Mali - Export of Artisanal Products (Handicrafts)
ProcedureEdit
- The exporter/craftsman should first visit the National Directorate of Crafts {DNA} office and apply for the DNA certificate of origin, present the following documents {crafts card, list of product} to the general manager office to be verified and then receives the signed DNA certificate of origin.
- Then head to the Agency for the Promoter of Export-Apex Mali and submit the following documents {Export invoice, DNA Certificate of origin and Form "A" (note: Form “A” is only submitted to exports heading to the European Union) to the secretary office to be verified and issuing of the signed certificate of origin (“form A”) attached to your file.
- You should then head to the National Museum of Mali office, Document and research section and present the list of products to the agent to be verified and obtain the Export authorization museum document {at a cost of 10,000 FCFA}.
- visit an authorized custom broker office and submit the original copy of the export invoice to be examine by the authorized official, upon which you will be advised to pay broker fees either in cash, by check or by Bank transfer, upon making payment, you will be issued with a transit order.
- The authorized broker head’s to the Modiro Keita Airport Customs Office, Export Section Counter {ASAM} submits the goods to be weighed and present following documents {identity document, Air Waybill (LTA)] to be validated by the ASAM agent, and obtain the certificate of acceptance after weighting of the goods . The goods are then put in the custody of ASAM.
- He then heads to the Head office export service office at the airport and submit the following documents original and copies{ RCCM certificate, exporter Tax identification number (NIF), NINA registration certificate, DNA Certificate of origin, Certificate of origin {form “A”},museum export authorization} to be validated by the authorized officer.
- The broker then heads, the Chamber of Commerce and Industry of Mali (CCIM) office at the airport and buys the CCIM blank form at a cost of FCFA 2000 in cash from the CCIM agent.
- He then heads to the offices responsible at the airport and submit the following original documents {export invoice, export authorization museum} to be verified and processed by the agents responsible and obtain the following documents {Declaration for export, certificate of acceptance after weighting of the goods, liquidation bulletin/slip (at a cost of FCFA, 10,000), signed Good to ship-airport account (at a cost of 5,000 FCFA)}.
- The authorized broker then goes to the export section of ASAM after customs formalities to obtain the certificate of acceptance for transport and send the goods by the next flight.

Need for the DocumentEdit
The exported Artisanal products must be declared and comply with the customs rules and required standard as set by the Directory General of Trade, Consumption and Competition {DGCC} to be allowed exit from Mali.

Certificate of Origin (Handicrafts)
- The certificate of origin, proving the origin of the goods, makes it possible to obtain certain advantages in certain countries, in particular at the customs level.
Export authorization (Handicrafts)
- Export authorization is essential for the operator for the export of works of art. This document allows the other administrative entities (Customs, administrative control entities) involved in the process to know certain details on the goods which must leave the country.
Customs declaration (Airport office-artisanal products)
- Exports are not subject to customs duties. The authorized broker makes the declaration to the customs office, in particular to be able to pay the IT fee and for statistical purposes. The goods may be subject to a summary check.
