Maharashtra - Admissions of Children in CCI (Child Care Institution)

ProcedureEdit

The Women and Child Development Department, the Government of Maharashtra provides online facility to user to apply for Admissions of Children in CCI (Child Care Institution). User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages English and Marathi; user can select any of the preferred language. However, the application form can be printed and applied in person along with the necessary documents (if any) to Superintendent of Children Home/Observation Home.

Apply Online through aaplesarkar :

The applicant needs to register on the website Create User Id
The applicant can login using the credentials and fill the form as instructed.
The applicant can fill the online application form for “Admissions of Children in CCI (Child Care Institution) ” in the citizen login section: Online Application
Submit the application.
After submitting the application, user will get a reference slip or number which should be kept for future reference.
Status of the application can be tracked by the user in “Track your Application” section. For tracking the application, application id or reference number will be required.

Applications can also be made in-person through the Women and Child Development Department (Government of Maharashtra) offices and sub-offices.

Fill the application form with the required information
Submit the form in person to Women and Child Development Department Maharashtra.
After the authorities validate your application and the documents that are submitted they will allow for admission of the child in Child Care Institution (CCI).

EligibilityEdit

Place of Safety functions as Observation Home or a Special Home for children between the age of 16 - 18 years of age, who are accused or found guilty of having committed heinous offences.

Information which might helpEdit

A child care institution as defined under the JJ Act,2015, means Children Home, Open Shelter, Observation Home, Special Home, Place of Safety, Specialised Adoption Agency and a Fit Facility recognized under the Act for providing care and protection to children, who are in need of such services. Children in conflict with law are provided residential care and protection in Observation Homes, Special Homes and Places of Safety.
As under section 41, JJ Act 2015

Purpose
- Observation home:For temporary reception, care & rehabilitation of any child alleged to be in conflict with law, during the pendancy of any enquiry under this Act.For every child alleged to be in conflict with law who is not placed under the charge of parent or guardian
- Special home:For rehabilitation of those chldren in conflict with law whoare found to have committed and offenceand who are placed there by an order of the Juvenile Justice Board made under section 18
- Place of Safety:To place a person above the age of eighteen years or child in conflict with law, who is between the age of sixteen to eighteen years and is accused of or convicted for committing a henious offence
Duration of care
- Observation home:Does not exceed 4 months
- Special home:Does not exceed 3 years
- Place Of Safety:During the process of inquiry or person convicted of committing an offence
Establishment
- Observation home:The State Government shall establish and maintain in every district or a group of districts, either by itself, or through voluntary or non-governmental Observation Homes
- Special home:The State Government shall establish and maintain in every district or a group of districts, either by itself, or through voluntary or non-governmental, Organisations Special Homes
- Place Of Safety:The State Government shall set up at least one place of safety in a State

Observation Homes and Special Homes have a unique objective and purpose for the services provided for children in conflict with law, and hence the approach of each would be different.

The Women and Child Development (WCD) Dept. realizes that Child Protection is about protecting children from or against any perceived or real danger or risk to their life, their personhood and childhood. It is about reducing their vulnerability to any kind of harm and ensuring that no child falls out of the social safety net and that those who do, receive necessary care, protection and support so as to bring them back into the safety net. While protection is a right of every child, some children are more vulnerable than others and need special attention.
In addition to providing a safe environment for these children, it is imperative to ensure that all other children also remain protected. This is because Child protection is integrally linked to every other right of the child.
Taking this into consideration, the Department has established a network of more than 1100 residential care institutions for children that are alleged and found to be in conflict with law and children in need of care and protection by catering to their basic needs through proper care, protection, development, treatment, social re-integration, by adopting a child-friendly approach.
The CCIs institutionalize essential services and strengthen structures for emergency outreach, institutional care, family and community based care, counselling and support services at the national, regional, state and district levels.
