- The exporter heads to the Directorate General of Trade, Consumption and Competition {DGCC},General Secretariat office and buys a stamp {at a cost of 200 FCFA} to be affixed on the written request and submit it, attached with the following original documents {Company statutes, RCCM ITC1 registration certificate, Tax identification number (TIN), Import / export license, NINA registration certificate , Bank deposit, Identity card} to be registered and obtain an acknowledgement receipt indication the date of withdrawal of the documents.
- On the withdrawal date revisit the DGCC office, regulatory division and retrieve the file against a signed waiver certifying that you have received the original documents.
- Then visit the National Directorate of Geology and Mines {DNGM} Laboratory office and submit the gold to the Laboratory worker who then weighs the gold to find out the quantity and calculate the titer {quality/ karats of gold}. You will then be issued with an invoice and advised to make payment against the invoice and obtain a payment receipt.
- After the analysis of the product, the DNGM laboratory sends by mail the technical visit report and the titration certificate to the director of the National Directorate of Geology and Mines for signature. The signing of the certificate may take several days before the applicant can withdraw it.
- You will be notified by the DGCC, when you should visit their office’s to withdraw the technical inspection report, technical clearance certificate and the titration certificate {Note: the certificates are issued in triplicate: one copy mentions "original" and the other two copies mention "non-negotiable”}
- visit an authorized custom broker office and submit the original copy of the export invoice to be examine by the authorized official, upon which you will be advised to pay broker fees either in cash, by check or by Bank transfer, upon making payment, you will be issued with a transit order.
- The exporter/broker should then head to the CCIM agent office at the DGCC and verbally communicate the name of the entity for which the CCIM receipt will be issued {at a cost of 1,500 FCFA}, then head to the Single Window Registration office and submit the following documents original and copies {CCIM receipt, Request for intent to export, Transit order, Export invoice, signed Order approved, Attestation / Titration certificate} to be recorded and registered by the DGCC agent.
- The DGCC agent checks the compliance of the file, In the event of a problem, the file is issued back for correction, if the file is in order the file is transmitted to the internal circuit of the single window for processing, of the intention to export documents (6 copies) to be retrieved by you the applicant within one working day.
- Upon retrieving the file, head to the Directorate General of Taxes, Directorate of Large Enterprises office, registration service division and submit the following original documents {intention to export {7 copies}, Analytical sheet for gold export, DGCC dispatch note, Export intention, Intent to export form (issued by the broker)} to be verified by the officer concerned, you will then be issued with an invoice and advised to make payment against the invoice and obtain a payment receipt.
- Upon making payment, the authorized officer will approve affixed tax visa/ stamps to all copies of the intention to export and transmit it the DGCC to be retrieved by the applicant within one day.
- Upon retrieving the file from the DGCC office, the exporter or authorized official should then head to a bank and submit the following documents {Export invoice, signed Order approval and the 7 copies of export intent}.The bank keeps the Bank copy for BCEAO and then transmits it to the BCEAO.
- Once the copies of the intention have been domiciled, the exporter or the authorized broker returns to the DGCC to submit the Export intent (Customs copy).
- The authorized broker head’s to the Modiro Keita Airport Customs Office, Export Section Counter {ASAM} submits the goods to be weighed and present following documents {identity document, Air Waybill (LTA)] to be validated by the ASAM agent, and obtain the certificate of acceptance after weighting of the goods . The goods are then put in the custody of ASAM.
- He then heads to the Head office export service office at the airport and submit the following documents original and copies {Order to open a purchasing counter, Technical clearance certificate, Technical visit report, Bank deposit, RCCM certificate[export], Tax identification number (NIF) [export], NINA registration certificate} to be validated by the authorized officer.
- The broker then heads, the Chamber of Commerce and Industry of Mali (CCIM) office at the airport and buys the CCIM blank form at a cost of FCFA 2000 in cash from the CCIM agent.
- He then heads to the offices responsible at the airport and submit the following original documents {Export Invoice, Stamp fee receipt (Domains), Attestation / Titration certificate} to be verified and processed by the agents responsible and obtain the following documents {Declaration for export, certificate of acceptance after weighting of the goods, liquidation bulletin/slip (at a cost of FCFA, 10,000), signed Good to ship-airport account (at a cost of 5,000 FCFA)}.
- The authorized broker then goes to the export section of ASAM after customs formalities to obtain the certificate of acceptance for transport and send the goods by the next flight.

Attestation / titration certificate
- Before being able to export the goods, the Department of Geology and Mines carries out checks. A titration certificate is issued, attesting to the quality of the gold that will be exported.
Export Intent (Gold)
- The intention to export is essential for the operator if he wants to export his goods. This document allows the other administrative entities (Customs, administrative control entities) involved in the process to know certain details on the goods which must leave the country.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker.
Customs declaration (Customs Office - Airports)
- Exports are not subject to customs duties. The authorized broker makes the declaration to the customs office, in particular to be able to pay the IT fee and for statistical purposes. The goods may be subject to a summary check.
DGCC registration
- Registration in the computer database of the DGCC is an obligation for any first import / export operation for an economic operator.
Approval to open a counter for the purchase and export of gold
- In order to be able to export gold, the operator must have an authorization issued by the Minister of Commerce. The authorization request procedure is carried out at the Directorate General of Trade and Competition (DGCC).
