Mali - Export of Textiles
ProcedureEdit
- You {Exporter} should visit an authorized custom broker office and submit the original copy of the export invoice to be examine by the authorized official, upon which you will be advised to pay broker fees either in cash, by check or by Bank transfer, upon making payment, you will be issued with a transit order.
- Then head to the Directory General of Trade, Consumption and Competition {DGCC} office, and submit the following documents {RCCM certificate, tax identification card, Patent or business licence exemption} to the general secretary office to be examine and obtain the dump. (In the case of first time export operation, you will be register in the DGCC data base).
- Head to the CCIM agent office at the DGCC and verbally communicate the name of the entity for which the CCIM receipt will be issued {at a cost of 1,500 FCFA}, then head to the Single Window Registration office and submit the following documents {CCIM receipt, Proforma invoice, Transit order, Intent to export request form issued at the DGCC} to be recorded and registered by the DGCC agent.
- The DGCC agent checks the compliance of the file, In the event of a problem, the file is issued back for correction, if the file is in order, the file is transmitted to the internal circuit of the single window for processing, affixing of the visa on the intention to export documents (8 copies) to be retrieved by the applicant within one working day.
- The broker then head’s to the office responsible and have the AGOA textile visa affixed on the export invoice.{Note: the AGOA visa is mandatory for goods exported to the united states}
- The authorized broker head’s to the Modiro Keita Airport Customs Office, Export Section Counter {ASAM} submits the goods to be weighed and present following documents {identity document, Air Waybill (LTA)] to be validated by the ASAM agent, The goods are then put in the custody of ASAM.
- The broker then heads, the Chamber of Commerce and Industry of Mali (CCIM) office at the airport and buys the CCIM blank form at a cost of FCFA 2000 in cash from the CCIM agent.
- He then heads to the offices responsible at the airport and submit the following original documents {Export Intent, export invoice} to be verified agents in charge and obtain the following documents after processing {Declaration for export, certificate of acceptance after weighting of the goods, liquidation bulletin/slip (at a cost of FCFA, 10,000), signed Good to ship-airport account (at a cost of 5,000 FCFA)}.
- The authorized broker then goes to the export section of ASAM after customs formalities to obtain the certificate of acceptance for transport and send the goods by the next flight.

Certificate of origin
- The certificate of origin, proving the origin of the goods, makes it possible to obtain certain advantages in certain countries, in particular at the customs level.
Export intention
- The intention to export is essential for the operator if he wants to export his goods. This document allows other administrative entities (Customs, administrative control entities) involved in the process to know certain details on the goods which must leave the country.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker.
DGCC registration
- Registration in the computer database of the DGCC is an obligation for any first import / export operation for an economic operator
