Malta - Apply for Registration and Licensing to Practice Nursing (Midwife)

- For a nurse/midwife to practice in Malta he or she should be licensed with the Nursing & Midwives Council of Malta. It is the responsibility of the council to ensure that all nurses that are within its jurisdiction meet a certain level of competence before starting their practice. Step 1: Log in or Register with the Nursing & Midwives Council Portal
- Medical practitioners (Nurses/midwifery) should browse the Nursing & Midwives Council of Malta, hover the cursor over the “Apply to Register with the Council for Nurses and Midwives Malta” and click on the hyperlink.
- This will prompt the system to show the page with Login buttons for Maltese and Non-Maltese applicants.
- Maltese Applicants already registered, should click on the “Login with EID Authentication” tab and enter their EID (username and password) click on the “Continue” and “Proceed” button to access the council portal.
- Non-Maltese Applicants and Maltese Applicants who don’t have an account should click on the “Login with Custom Authentication” tab then click on the “Sign Up” hyperlink, this will prompt the registration page to be displayed.
- Applicants will be required to populate all mandatory fields under the Personal and contact details sections accurately.
- Under “Main Occupation” the applicant should select “Midwife” or “Nurse” but there is also a checkbox “Other” which enables the Applicant to type in free text.
- Since the Applicant is registered for the first time, he/she will need to confirm the validity of the email address provided, by entering the Applicant code received by email.
- Applicant can copy/paste code and click on the “Proceed” button. This will open the page “Change Password” where the Applicant can set up a password. The same password needs to be entered in both fields, then click on the “Set Password” tab.
Step 2: Register as a Nurse/midwifery
- Once login to the portal, the applicant should select the “Submit a New Application” tab; This will prompt the system to display the ‘Submit an Application’ online page.
- Applicants should select the first register and then a related Special Part. The Special Part specifies the type of profession that the Applicant is registered for. When the Applicant selects Special Part, he/she will be able to see the fee amount for that Special Part, then click on the “Continue to Qualifications” tab to proceed.
- Where a temporary Special Part is selected, the applicant will be required to specify the “Temporary Registration Duration (Months)” that the license is required, before clicking on the “Continue to Qualifications” tab.
- This will prompt the “Qualifications” online page to be displayed; On the ‘Qualifications’ page, in order to add a Qualification, the green button ‘+ Add Qualification’ is to be pressed to proceed with this step.
- Applicant needs to upload the Certificate by clicking on the “Choose File” button (the name of the button depends on the browser), then click on the “Continue with Application” tab, to be re-directed to the next step.
- “First Registration” and “Practical Training” sections or a direct page for uploading documents will be displayed. This depends on the selected Register and Special Part. E.g. page for uploading documents would open after the ‘Qualifications’ page for Register ‘Midwife’ and Special Part ‘General Midwife Temp’.
- For selected Register ‘Nurse’ and Special Part ‘General Nurse Full’, on ‘Continue with Application’, page ‘Nurse Section’ opens. In the ‘First Registration’ section Applicant can select First Registration Date. To select Date, the Applicant needs to click into the field and select the date on the Calendar displayed.
- First Registration Number and Competent Authority are fields where the Applicant can type in free text. A certificate of Current Professional status is required and can be uploaded using the ‘Choose File’ button.
- To add Practical training, the Applicant needs to click on the “Add another Training” button. This reveals the following fields: ‘Date From’ and ‘Date To’, ‘Work Place Description’, and ‘Hours per Week’.
- For Non-Maltese Applicants, on the ‘Nurse Section’ page, there is also a ‘Full-Time Experiences’ section. In this section, the Applicant can add workplace (s). In order to add a workplace, the Applicant needs to click on the ‘Add another Work Place’ button. This reveals the following fields: Work Place, Work Role, Work Type, ‘Other’ checkbox, and Date fields, before clicking on the “Continue with Application” tab.
- This will prompt the upload documents page to be displayed, clicking on the “Choose File” button (the name of the button depends on the browser) of the respective document, find it, and open it to upload. Documents marked with an asterisk are mandatory.
- It is also possible to upload additional documents before submitting the application by clicking on the “Add an additional document” button.
- After uploading documents, the Applicant can submit the application by clicking on the “Submit the Application” button. This will prompt the system to show the page with the payment details.
Step 3: Payment for the Registration.
- To make a payment applicant should click on the “Pay” icon, this will prompt the system to show the page with the “Payment Details”.
- Payment can be made online, applicants should select his/her card type from the “Card Type” drop-down list (e.g. MASTERCARD). In the “Card Number” input field he/she should type his/her card number. Each card has an expiry date so Applicant should select the month and year from the drop-down list. Applicant should also input CVV number. This file appears as soon as the Applicant selects the card type. If he/she is not sure where to find the CVV number on the card, he/she can click on the info icon.
- Input fields, “Card Holder Name” and “E-mail” are also required so the Applicant needs to fill them too. Applicants can read “Terms and Conditions” before checking it, and before clicking on the “Continue” tab to submit the transaction and finalize the application process.
- If payment was successful info “Your payment has been received successfully” will appear on the screen. Payment status is changed to PAID from PENDING.
- Click on the” Click Here” button, to return to the Main Screen, to be able to log out of the council portal.
Step 4: Assessment, processing, and issue of the license
- Upon receipt of the complete registration dossier, the Council Registrar will check the documents for completeness and authenticity. If everything is in the order he shall forward all applications to the Licensing and Registration committee. which shall then verify the applicant's qualifications with the relevant training school and board of nursing/midwifery from the respective country. (where the applicant has trained abroad).
- Upon being satisfied with the information provided by the respective institution, candidates will be invited for an oral interview by the Registration and Licensing Committee. Based on the results of the oral interview, successful candidates may be invited to sit a written exam before being registered with the council.
- Upon passing the exams, the applicant will be required to undergo a three-month practical orientation program (clinical placement) in a Teaching, Regional, or any hospital accredited by the Council to acquaint themselves with healthcare systems in Malta.
- Upon successful completion of the required clinical placement, candidates will be eligible for registration as professional health practitioners.
- The registrar shall document candidates’ records, a list of simulated patients, a list of assessment centers, a list of assessors, a list of supervisors, a list of invigilators, a scoring sheet, and other relevant documents.
- Once the verification and validation processes are over and if the application is found sufficient, it will be approved and the council officials will proceed to take the required steps to Register the beneficiary as per the category applied for and award him/her with the registration certificate and the practicing license.
- The Council shall, in the case of refusal of registration, give a reasoned decision and inform the applicant of his right of appeal
- The applicant will be notified to collect his Registration Certificates and Practicing license via text or phone call. One is required to bring proof of identification when collecting the documents.
- Please Note: Non-EU trained nurses can only apply for permanent registration after having been registered as a nurse and successfully practiced the nursing/midwifery profession in Malta for a continuous period of at least 4 years after the first registration is approved.
The appeal of the Decision
- In cases of dispute between the Council / Committee and the applicant; a person may file an appeal with the Appeals Committee within 20 calendar days from the date of the correspondence received from the Council for Nurses and Midwives.

