- To apply for all Meghalaya-Assam tourist maxi cab permit in Manipur the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
- Information related to the offices and permit issuing state/regional transport authorities can be obtained from the “Office Locations and Contacts” Section of this page.
- The state transport authority is vested with powers to grant permit on interstate route to cover long distance goods traffic and passengers traffic. The S.T.A. can also issue permit to transport vehicle for operation in route and areas falling under jurisdiction of inter regions.
- The application form needs to be countersigned by STA Assam also.
- Application needs to be submitted in application form no. form no 46

- Applications for permits are also available in the office of the secretary S.T.A. and secretary R.T.A.
- The applicant must first apply for allotment.
- After which the applicant can register the vehicle as a transport vehicle in the RTA/STA. Then only can a permit be made

- To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
- To apply for User Id activation, you can download the form via following link: User I'd activation
- Fill the required information as instructed and submit it to the State transport department/RTO office of your area.
- After verification of the form administrative department will create and activate your user Id on the portal.
- Once your portal is active you can avail all the transport related services available on the portal.

- A company or an individual engaged in a business of promotion of tourism by providing tourist transport vehicles on tourist circuits; or
- any travel agency (who possesses his own vehicle or have taken a vehicle on lease for this purpose for a period of at least one year) run by a company or an individual provides all tickets for travel by air, rail, ship, passport, visa and also arrange accommodation, tours, entertainment and other tourism related services; or
- the tour operator (Company or individual who provides for transport, accommodation, sight-seeing, entertainment and other tourist related, services for tourist, and who possesses his own vehicle or has taken a vehicle on lease for this purpose for a period of at least one year and is recognised by the Department of Tourist of the Government of India;

- A tourist permit shall be deemed to be invalid from the date on which the motor vehicle covered by the permit completes 9 years in the case of a motor cab and 8 years where the motor vehicle is other than a motor cab, unless the motor vehicle is replaced;
- Where a vehicle covered by a tourist permit is proposed to be replaced by another, the latter vehicle shall not be more than two years old on the date of such replacement.
- NOTE: For the purposes of this sub-rule, the period of [9 years or 8 years] shall be computed from the date of initial registration of the motor vehicle.

- Maxicab permit is issued to a type of vehicle that takes passengers via a fixed route. The permit can be obtained for state or entire India.
- It is mandatory for owner of a transport vehicle to obtain permit and use permit in accordance with the conditions of the permit granted or countersigned by the Regional or State Transport Authority.
- Granting of permit is decided by the State Transport Authority/Regional Transport Authority Board as the case may be, keeping in view the overall public interest and advantages to the public, of the services likely to be provided, subject to compliance of the requisite condition and formalities.
- Applications for permits are available in the office of the secretary State Transport Authority and secretary Regional Transport Authority. The applicant must first apply for allotment. After which the applicant can register the vehicle as a transport vehicle in the R.T.A./S.T.A.

- “maxicab” means any motor vehicle constructed or adapted to carry more than six passengers, but not more than twelve passengers, excluding the driver, for hire or reward;
- “permit” means a permit issued by a State or Regional Transport Authority or an authority prescribed in this behalf under this Act authorising the use of a motor vehicle as a transport vehicle;
- “contract carriage” means a motor vehicle which carries a passenger or passengers for hire or reward and is engaged under a contract, whether expressed or implied, for the use of such vehicle as a whole for the carriage of passengers mentioned therein and entered into by a person with a holder of a permit in relation to such vehicle or any person authorised by him in this behalf on a fixed or an agreed rate or sum:
- (a) on a time basis, whether or not with reference to any route or distance; or
- (b) from one point to another, and in either case, without stopping to pick up or set down passengers not included in the contract anywhere during the journey, and includes:
- (i) a maxicab; and
- (ii) a motorcab notwithstanding the separate fares are charged for its passengers;

Q. What is a permit?
- Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.
