Apply In-Person:

  1. To apply for a Certificate of Conformity, the applicant has to approach the office Bureau of Indian standard in their respective state link
    Note: The applicant has to click on the respective state or district name to find nearby offices.
  2. An application form will be provided to the applicant by the concerned officer or it can be downloaded from link
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. Submit all the documents with the completed form to the concerned officer.
  6. The applicant has to pay the prescribed fee as requested by the authority.
  7. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  8.  Once the application is complete in all aspects, a visit to the factory will be made to check the manufacturing and testing infrastructure, production process, and quality control.
  9. The officer may pick the sample out of the produced product for testing.
  10. If any non-conformity is pointed out by the inspection officer, correction of the same in the process of manufacturing products has to be done accordingly.
  11. The applicant has to submit the proof of modification undertaken by the manufacturing factory until to close the raised non-conformity.
  12. The BIS officer will evaluate the reports and decide on granting the certificate of conformity (COC)
  13. Once all the processes are completed and checked, the BIS officer will grant the certificate of conformity.
  14. This entire process can be completed in 30 - 40 days or as per the timeline advised by the respective department authority.

EligibilityEdit

  • All CoC-covered product manufacturers are required to get a Certificate of Conformity from BIS and only sell the product with a valid CoC.
  • The manufacturer shall ensure that all materials received and used are ISI Marked under a valid BIS license.
  • BIS has currently added the following two products in compliance with the CoC scheme:
  • Stampings/laminations/cores of transformers (with or without winding)
  • Requirement of Retro-Reflective Devices for Bicycles



FeesEdit

  • The fee for this procedure has to be paid as per the authority’s request.



ValidityEdit

  • The certificate of conformity shall be issued for a period of not less than one year and up to two years.
  • It may be renewed for a period of not less than one year and up to five years.
  • An application for renewal of a certificate of conformity must be submitted to the Bureau three months after the expiration of the certificate of conformity.

  • Name and address of the factory
  • Product identification.
  • Brief description of the product for which the Certificate of Conformity is applied.
  • Specify the safety regulations the product must pass.
  • List of the safety regulations the product must be tested for.
  • Date and place where the product was manufactured.
  • Name, address, and all contact details of importers or domestic vendors certifying the input product.
  • Details of the Test Reports.



Need for the DocumentEdit

  • The Certificate of Conformity is issued by an authorized authority to a consignment if it fulfills the requirements of Government regulations, Safety requirements, and Technical specifications.
  • BIS Conformity Assessment Schemes give confidence to consumers about the Quality, Safety, and Reliability of products and ensure Consumer Protection. BIS certification is required for all products covered by mandatory BIS certification.

  • The Bureau of Indian Standards (BIS) has begun issuing Certificates of Conformity by Scheme-IV of Schedule II of the BIS (Conformity Assessment) Regulation, 2018.
  • The Bureau may issue a Certificate of Conformity (CoC) for goods and articles (products) that are manufactured by the specifications outlined in the relevant Indian Standards.
  • A Certificate of Conformity from BIS is necessary for every manufacturer of a product covered by a CoC. Each product covered by mandatory CoC must be marked with the CoC Number.
  • All CoC-covered products must be manufactured using BIS Standard-marked (ISI Marked) materials.
  • Due to several factors such as national security, public interest, the prevention of unfair trade practices, etc., the government has made several products subject to mandatory compliance with Indian Standards through Quality Control Orders.
