Apply In-Person

  1. Applicant should visit the Director of Domains and Cadastre, or to the Domaines du Cercle office near you and;
    • Collect necessary forms and accurately fill them;
    • Attach all the required documents (see required document below); and
    • Submit the documents to be verified and recorded.
  2. The secretariat will then verify the application file, if the secretariat is satisfied that the application file is in order, the file is registered and the applicant is issued a registration receipt.
  3. The file is then sent to the head of land conservation for further assessment and examination.
  4. The latter sends correspondence accompanied by a copy of the title deed to the Director of Town Planning for opinion as responsible for the town planning plan, whom then send a plot plan to the head of land conservation.
  5. When the head of Land Conservation receives the plot plan that either state, two scenarios that the land is unregistered or registered.
  6. In the scenario where the land is unregistered the following process should be established so as to obtain a land title deed;
    • Establishment of the delimitation plan drawn up by the certified expert surveyor according to one of the scales mentioned in the CDF.
    • Filing of the plan established in the register of formalities prior to registration, side register and initialled by the district judge.
    • Fill out a registration requisition containing the chronological number taken from the register of preliminary formalities, drawn up by the office manager (conservator).
    • Preparation of 2 printed papers entitled "notice of application for registration": one is published in the newspaper of legal notices, the other is placed in the land file.
    • Transmission of the following extract from a placard dispatch bulletin:
      • To the clerk of the local court, for display in the audience and upon return of the posting certificate; Posting to the court audience is for 30 days.
      • At the town hall of the location of the land for display to the public and the 2nd number on the building to be registered.
      • To the public prosecutor for information.
    • Please Keep the newspaper number and the only copy of the extract in the land file and mention the days and dates of posting when the posting certificates are returned.
    • Observe one month to receive objections. If there is opposition, the procedure continues until an amicable settlement or by judicial means. Then the expert surveyor is contacted to fix the date of the contradictory demarcation.
    • A notice is inserted in a newspaper of legal announcements at least 15 days before the date of the work on the ground.
    • Information to all neighbours with acknowledgment of receipt, the local administrative authority, the applicant.
    • Fixing of the terminals by the surveyor.
    • Drafting of the report of the boundary by the surveyor and its signature by all the participants.
    • Preparation of the copy of the TF to be created by the surveyor.
    • Submission of the copy of the TF to the Cadastre and Land Property Division for control and verification.
    • Creation of the land title in the book of the district the head of the office of the Domains. The land will now be called by the number of the title that has just been created and issued to the land title deed.
  7. In the scenario where the plot is registered the following process should be established for the issuing of the title deed.
    • The filling for a fragmentation process.
    • Submission of a parceling request by the owner of the land.
    • The office manager of the location of the building has a requisition issued to an expert surveyor.
    • The surveyor draws up the demarcation plan for the land.
    • The surveyor draws up the minutes of the demarcation and makes the copy of the Land Title to be created and sends it to the land conservation office for examining and issuing of the document.

  • Request stamped at 500 FCFA addressed to the Regional Director of Domains and Cadastre.
  • Copy of the deed of ownership of the plot.
  • Copy of the current identity card.
  • Extract from the site plan of the plot.
  • Letter of requisition.
  • Stamp duty 2 x 4 sheets x 1,500 FCFA = 12,000 FCFA.
  • 2 identity photos of the applicant.

ValidityEdit

A land title deed is Valid Forever, but in case of sale/change of ownership of the land the legal authority responsible should be notified to impose the required amendment.
