Apply for NOC where the vehicle is registered - with the following documents: - (Please check with local RTO whether NOC is required before processing)

  1. Four copies of Form 28 with Chassis number pencil print and one court fee stamp of Rs 4. Link for Form 28 link
  2. Police clearance certificate from the local police station
  3. No Objection Letter from the financier if it is under hire purchase
  4. Original RC Book
  5. Insurance Certificate
  6. After few days you will get your NOC from the RTO.

Apply for change of address and re-registration in the new state RTO with the filled in application forms and required documents in person:

  1. Applicant can apply for change of address and re-registration in the new state RTO with the filled in application forms and required documents.

  4. Make sure you completed the respective forms given below
    • Form 20: link
    • Form 33 Intimation of Change of Address for recording in the certificate of registration and office records link
    • Form 29 Notice of Transfer of Ownership of a motor vehicle: link
    • Form 30 Application for intimation and transfer of ownership of a motor vehicle link
  5. With the filled in application, one has to enclose ….
    • No Objection Certificate from the original RTO
    • Police clearance certificate (In Tamil Nadu it is Crime Record Bureau or CRB) stating that this vehicle is not a stolen one
    • Consent from the Financier if it is hypothecated under a hire purchase
    • 2 photos
    • Tax Certificate
    • RC Book
    • Pollution under Control Certificate
    • Insurance Certificate
  6. Present the completed application forms along with required documents in one of the counter and pay the appropriate fee where the officials would start processing your application.
  7. New Registration Number will be issued to the vehicle within 2-3 months.

Need for the DocumentEdit


  • All the vehicles need to be registered as per the Motor Vehicle Act, 1988. The vehicles are provided with unique registration number. Once the vehicle is registered, a certificate is issued to the owner. The registration certificate is used as a proof for authorized owner of the vehicle.
  • Permanent registration is required for the Temporary registered Vehicle
  • Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
  • After one registers his / her vehicle – He / She will receive a unique number to use it in number board
  • Reregister of vehicle is needed in case of change in address or owner
  • When a bike owned by an individual sold to another person – the name transfer has to be made with the authorities concerned

  2. FC (for clearance) is a process meant for reviewing the condition of the vehicle registered
