Procedure

Apply In-Person

1. To Obtain No Objection Certificate for Vehicle Registration, the applicant has to approach nearby RTO offices link, link
2. An application form will be provided to the applicant or the applicant can download the application form from the following link link
3. The applicant has to enter all the details in the application form.
4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the Concerned officer.
7. The applicant has to pay the prescribed fee as per the authority’s request.
8. After checking the application for its correctness and other appropriate requirements the No objection certificate will be issued.

Apply through State Portal

1. In order to apply online, please follow the link online state portal link
   
2. Select “Online Fitness / NOC” option in the drop down menu under “Online services”.
   
3. In the next page, Create new user ID and login using the credentials.
   
4. Please select the “Apply For Fitness/Noc” option to get the next window
   
5. Enter the registration number of the vehicle and hit “Get Data”
   
6. Please click “Ok” for the popup message for correct registration number to get fresh page with details of vehicle.
   
7. Please select “NOC Issuence” under NOC certificate option to get the details to enter
   
8. Applicant has to enter / select appropriate option and proceed as applicable for processing
   
9. In the next page please make necessary payment.
   
10. Payment received massage will flash.
    
11. Use the print receipt tab on top menu bar to get printout of the receipt.
    
12. Take the printout and go to RTO office to complete the procedure.
    
13. At the RTO office, submit the print out along with documents in one of the counter and officials would start processing your application.
    
14. From this point the process of apply in person will be carried out to Issue NOC

Eligibility

• Owner of the vehicle can apply for NOC to transfer ownership of vehicle
  
• In case of death of the owner – Legal heir is eligible for this procedure
  
• The owners of the vehicle who moves from one state to another state / UT are eligible to apply for NOC.

Instructions

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registering Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.

Need for the Document

• Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
  
• N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got registered your vehicle.
  
• When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Maya Pradesh RTO and move to any other state like Himachal Pradesh or Karnataka then you have to follow the RTO rules.

• While applying - Documents can be made in duplicate if the vehicle is held under an agreement of Hire-purchase / Lease / Hypothecation and Duplicate copy with the endorsement of the Registering Authority to be returned to the Financier simultaneously on Registration of motor vehicle.
  
• Make sure all lights and horn are in good condition. Also, the vehicle should look neat and clean
