To become a Lithuanian citizen, you must fulfill certain requirements. First, you must have lived in Lithuania for more than 10 years. You also must prove that you are employed by a Lithuanian company. Finally, and most importantly, you must pass a test that proves that you are fluent in the Lithuanian language.

Conditions for Granting Citizenship of the Republic of Lithuania

  • Upon submitting an application, a person may be granted citizenship of the Republic of Lithuania, provided that he agrees to take the oath of allegiance to the Republic of Lithuania and meets the following conditions:
    • has passed the examination in the Lithuanian language;
    • for the last ten years has been permanently residing in the territory of the Republic of Lithuania;
    • has a legal source of support in the territory of the Republic of Lithuania;
    • has passed the examination in the basic provisions of the Constitution of the Republic of Lithuania
    • is a stateless person or is a citizen of a state under the laws of which he loses citizenship of the said state upon acquiring citizenship of the Republic of Lithuania and notifies in writing of his decision to renounce citizenship of another state held by him after he is granted citizenship of the Republic of Lithuania.
  • The procedure of examination in the Lithuanian language and in the basic provisions of the Constitution of the Republic of Lithuania and the procedure for issuing the appropriate certificates shall be established by the Government of the Republic of Lithuania.
  • Persons meeting the conditions provided for in this Article shall be granted citizenship of the Republic of Lithuania taking into account the interests of the Republic of Lithuania. The requirements of this Law, Article 12, paragraph 1, subparagraphs 1 and 4 shall not apply to persons who are 65 years of age or over, to the disabled of group I and group II, also to persons ill with grave chronic mental diseases.
  • The provisions of this Article, paragraph 1 subparagraph 5, shall not apply to citizens of foreign states who have refugee status in the Republic of Lithuania.

EligibilityEdit

Ways of Acquiring Citizenship of the Republic of Lithuania Citizenship of the Republic of Lithuania shall be acquired:

  • by birth;
  • by exercising the right to citizenship of the Republic of Lithuania;
  • by being granted citizenship of the Republic of Lithuania (naturalization);
  • by voicing one's option or on other grounds, as provided for by international treaties of the Republic of Lithuania;
  • on other grounds provided for by this Law.

State duty shall be paid prior to the rendering of services provided by institutions (State Gazette, 2000, No. 52-1484).

State duty shall be paid into budget revenue collection account No. LT24 7300 0101 1239 4300, in SC bank Swedbank, bank code 73000. Payment beneficiary State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania, company code 188659752.

Note. Citizen can pay State duty for processing of applications related to citizenship of the Republic of Lithuania in any city (district) of the country, regardless of where documents are being submitted.

InstructionsEdit

  • Issues related to citizenship of the Republic of Lithuania are only considered on the basis of written applications of persons. Applications to grant citizenship of the Republic of Lithuania on behalf of children under 18 years old and incapacitated persons shall be submitted by their representatives.
  • Persons residing in the Republic of Lithuania shall submit applications to grant citizenship of the Republic of Lithuania through a Territorial Police Office in persons place of residence within the Republic of Lithuania.
  • Persons residing abroad shall submit the applications through diplomatic missions or consular posts of the Republic of Lithuania or through the Migration Department under the Ministry of the Interior of the Republic of Lithuania (Vilnius, L. Sapiegos str. 1).
  • Persons repeated applications to grant citizenship of the Republic of Lithuania shall be accepted not earlier than one year after refusal to grant the earlier request, except for cases when application is submitted on other ground for acquiring citizenship of the Republic of Lithuania set in the Law on Citizenship or new documents confirming validity of the earlier request are submitted.

Need for the DocumentEdit

The following persons shall be citizens of the Republic of Lithuania:

  • persons who held citizenship of the Republic of Lithuania prior to 15 June 1940, their children, grandchildren and great-grandchildren, provided that the persons are not citizens of another state;
  • persons who permanently resided in the present-day territory of the Republic of Lithuania in the period from 9 January 1919 to 15 June 1940, as well as their children, grandchildren and great-grandchildren, provided that on the day of coming into force of the Law on Citizenship enacted on 3 November 1989 they were and at the present time are habitually resident in the territory of the Republic of Lithuania and are not citizens of any other state;
  • persons of Lithuanian descent if they are not citizens of any other state. A person whose parents or grandparents or one of the parents or grandparents is or was Lithuanian and the person considers himself Lithuanian shall be considered as being a person of Lithuanian descent;
  • persons who acquired citizenship of the Republic of Lithuania under the laws of the Republic of Lithuania in force prior to the entry into force of new version of this Law.

A citizen of the Republic of Lithuania may not at the same time be citizen of another state, except for persons who held citizenship of the Republic of Lithuania prior to 15 June 1940 who were exiled or departed from the Republic of Lithuania in the period of occupations from 15 June 1940 to 11 March 1990 as well as in individual cases provided for in the Law of the Republic of Lithuania on amending the law on citizenship, 77 Article 8, paragraph 1, Article 9, Article 12, paragraph 4, Article 16, paragraph 1, Article 17, paragraphs 3 and 4, Article 18, paragraph 2.

  • A child, both of whose parents at the moment of his birth were citizens of the Republic of Lithuania, shall be a citizen of the Republic of Lithuania regardless of whether he was born in the territory of the Republic of Lithuania or beyond its borders.
  • Contraction of a marriage by a citizen of the Republic of Lithuania with a foreign national or with a stateless person, also dissolution of such marriage shall not by itself change the citizenship of either spouse.
  • If the parents of a child hold citizenship of different states and at the moment of the child's birth one of the parents was a citizen of the Republic of Lithuania, the child shall be a citizen of the Republic of Lithuania if he was born in the territory of the Republic of Lithuania.
  • If the parents of a child hold citizenship of different states and at the moments of the child's birth one of them was a citizen of the Republic of Lithuania, the citizenship of the child born beyond the boundaries of the Republic of Lithuania, until he is 18 years of age, may be determined by agreement between the parents.
  • A child, one of whose parents at the moment of his birth was a citizen of the Republic of Lithuania and the other parent was either a stateless person or unknown, shall be a citizen of the Republic of Lithuania regardless of the place of the child's birth.
