Mali - Import Heavy or Light Motor Vehicle
ProcedureEdit
- All importers of heavy or light motor vehicle are required first to be insured. Visit an insurance company and request for an insurance certificate at a cost {i.e insurance premium}.
- You then need to visit an authorized custom broker office and submit the original copy of the insurance certificate and packing list of the imported goods, to be examine by the authorized official, upon which you will be advised to pay broker fees either in cash, by check or by Bank transfer, upon making payment, you will be issued with a Senegalese transit order.
- The importer should then visit the Regional Customs Directorate/Dibola Secondary Office and submit the Senegalese transit declaration copy to the custom agent to be verified and registered in a register, in order to count the number of trucks passing through the customs post. You will be issued with a receipt indicating the date of the withdrawal.
- The authorized broker will then go to the customs office on the re-draw date to collect the Senegalese transit declaration by providing the declaration number. He withdraws the document against discharge on a register.
- The broker then heads to the custom controller office and submit the request form for additional workers, which should be signed and stamped beforehand by the broker, attach the Senegalese transit order. Which he gives to the customs officer for the signature of the office manager, the broker will then be advised to pay FCFA 10,000 {per shipment} in cash.
- The Regional Customs Directorate office, head of brigade section will then send a custom agent to carry out a physical inspection on the motor vehicle to inspect its road worthiness.
- You should then visit the Regional Customs Directorate office, customs controller section and withdrawal Senegalese transit declaration and overtime payment receipt against the Senegalese transit declaration number.
- You {importer} should then head to the CCIM agent section, upon which you will be advised to FCFA 2000 in cash, and then issued with a CCIM blank form.
- The authorized broker then make the transit declaration {IM8} which is made online from the ASYCUDA system. Upon making the declaration the broker should print it out, sign and stamp it.
- The broker should then visit the One-Stop-Shop for vehicle clearance and submit the original copies of the following documents {IM8/ Diboli statement, Gray card for customs clearance, Proforma invoice} to the customs officer to be examine. You will then be issued with an IM8 declaration with the deposit amount which is to be paid.
- The broker then sends the copy of the IM8 with the amount of the deposit and Senegalese transit declaration to the Regional Customs Directorate/Dibola Secondary Office.
- The customs officer then enters the number of the IM8 declaration in the ASYCUDA system he accesses the information entered by the authorized broker and compares them to the physical file that the amount shown on the IM8 has been entered and then issues the T1 declaration signed after payment of taxes.
- The agent then gives the signed T1 declaration to the driver/importer. The diver along with the vehicle can then leave the customs area and head to the Regional Customs Directorate office in Same, submit the original copies of the following documents {signed T1 declaration,IM8 declaration with deposit amount} to be verified by the person responsible and registered.
- You {importer/driver} will then be issued with a passage/transit ticket, which should be presented to customs during future checks to prove that the vehicle has already been checked at the Same post. Then head to the Regional Customs Directorate main office in Kaye and have the same documents registered in the register.
- The vehicle should then be presented to the following check points. i.e The Mobile Intervention Brigade checkpoint in Kaye and Kati.
- The importer (or the authorized broker) then heads to the experts office of the National Transport Office (ONT) and submit the original copies of the following documents {Gray card for customs clearance, Insurance certificate, Identity card} to be verified by the ONT Car expert officer.
- The car expert travels to the vehicle to compare the information in the documents and the vehicle itself. He checks the first year of circulation, the chassis number ... He reports the result of his confrontation on the Verbal de Finding (PVC) and signs it.
- The importer (or the authorized agent) then makes a copy of the PVC. He can choose to let the car expert send the signed PVC form to the Regional Directorate (he then makes a simple copy before transmission and gives 2,500 FCFA to the car expert) or carry it himself (the car expert registers delivery of the document to the importer or to the authorized broker in a register).upon registration you will be issued with a delivery slip number {ONT}.
- The broker then heads to the DGCC section with a request for an import certificate stamped at 200 FCFA as well as the "yellow" print of the import certificate filled with vehicle information and the Gray card for customs clearance and submit them to the DGCC agent who then checks the conformity of the documents with the report of findings (PVC) sent by dispatch slip by the Regional Transport Department
- If the agent is satisfied that the documents are in order, he affixes a visa and transmit it to be approved by the commission agent to the tax section for processing of the file and re-draw of the import certificate referred, upon payment of the 1000 FCFA registration fee.
