Apply In-Person:

  1. To apply for Property Certificate in person, the applicant has to visit the nearest office of the Directorate of Town & Country Planning. Please use this link to get contact details Link or refer the “Office Location and Contacts” section of this page.
  2. Visit the office and get an application form for Property Certificate. Or download it from the following Link to Application Form and Related Documents
  3. Complete the application form with appropriate information under relevant sections. Please refer to the “Required Information” section for more details.
  4. Once completed, make sure to attach all the documents listed under the “Required Documents” section of this page.
  5. Pay the nominal fees of 1000 INR and attach a challan for 50 INR.
  6. Submit the completed application form and it’s attachments to the relevant authority at the office.
  7. Post submission, the application form will be forwarded for verification.
  8. Once all the internal processes are over, those who have applied for the Property Card will receive an SMS alert, which informs the applicant about the current status of the Card.
  9. The applicant can collect the certificate in 2 to 3 weeks after due verification from the nearest office of the Directorate of Town & Country Planning or from the local panchayat office.


Apply Online

  1. Visit the official website of Land and Development Office Link
  2. On the Home Page, Click on the eDharti portal.
  3. It then redirects the user to the eDharti page.
  4. Click on the “Login” tab.
  5. It then redirects the online applicant to a new page.
  6. Click on the “New User” tab.
  7. Select the options “Official Registration” and “Applicant Registration” in the New User Registration Page.
  8. Enter any one of the Document Number out of the given options: Aadhaar/PAN/Passport/PION/OCIN
  9. In the Applicant Registration page, Enter the Name of the Applicant, Date of Birth, Gender and enter Security Code.
  10. In the Application Registration, Enter the Name of the Father/Husband.
  11. In the Address Section, Enter State, City, Pin Code, House Number & Street.
  12. Enter Mobile Number, Email Address and Upload the Applicant Photo.
  13. Click on the “Next” button.
  14. After clicking on the “Next” button, it displays the Applicant Details which you have entered before in the personal details.
  15. In the Property Details Section, Select Land Type, Property Type, Property Sub-Type, Colony, Block Number, Plot Number, Lease Number and Property Known as.
  16. In the Security Details Section, enter the security details.
  17. Then complete the Registration Process which gives the alert – Thank You for Registration.
  18. Click on the “Acknowledgement”, the Filled Application Form gets downloaded in the PDF Format.
  19. After submission of this registration form, the system issues the property card.
  20. To View, Print & Download Property Card Online, go to the Official Website of the-Dharti Portal.
  21. A map will open in front of you.
  22. On the homepage map, you have to enter the address you are looking for. After putting the address, press enter.
  23. Zoom to the exact location to see the property card.
  24. On selecting the property you will see various options, such as;
    • View property card
    • Misinformation
    • View geotagged image etc.
  25. Click on the “View Property Card” option from these options
  26. Now, the property card will open on your screen which contains the details of the property such as type of land, the status of the land, shareholding details, etc.
  27. To download the file, click “Click here Print” and take a print out.



Apply Online through Aaplesarkar

  1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
  2. From the given options, select any one mode to create User ID and Password.
  3. Now verify UID or Create your own user profile using OTP verification on your mobile.
  4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
  5. Now enter the address as per the document.
  6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
  7. Now upload a photograph between 5kB to 20kB in JPEG format.
  8. Now choose from the drop now menu any one of the Proof of Identity.
  9. Finally provide a Proof of Address by clicking from the menu on screen.
  10. Click on the declaration box and then click the "Register" tab.
  11. After login, click Link and then click on “Apply”.
  12. The applicant will get an application displayed.
  13. Fill up the application form correctly and pay the requisite fee.
  14. On completion, the applicant will be notified.
  15. You can check the status of the application in the portal by signing in with User ID and password.



Apply through Mobile APP:

  1. To apply via app, the applicant shall download the app from the given link: Link
  2. Select the preferred language
  3. A list of options will be provided from which the applicant must choose the concerned department
  4. Now a list of services will be displayed from which the applicant must select the required service
  5. The applicant must also provide the nature of service verification and click on “Apply” to proceed to verification
  6. Once verified, the applicant will be informed about the further process.



Apply Through Centres:

  1. To apply for Property Card Certificate through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
  6. The operator will process the application online.
  7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  10. Upon the satisfaction of the authorities, the permission will be granted according to the application.

Need for the DocumentEdit

  • The Registration Act, 1908, mandates that transactions involving any immovable property must be registered with the concerned governed body, ensuring clear and well defined transfer of titles to the rightful property owner.
  • A Property certificate is usually sought when a property is being purchased. It enables a prospective purchaser to find out if there are any breaches of statutory provisions in relation to the property and if any legal action has been taken or is pending by the Council.
