit.

EligibilityEdit
- Person whose driving license is from another state and it is about to expire or who holds a expired driving license from another state, not more than 30 days is eligible. However, you can request for renewal even after 30 days after paying a penalty.

Processing TimeEdit
- One can get the renewed driving licence on the same evening that is if the licence is procured in the same office. It needs a period of 20 days after the application has been submitted, if the case is any different, for example initial driving license issued from other state. The latter takes longer as it involves a process of verification and correspondence.

- If the licence has been initially obtained from another state, then the applicant should furnish a No Objection Certificate (N.O.C.) and confirmation of driving licence issued by the original licensing authority.
- Applicant should select the correct State / RTO as per his new address and apply for a change of address with proof of current address.

Need for the DocumentEdit
- As per the Indian Motor Vehicles Act, 1988, it is mandatory for drivers of any vehicle to hold a valid driving licence to drive a vehicle on the road. A Driving licence is an official document issued by the government, which authorises an individual to drive a category of vehicle for which he holds a licence. It is a must to renew your DL after its expiry because as per the law nobody in India can drive any vehicle without a valid DL.

- As per Section 177 of the Motor Act, 1988, if a person is driving a vehicle without a valid DL (i.e an expired DL), is a punishable offence by law. Violators of the same are liable to be fined. An expired driving licence is valid only for a month (i.e 30 days) post expiration and can needs to be renewed within that grace period. If your driving licence has expired more than 30 days ago, you can renew the same by paying a penalty. This holds true if only the application requesting a renewed DL is made within a time span of five years from the date of expiry. If the licence has been initially obtained from another state, then the applicant should furnish a No Objection Certificate (N.O.C.) and confirmation of driving licence issued by the original licensing authority.
- As per Section 9 (a)(i) of Motor Vehicles Act 1988, one can get his driving license renewed provided the applicant has previously held a driving license to drive such class of vehicle and that the period between the date of expiry of that license and the date of application does not exceed five years.
- Further, as per Section 8 (1) (i) of the said act, he can apply to the licensing authority having jurisdiction in the area in which he ordinarily resides or carries on business.
- Application for renewal of driving license can be made within 30 days from the date of expiry of driving license.
