Procedure

The Agriculture Department, the Government of Maharashtra provides online facility to user to apply for Licence for Sale of Grafts/ Seedlings of Fruit Tree. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages English and Marathi, user can select any of the preferred language. However, the application form can be printed and applied in person along with the necessary documents (if any) to Sub Divisional Agricultural officer.

Apply Online through aaplesarkar :

1. To obtain Licence for Sale of Grafts/ Seedlings of Fruit Tree, the applicant can make the application via Aaplesarkar Portal by using the following link link
2. The applicant has to enter the user ID and password and click “Login Now. If the applicant doesn’t have an account the applicant can click on “Register Now” and register an account.
3. Then the applicant has to click the “department of Agriculture” menu and select “Licence for Sale of Grafts/ Seedlings” and read the instruction and click “Apply”.
4. Next Select Registration – Form, fill out the online form, and submit.
5. The applicant will get the application Id and the application screen will be closed.
6. Open the application submitting application id and see the status of the application and the instruction given on the right side of the screen.
7. If Status is uploaded document, then click upload the documents on right side instructions.
8. By Clicking on the documents which want to upload browse will appear and upload all the required documents with the above same procedure.
9. Then Click upload document at the bottom and see the status again which will show for payment.
10. Click on pay the fees on the right-side button and choose the option of payment and make payment.
11. Check the status it will show "under scrutiny" which means your application is on the desk for scrutiny check the status regularly, either it is "approved” or "rejected”
12. If rejected check your mail and follow the instruction given in the mail and read the instructions.
13. If you see the status "completed” and the "Download certificate” on the right side of your screen Then you can download the Registration certificate or check the mail for permit.

Apply In-Person:

1. To obtain Licence for Sale of Grafts/ Seedlings of Fruit Tree the applicant has to approach the Department of Agriculture, offices and sub-offices. link
2. An application form will be provided to the applicant by the concerned officer.
3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the concerned officer.
7. The applicant has to pay the prescribed fee as requested by the authority.
8. After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
9. An acknowledgment receipt will be provided. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
10. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.

Apply Through Mobile App

1. To Licence for Sale of Grafts/ Seedlings of Fruit Tree, the applicant can make the application via RTS Maharashtra app link
2. After installing the app, click on “Getting Started” and “select language” to start the application.
3. Then the applicant has to click the “Agriculture” menu and select “license to sale of seedlings and grafts” and read the instruction and click “Apply”.
4. Next the applicant has to enter the user ID and password and click “Login Now. If the applicant doesn’t have an account the applicant can click on “Register Now” and register an account.
5. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
6. Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
7. Review the application and click “Submit”
8. The applicant has to pay the prescribed fee as requested by the authority.
9. An acknowledgment receipt will be displayed. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
10. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
11. The applicant can check the status of the application by clicking on “Track” menu by entering the department and application ID.

Apply Through CSC centre

1. To obtain Licence for Sale of Grafts/ Seedlings of Fruit Tree, the applicant has to approach nearby Common Service Center (CSC) Link
   • Note: The applicant has to select their state, district and block from the drop-down menu or the applicant can click on their respective district to find nearby center.
2. An application form will be provided to the applicant by the concerned officer. Or the applicant has to provide their details to the concerned officer.
3. The applicant has to fill in all the necessary details in the application form.
4. The applicant has to attach or provide the required documents that are mentioned in the “Required Documents” section of this page (If required).
5. Submit the completed application, document and applicable fees to the centre staff.
6. Application submitted will be processed and receipt with application number will be issued.
7. The applicant is informed through SMS at various stages i.e., Advance intimation about date of visit of the official to his place of residence for verification of his application, Approval/Rejection of his application.

Photocopy of documents should be attached while applying in person and scanned documents should be uploaded while applying online. Keep all the documents in scanned form like JPEG, GIF and PDF, so that it can be uploaded while making online application on the website. If submitting in person, xerox copies needs to be attached.

Duties of holder of the license:
Every holder of a licence under this Act shall-

• undertake to employ only such varieties of the fruit plants specified in the licence in respect of scion or rootstock, for propagation and sale, as may be directed by the Competent Authority.
  
• keep a complete record of the origin or source of every rootstock and every scion showing-
  

1. The botanical name, together with the local name, if any, of the rootstock used;
   
2. The botanical name, together with the local name, if any, of the scion used, in raising the fruit plants;
   

• keep a lay-out plan showing the position of every rootstock and scion tree employed in raising the fruit plants;
  
• keep the nursery plots as well as the parent trees used for the propagation of fruit plants free from insect pests and plant diseases;
  
• undertake to prepare the fruit plants in such manner as may be directed by the Competent Authority;
  
• specify in a conspicuous manner on a label the name of every variety of fruit plant enclosed in any package intended for sale, its age as determined in the prescribed manner and the name of the rootstock together with that of the scion of every such fruit plant;
  
• undertake to release for sale or distribution only such fruit plants as are completely free from any kind of insect pest or plant disease;
  
• maintain a register in the form specified by the Competent Authority showing the name of the fruit plant sold to any person, its age, the name of the rootstock and scion and the name and address of the person purchasing it.
