Malawi - Obtain Production license of Liquid, Fuels and Gas

Apply by Mail

  1. Gather and prepare all the required documents and then Obtain application form for Transportation Licence Form LFG1(production license) form Malawi Energy Regulation Authority (MERA) website: Link or download it form the link provided in Documents to Use section below
  2. Fill the application form accordingly and pay the required application fees
  3. Attach all the required documents to the application including the prove of payment receipt
  4. Send the complete application addressed to the Malawi Energy Regulation Authority through this address: MERA; Private Bag B496, Capital City, Lilongwe 3, Malawi.
  5. Alternatively, you can deliver the application by yourself to the head office (Licensing Section)
  6. The licensing officer will receive the application and MERA will acknowledge receipt in writing to you within 30 days from the date they received it
  7. The licensing office will forward the application to the Energy Technical and Licensing committee of MERA, who will assess the application and send an inspector to inspect the production sight
  8. You will be notified of the inspection and either you or your representative will be required to be physically present at the time of inspection
  9. The inspector will conduct the inspection and forward the inspection report to the Energy Technical and Licensing committee
  10. The committee will review the report and upon a satisfactory result, it will forward recommendations to the MERA main board
  11. The Main board will convene and make a decision whether to issue the license
  12. If they decide to issue the license, you will be notified of the decision through the contacts you provided
  13. The application will be processed and you will need to pick the complete license once it is availed for collection

NOTE: All reasonable expenses incurred by the Authority in processing the application for a Production Licence shall be borne by you the applicant on prior communication to you the applicant by the Authority.

Required DocumentsEdit

  • A five year projected business plan, which shall state comprehensively, the company profile, organisational structure, shareholding or other ownership details and the requisite experience in liquid fuels or gas production, as the case may be
  • A five year proposed investment plan, which shall include the funds flow statement, profit and loss balance sheet, implementation plan, human resources plan, market projections and financial or cash flow projections
  • Certificate of incorporation or any instrument of registration under the Laws of Malawi
  • Memorandum and Articles of Association or any other authorized instrument recognised by the Laws of Malawi, such as a constitution or trust deed
  • Proof of acquisition of land together with the requisite certificate of approval from the Ministry of Lands or any other authorised Planning Authorities
  • A proposal on how the Applicant shall comply with the Occupational Safety, Health and Welfare Act
  • A proposal on how the applicant shall comply with the Environment Management Act
  • Proof of the approval of necessary plant and machinery by the Director of Occupational Safety, Health and Welfare as to the suitability of the same for the particular undertaking
  • A scale plan of storage construction and approved building plans of storage tanks and depot equipment by the Malawi Bureau of Standards and the Inspector of Factories
  • A letter of reference of credit worthiness from at least one local commercial bank and one reputable international bank

  • Production of bio-fuels: 2.5 tambala/litre

  • 12 months and its subjected to renewal at the end of this period