- The authorized broker then goes to the one-stop-shop tax office and submits original copies of the following documents {packing slip number {ONT}, signed T1 declaration, IM8 declaration with deposit amount, Consignment receipt, Gray card for customs clearance} and pays a stamp duties of (25,000 FCFA per year + 5,000 FCFA for the last year) in cash and obtain the import certificate, T1 manifested document.
- The authorized broker then goes to the Regional customs directorate office in Kati and buys from the representative of the Chamber of Commerce and Industry of Mali (CCIM) the printout {CCIM blank form} at a cost of 2000 FCFA on which his declaration will be printed, the IM4 declaration-automobiles and the liquidation bulletin {cost of 10,000 FCFA}, signed certificate of release for consumption {CMC} (cost of 5000 FCFA) are issued.
- The importer then heads to the Mali Technical Services office {MTS} and submit the following documents {Report of the Expertise Finding (PVC), Temporary authorization to travel and pay a fee of {FCFA 5000 for the technical visit+ FCFA 2,500 for the ANASER tax National Agency for Road Safety} in cash and obtain the receipts.
- The MTS agent carries out the technical inspection of the vehicle internally, he records the vehicle data in the system (vehicle type, chassis number, etc.) and then issues the Technical inspection certificate and vignette-technical control}.
- The importer then heads to the registration section at the National Transport Office (ONT) with the following documents {Gray card for customs clearance, Import certificate, Declaration of entry into circulation (DMC), Report of the Expertise Finding (PVC), Delivery slip number to the ONT} to be examined by the ONT agent, who then issues the Declaration of entry into circulation (DMC) which indicate the amount to be paid (Pay tax) i.e {ANASER fee (road safety), the registration fee, the stamp fees, and the license plate fees} which amounts to 31,500 FCFA .
- Head to the cash counter at the ONT and pay the tax fee against the DMC, then head to the registration section and present the payment receipt and obtain the Receipt for Provisional Gray Card.
- The file is then transmitted to the National Directorate of Land, Maritime and River Transport (DNTTMF) for the establishment of the gray card. The gray card is then returned to the Regional Directorate, to be collect by the importer against the Receipt for Provisional Gray Card and his/her identity card within 30 days.
- The importer then heads to the "Mali plaque" section at the ONT and present the original copies of the following document to the agent {identity card or money order, gray card, receipt of the provisional gray card, Report of the Expertise Finding (PVC)} to be verified who then issues the "Mali Plaque" indicating the amount that is to be paid for the license plate {cost of 12,000 FCFA for two number plates}.
- Upon making payment, you will be issued with a payment receipt “Mali Plaque “indicating when you should re-visit the “Mali plaque" section at the ONT office and collect the licence plate, against the payment receipt, your identity card and Gray card.

Insurance certificate
- The operator is obliged to subscribe to a Malian insurance to import his goods.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker.
Declaration of transit in Diboli (motor vehicles by a private individual)
- This is the transit document established at the border. The authorized broker is obliged to inform it and have it stamped by customs. After having consigned the customs duties at the office of destination (Bamako), the authorized broker must pay the IT fees.
Consignment in Bamako
- The authorized broker, on behalf of the operator, completes the formalities and has the amount of duties and taxes payable at the one-stop vehicle clearance office. The amount is paid when the vehicle arrives in Bamako.
Get T1 in Diboli
- The T1 is a transit document validated by customs, it is the document that is used for taking charge of the goods. It is the electronic message of the statements of the IM8 transit document which is established by the authorized broker to the office of destination.
Controls between Same and Kati
- Various checks are carried out during the journey to the office of destination by customs officers, the police, the gendarmerie and the mobile intervention brigade (BMI).
Customs clearance at the One Stop Shop in Bamako
- The Bamako one-stop-shop is the only one authorized to receive payment of customs duties with regard to motor vehicles. The authorized broker carries out the formalities on behalf of the operator. However, it is important to note that the payment of customs duties does not mean that the car is registered, the registration formalities must be completed at the Regional Directorate of Transport (ONT).
Registration with the Regional Department of Transport (ONT)
- After paying the customs duties, the authorized broker, on behalf of the operator, must go to the ONT in order to register his car. License plates are issued after paying stamp duty.
