Procedure

Apply In-Person

1. To transfer ownership of a vehicle in Madhya Pradesh the applicant has to approach the RTO office to which your area belongs to.

3. Application form can be downloaded using the following link: Application forms link
4. Make sure you have completed respective application
5. Form 29, Form 30, Form 28 - In case of sale of vehicle. Link for Forms

6. Form 31 - In case of death of the vehicle owner. Link for Form 31 link
7. Make sure you have all the necessary documents to process the application
   
8. The applicant should make sure they are eligible for transfer of ownership
   
9. Application forms can also be obtained from the appropriate RTO offices
   
10. Present the completed application forms as per the requisite in one of the counter and pay the appropriate fee where the officials would start processing your application.
    
11. If the details and documents are in place then the authorities will process the application further
    
12. Produce the vehicle for inspection authorities will inspect the vehicle
    
13. After checking the application and vehicle for its correctness and other appropriate requirements the application will be processed to transfer the vehicle ownership.
    
    

Apply through State Portal

1. In order to apply online, please follow the link online state portal link
   
2. In this window, Create new user ID and login using the credentials.
   
3. In the next page enter / select prompted details accordingly to complete the procedure for applying
   
4. Upon completion, an application slip will be generated. Take the printout and go to RTO office on appointment day to complete the procedure.
   
5. At the RTO office, Present the print out of application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
   
6. From this point the process of apply in person will be carried out to transfer vehicle ownership

Required Documents

Transfer of ownership in case of death of the registered owner

1. Application form 31: Form 31
   
2. Legal heir certificate
   
3. Affidavit from other legal heir in acceptance of transferring the vehicle
   
   

For transfer of ownership – In case of sales of vehicle

1. As a primary document applicant has to enclose…
   
   • A no objection certificate granted by the registering authority (or)
     
   • The receipt obtained from the registering authority (or)
     
   • The postal acknowledgement received from the registering authority where the application for no objection certificate has been sent by post.
     
2. An application for Issue of No Objection Certificate shall be made in Form 28 (in triplicate) to the Registration Authority by which the Vehicle was previously registered / transferred. by affixing Rs.3/- Non-Judicial Court Fee Stamp:

For transfer of ownership – In case of purchase of vehicle at a public auction

2. The certificate or order confirming the sale of the vehicle in his favor duly signed by the person authorized to conduct the auction
   
   

Apart from the above said Form and documents please enclose the following documents respectively to all the procedures

1. The certificate of registration
   
2. The certificate of insurance,
   
3. The certificate of pollution under control
   
4. PAN card in case of 4-wheeler
   
5. The appropriate fee as specified in rule 81.
   
6. 2 Photograph of the applicant with vehicle clearly showing number plate
   
7. Pollution under control certificate
   
8. Proof of address (any one of the following): Ration Card / Electoral Roll / LIC Policy
   
9. Pencil traced “Chassis Number” is the primary detail for applying
   
10. Aadhaar card
    
11. Passport size photo
    
12. No objection certificate from the Financier if the vehicle held with Hire Purchase
    
13. Valid Tax receipt

Eligibility

• Owner of the vehicle can apply for transfer of ownership of vehicle
  
• In case of death of the owner – Legal heir is eligible for this procedure
  

Fees

Transfer of Ownership Fees:

• Motor Cycle/Scooter/Two Wheelers - Rs 3000
• LMV (Non TPT) - Rs 100
• LMV (TPT) - Rs 150
• Medium Good Vehicle - Rs 200
• Medium Passenger Motor Vehicle - Rs 200
• Heavy Goods Vehicle - Rs 300
• Heavy Passenger Motor Vehicle - Rs 300
• Imported Motor Vehicle - Rs 400
• Imported Motor Cycle - Rs 100

Validity

• In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration, and it is renewed after every five subsequent years.
  
• In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

Need for the Document

• The transfer of ownership of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
  
• The transfer of ownership of vehicle is needed.
  
• In case of death of the registered owner, then the application is to be made by the legal heirs of the vehicle with the required set of documents.
  
• The sale of vehicle also requires transfer of vehicle ownership from seller
  
• Purpose is to establish clear ownership and to tax motorist or vehicle owners.
  
  

Information which might help

• In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