(Applications from applicants with at least 4600 hours in theory and practice in nursing subjects of which at least 1/3 (1533 hours) should be in theoretical practice in nursing studies and at least ½ (2300 hours) should be in clinical practice. However, it is always up to the Council members to decide if a candidate is eligible or not).
- IELTS Certificate average score of at least 6 or OET with a score of at least B in speaking and C+ in reading, writing, and listening.
- MQRIC Recognition Letter (must be level 5 or 6).
- Birth certificate. (In English)
- Professional Certificates / Diplomas /Degrees
- Euro pass Curriculum Vitae in English.
- Recent Police conduct certificate (date must be not more than 3 months of the date of application)
- Reference letter/experience certificates.
- Marriage Certificate (If applicable)
- Verification certificate. (Registration certificate and Good Standing status certificate from the Nursing Council of the country where applicants are registered) (Good standing certificate is the confirmation that registration is valid, a certificate must not be older than 6 months from the date of application).
- Proof of Payment of the registration/licensing fees made in favour of the Council for Nurses and Midwives.
- Any other supporting documentation as requested by the Authority.

EligibilityEdit
Applicants should meet the following criteria to be eligible;
- To be of good reputation and commendable conduct.
- To have never been sentenced in a felony or misdemeanor (for a custodial penalty in a crime involving moral turpitude or breach of trust, unless rehabilitated in either case). In short, not to have a criminal record.
- To have attained one of the following academic degrees:
- A Bachelor of Science in Nursing from one of Malta’s high institutes, or an equivalent degree elsewhere than in Malta, which the council recognizes as equivalent to the qualification by examination required by the Council.
- A Diploma from a healthcare institute affiliated with the Ministry of Health/ council (nursing division) or an equivalent degree.
- All Non- EU applicants for nursing registration are required to provide reference letters to confirm that they have practiced the nursing profession, a valid registration certificate, and a certificate of good standing status from the Council of the country where they completed the nursing program.
- Those applicants who have not practiced the profession for at least 12 months in the last 5 years shall only be considered after they have successfully completed one of the nursing bridging courses offered by MCAST, University of Malta, or IDEA and hold a valid registration as a nurse or have completed the nursing program within the last 18 months from date of application and are registered with the respective council of their country.
- Language requirements have not been changed, applications without IELTS academic with an average score of at least 6 or OET with scores of B in speaking and at least C+ in writing, reading, and listening cannot be accepted.

- The validity of the registration certificate shall be mentioned on the document; while the practice license shall be subjected to renewal and payment of an annual practice fee as may be prescribed by the Council Office, this should be submitted on time before the lapse of the current practice license, to allow enough time for the renewal due process to be completed.
