  • The Unemployment Certificate is required by the unemployed youth for self-employment, availing bank loans, etc.

Apply In-Person:

  1. To Apply for Unemployment Certificate, the applicant has to approach concerned Employment Exchange office – link
  2. Link for contact details: link please select your district name from the list provided under “Districts in Manipur” to reach next page. In the given page, please select menu option “ABOUT DISTRICT” > “Who’s Who” for contact details. OR use the menu option “DIRECTORY” > “Public Utilities” for contact details.
  3. An application form will be provided to the applicant by the concerned officer.
  4. Please fill the application form with essential information and details and it should be attested with the applicant’s signature.
  5. Make sure that you have all the documents that are listed in “Required Documents” section of this page. Attach all the important documents mentioned with the application form.
  6. Then, it should be submitted to the relevant authority. Also pay the required fees for the application process at the office as directed by the officials. Please collect the acknowledgement slip for the paid fee. Keep it safe for future reference.
  7. Your application and attached documents will be sent for verification to check, if there is any discrepancy.
  8. The whole process of issuing the Senior Citizen Certificate will take 7 working days.



Apply Online

  1. To Apply for Unemployment Certificate in Manipur the applicant can the make the application online via Manipur e- service portal (e- Paramann) link
  2. The applicant has to enter their used ID and Password or Mobile number and Password and click “Sign In”. If the applicant is a new user the applicant has to click “Sign up for MeriPehchaan” and register an account.
  3. Next the applicant has to click “Employment Exchange” and click “Unemployment Allowances assistance to person with disabilities” to start the application.
  4. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  5. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  6. Review the application and click “Submit”.
  7. The applicant has to pay the prescribed fee as requested by the authority. (If Applicable)
  8. After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
  9. All the updates on the application status will be sent via SMS to the applicant’s mobile number.



Apply Through CSC Centre

  1. To Apply for Unemployment Certificate, the applicant has to approach the nearby Common Service Centre (CSC) Link
    • Note: The applicant has to select their respective district to find nearby office.
  2. An application form will be provided to the applicant by the concerned officer. Or the applicant to provide their details to the officer in charge.
  3. The applicant has to fill in all the necessary details in the application form.
  4. The applicant has to attach the required documents that are mentioned in the “Required Documents” section of this page (If required).
  5. Submit the completed application and document to the centre staff.
  6. The applicant has to pay the service fee as per the authority’s request.
  7. The application submitted will be processed and a receipt with the application number will be issued.
  8. The applicant is informed through SMS at various stages i.e., Advance intimation about the date of the visit of the official to his place of residence for verification of his application, Approval/Rejection of his application.

  • To get Unemployment Certificate from Employment Exchanges of the respective state, the candidate must have registered his/her name in the concerned Employment Exchange.
  • The Registration of the candidate must be valid.
  • Candidate registered in Employment Exchange and remain unemployed for 5 years or the number of years as fixed by government

Need for the DocumentEdit

  • Any citizen of India is eligible for Registration at an Employment Exchange for assistance in securing Employment/job. There is no necessity to verify the employment /under employment / unemployment status of the applicant.
  • The Departments of Employment in various States of India allow unemployed educated youth residing in the respective States to pre-register for impending job vacancies occurring in different sectors of that State.
  • This certificate will be required by unemployed youths holding valid employment registration card for self-employment and to avail bank loan to start their business.
