ProcedureEdit

  1. You {Exporter} should visit an authorized custom broker office and submit the original copy of the export invoice to be examine by the authorized official, upon which you will be advised to pay broker fees either in cash, by check or by Bank transfer, upon making payment, you will be issued with a transit order.
  2. Then head to the Directory General of Trade, Consumption and Competition {DGCC} office, Single Window for Foreign Trade section and collect the Request for intent to export form attach the following documents {Transit order and Export invoice} and submit them to be verified by the CCIM agent, pay the 1,500 FCFA and obtain the CCIM payment receipt and acknowledgment slip indicating the date of withdrawal of the documents.
  3. On the withdrawal date, visit the DGCC office and withdrawal the following documents {invoice for export, transit order, 7 copies of export intent .i.e (Exporter, Customs, Customs for DGCC, Customs for BCEAO, Customs for Bank, Bank for BCEAO, Customs Office des Changes} against the acknowledgment slip.
  4. The exporter or authorized official should then head to a bank and submit the following documents {Export invoice and the 7 copies of export intent}.The bank keeps the Bank copy for BCEAO and then transmits it to the BCEAO.
  5. The exporter or the authorized broker then returns to the DGCC the 6 copies of export intent, for transmission of the file to the customs office for processing. Submit the following documents {RCCM certificate, tax identification card, and valid import / export license} to be registered in the DGCC’s computer system.
  6. Then head to the Phytosanitary Control Division of the Regional Directorate of Agriculture office or the control post and collect the Verification request form, fill it accurately and submit it to the attending official, who then transmit it to the head of division office to be examine and then he/she sends control officers to your operation premises for an inspection. {Note; you will be required to pay for travelling expenses if the site for inspection is more than 1 km from the control post}.
  7. A copy of the report finding will be given to the applicant and if any modification or upgrading is required, Corrective Action and Preventive Action Report (CAPA) report will be issued and you will be required rectify the problem.
  8. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
  9. If the authorized official is satisfied that all the conditions are meet as required for the application, you will be issued with the signed phytosanitary certificate and certificate of origin, at a cost of {10,000 FCFA and 5000 FCFA respectively) .
  10. Then head to the Agency for the Promotion of Exports- Apex Mali office and collect Form "A" ,fill it accurately ,attach the following documents {Export Intent, Phytosanitary certificate, Bill of Lading, Export invoice} and submit them to the secretary desk, to be transmitted to the office concerned for processing and issue of the signed certificate of origin {form “A”}.
  11. Then head to the Maharouf Establishment office and submit the following original documents {Transit order, Export invoice, Export Intent} to the attending agent. You will be issued a freight bill indicating the amount, you are to pay either in cash or cheque. {Note this is for the hiring of a truck {transporter} for the transportation of the goods to the port of Dakar).
  12. Then head to the Malian Council of Road Transporters office and submit the proforma export invoice to be examine by the CMTR agent and obtain an Export consignment note at a cost of 2,500 FCFCA.
  13. The authorized broker then visit the Regional Customs Directorate office in Kati, the CCIM agent section and buys the CCIM blank form at a cost of FCFA 2000 in cash.
  14. The broker then make the export declaration of goods {EX 1} which is made online from the ASYCUDA system. Upon making the declaration the broker should print it out, sign and stamp it.
  15. Head to the Regional Customs Directorate office in Kati, Deferred control unit and submit the following original documents { Export declaration (Ex1), Export invoice, Certificate of origin, Phytosanitary certificate, Export Intent (Customs), Certificate of origin” Form A”} to be validated by the head of the deferred control office and obtain an Export declaration {EX1} covered. Then head to the account office and obtain the Liquidation bulletin, which outlines all costs to be paid to custom.
  16. Head to the treasury customs agent and make payment against the liquidation slip and obtain a payment receipt and acknowledgment slip indicating the date of the withdrawal of the document.
  17. On the withdrawal date to collect the signed Export declaration “Exit agreement” against the original copies of the {payment receipt, Export declaration (Ex1) endorsed}.
  18. The truck driver should then head to the following customs check points {BM (in Diedieni and Diema), Kaye N’DY, Same) to be identified and registered in the register and submit the Export declaration "Exit agreement" original copy to be examined by the customs agent, who then issue’s the driver the passage ticket.
  19. The following original documents {Driver's license, Gray card, Thumbnail, valid technical visit sticker} should be presented at the police and gendarmerie check points at the Regional Customs Directorate in Kaye to be verified, the driver will then be required to pay for the vehicle exist ticket at a cost of 1000 FCFA.
  20. The driver then presents the consignment note to the CMTR agent at the same checkpoint to be validated and recorded and let the truck pass through entering Senegalese territory.

Phytosanitary certificate

  • The Regional Directorate of Agriculture must carry out certain checks on the goods (in particular quality control) in order to be able to establish the phytosanitary certificate and the certificate of origin. The documents are given to the operator for the export of his merchandise.


Certificate of origin

  • The certificate of origin, proving the origin of the goods, makes it possible to obtain certain advantages in certain countries, in particular at the customs level.


Export intention

  • The intention to export is essential for the operator if he wants to export his goods. This document allows other administrative entities (Customs, administrative control entities)   involved in the process to know certain details on the goods which must leave the country.


Transit order

  • The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker.


DGCC registration

  • Registration in the computer database of the DGCC is an obligation for any first import / export operation for an economic operator
