Following listed are various ways through which different registrations can be done.:

Application for Provisional Registration:

  1. Applicant can contact the Malaysian medical council to apply for a provisional registration.
  2. Please make sure all the necessary documents are attached along with the application form that are listed under the Required Documents section of this page.

Application for Full Registration For Medical Practitioners Undergoing Housemanship In Malaysia:

  1. The application should be submitted through the hospital where the applicant has undergone the housemanship training.
  2. Please make sure all the necessary documents are attached along with the application form that are listed under the Required Documents section of this page.

Full Registration For Medical Practitioners Undergoing Housemanship Overseas:

  1. For Malaysians - application can be submitted directly to the Council.For Non-Malaysians - The application need to be submitted through prospective employer.
  2. The Councils Evaluation Committee which meets once a month will deliberate ALL application.
  3. Please make sure all the necessary documents are attached along with the application form that are listed under the Required Documents section of this page.

  1. Application should be made through a practitioner registered with the Malaysian Medical Council with valid and current Annual Practising Certificate who shall be the guarantor.

Required DocumentsEdit

Application for Provisional Registration:

  • Form 4 of the Medical Act 1971 for Provisional Registration application form.
  • A completed Appendix A Form
  • 2 passport size photos
  • The original Deans letter or a certified true copy of Basic Medical Degree
  • A Certified true copy of your transcript encompassing the results of whole training period (Local public university graduates are exempted).
  • A Certified true copy of Identity Card or passport.
  • A Certified true copy of birth certificate.
  • A Certified true copy of SPM/MCE or offer letter from SPA, whichever applicable.
  • A RM20 processing fee by money/postal order payable to The Registrar Medical Practitioner.

Apart from the documents above, the following documents need to be submitted:
Overseas graduates:

  • For graduates from Indian institutions - A Certified copy of Bonafide Student and Rotating Internship.
  • For graduates from Indonesian institutions - A Certified copy of Sarjana Kedokteran and Ijazah Kedokteran.

Application for Full Registration For Medical Practitioners Undergoing Housemanship In Malaysia:

  • Form 6 of the Medical Act 1971 to be completed by the hospital.
  • Form 9 of the Medical Act 1971 to be completed by the applicant (medical officer).
  • Appendix A form to be completed by the applicant (medical officer).
  • Form A need to be completed by the respective discipline supervisors where the housemanship was conducted (including extension letters, if applicable).
  • Certified true copy of the original basic medical degree.
  • Depending on the status of the documentation, the Council will issue either an acknowledgement or query letter within one weeks of the receipt of the application.

Every application must be sent within one month after the practioner finish their housemanship.

Full Registration For Medical Practitioners Undergoing Housemanship Overseas:
Note : The application submitted need to be completed with the following documents (preferably type-written):

  • Application Form for Full Registration (FORM 9).
  • An Offer Letter from the prospective employer with employment contract details.
  • 2 passport sized photographs
  • A Certified copy of Basic Medical Degree.
  • A Certified copy of transcript encompassing the whole training period.
  • A Certified copy of both theCompulsory Rotating Houseman/Internship Certificate and Bonafide Student Certificate (for Indian University graduates only).
  • A Certified copy of the basic medical degree (For Indonesian graduates - Certified true copies of both the Sarjana Kedokteran and Ijazah Kedokteran.
  • A Certified copy of Postgraduate Medical Degree, if applicable.
  • A Certified copies of certificates/confirmation letters of housemanship.
  • A Certified certificates/letters from the hospital or respective Council which confirms the disciplines and the duration of each posting the applicant had undergone during the housemanship training.
  • A Certified copy/ies of Letter/Testimonials of previous medical experience (For those who had practised overseas after completing housemanship).
  • A Certified copy of Provisional Certificate issued by a foreign Medical Council or Professional Licensing Authority in the country of practice, if aplicable.
  • A Certified copy of Full Registration Certificate issued by a foreign Medical Council or Medical Licensing Authority in the LAST country of practice.
  • A Current and Original Letter of Good Standing issued by a foreign Medical Council or Professional Licensing Authority in the LAST country of practice.
  • A Certified copy of Identity Card or passport.
  • A copy of the marriage certificate for foreign spouse of Malaysian, if applicable.
  • The working experiences stated in the curriculum vitae must be supported with certified true copies of testimonials from relevant department heads/supervisors at least for the last THREE years.
  • If the practitioner is either still registered with the Malaysian Medical Council and serving a contract with another employer or the contract has already expired or about to expire, the following documents need to be enclosed.
    • An original Release or No Objection Letter from the current/previous employer.
    • A certified true copy of performance report from the previous employer.
  • For practitioner applying to work in a private hospital, the employer needs.
    • proof that application has been made to the Medical Practise Division, Ministry of Health with regards to employing a practitioner to work in private sector.
    • proof that the said post has been advertised NOT LESS than 3 times in three national newspapers.

Application for Temporary Registration:

  • Application form for Temporary Practising Certificate (to be type written)

Your eligibility for registration and the process for gaining registration generally depends on.

  • The place where you obtained your primary medical qualification.
  • Your nationality and
  • Your professional background and experience.

Types of Registration

  • Provisional Registration
  • Full Registration (without conditions)
  • Full Registration (with conditions)
  • Temporary Registration

Provisional Registration
Provisional registration allows newly qualified practitioners to undertake the general clinical training needed for full registration. A medical practitioner who is provisionally registered is entitled to work only in house officer posts in hospitals that are approved for the purpose of internship training by the Medical Qualifying Board. Full Registration (without conditions)
You need to be fully registered for unsupervised medical practice or private practice. If you are a Malaysian holding or having previously registered and meet the requirements, you may be eligible to apply for full registration. More info.

Full Registration (with conditions)
You need to be fully registered for unsupervised medical practice or private practice. Registration as Full Registration (with conditions) is available only to practitioners with the following nationality, rights and qualifications:

  • Holding a basic medical degree from a recognized institution.
  • Fully registered with a foreign Medical Council.
  • For a non-Malaysian applicant, he should have not less than TWO years of clinical experience (not including the rotating internship). A waiver for experience may be considered for applicants related or married to Malaysians.
  • If the basic medical degree was awarded by a NON-recognized institution, applications from Malaysian and non-Malaysian may be considered if he/she possesses postgraduate medical degrees with not less than THREE years of clinical experience.

Temporary Registration
This type of registration is to enable a medical practitioner to practice medicine for a period not more than THREE months. The applicant need not possess a recognised basic medical degree but he she need to be registered witah a foreign Medical Council. Application must be submitted through a local registered medical practitioner with valid and current annual practising certificate six weeks prior to practice. More info.

Specialist Registration
The specialist registration is conducted on a voluntary basis jointly coordinated by the Ministry of Health Malaysia and the Academy of Medicine Malaysia. More info.
