Malta - Apply for an Electronic Identity (eID) Card

- Applications for identity cards for Maltese Citizens are processed at Gattard House, National Road, Blata l-Bajda and at 28A, St Francis Square, in Rabat (Gozo). You may proceed to the office if:
- you are applying for the first time (not in possession of an identity card)
- you are requesting changes to your personal and/or address details
- you are going abroad and will be using your identity card as a travel document
- you will be turning 16 or 18
- your identity card was lost or stolen
- Complete an application form and submit it along with all other required documents.
- Since the new card will now contain electronic features (the reason why it is called an e-Identity Card or e-ID), the new card will not be issued at the same time of application.
Note: The new process will also cover three other applications, namely:
- the electronic identity (e-ID) accounts
- the KartAnzjan (in the case of the persons who are 60 years or older); and
- Electoral Office-related transactions
Required DocumentsEdit
First time applicants must present the following:
- the Form ID 10;
- a valid identification document (eg. a passport or a driving licence), issued by an official source, which must include a recent photo and personal details of the applicant, or an identification document, he/she must complete and present Section D of Form ID 10 (the Witness Form) which includes a declaration by a witness attesting to the identity of the applicant and shall include a photo endorsed by the same witness;
- passport (if available);
- previous version of identity card (applicable only in cases where the applicant has acquired Maltese citizenship and formerly held an Identity Card bearing an A number);
- a confirmation letter or certificate issued by the Department for Citizenship and Expatriate Affairs Department as proof of the applicants Maltese Citizenship (such proof is not required if the applicants are:
(i) born in Malta from parents in wedlock and at that time their father was a Maltese citizen, or,
(ii) born in Malta or abroad after 1 August 1989 to a Maltese Nationality mother, or,
(iii) adopted in Malta at an age less than 10 years, or,
(iv) born in Malta of foreign parents between 10th February 1981 and 1st August 1989 (applicable only if the parents were NOT diplomats), or,
(v) born in Malta, emigrated and acquired foreign citizenship after 10th February 2000).
For changes to personal and/or address details contained within their identity card:
- Form ID 10 (duly filled in)
- Identity card
For citizens wishing to use their identity card as a travel document:
- Form ID 10 (duly filled in);
- Identity card and
- Your airline ticket
For those whose identity card was stolen or lost:
- Form ID 10 (duly filled in);
- Police report which must indicate the citizens identity card number and
- And a valid identification document, issued by an official source, which must include a recent photo and personal details of the applicant. In case the applicant is not in a position to provide an identification document, he/she must fill in and present Section D of Form ID 10 (the Witness Form). This form shall include a declaration by a witness attesting to the identity of the applicant and shall include a photo endorsed by the same witness.

- Renewal of expired Identity Card (or containing any data that is no longer correct) which are not declared to be lost, stolen or defaced: Free
- Applications for a new Identity Card in replacement of one which has been lost, stolen or destroyed: 22
- Applications for a new Identity Card in replacement of one which has been defaced: 16.50
ValidityEdit
It has to be pointed out that, as per terms of Legal Notice 340 of 2013, the validity of all expired Identity Cards has been extended up to 31st December 2015. It is the Identity Management Offices intention to replace all previous versions of the identity card by such time in a gradual manner and through a mass renewal exercise which is being carried out in each locality and is targeted to be completed by the end of 2015.

Processing TimeEdit
In view of the fact that the identity documents shall now contain electronic features (the reason why it is called an e-Identity Card or e-ID), the new card will not be issued at the same time of application. Details of how newly printed identity cards will be distributed will be given later on.

The Identity Management Office (IDMO) acts as the Authority responsible for issuing electronic identity cards for Maltese Citizens and as the Registration Authority for e-ID (virtual) accounts in the case of all citizens. With regards to the latter, the Office processes applications both at an individual level and for organisations.
