Procedure

How to Apply

1. Applicants should gather the required documents and visit the Lesotho Communication Authority (LCA) office and express your interest.
2. Collect the application from the front desk office or download it via LCA website Link click the link below to download Link (Application form)
3. Please note that the application form should be completed accurately as a word document then print it out and sign it.
4. Submit the completed form along with supporting documents (listed below) to the LCA office in person or by mail.
5. Pay the application fee at the LCA office or contact the LCA office to obtain the LCA account details and deposit the application fee.
6. Your application will be verified and processed, if approved you will be notified of the outcome by phone or mail, if approved re-visit the LCA office with your identification document and Certified copy of a Sublease agreement and submit them to the register office to be verified, if satisfied of its authenticity he/she will issue you the License.

• Contact details of the Chief Accounting Officer, the person responsible in respect of this application & their certified passport copies.
• Certified Registration certificates of a company, and memorandums and articles of association (also provide shareholding percentage)
• Description of service to be provided
• Details of the type of infrastructure
• Nature of technical support (in-house or external) and its costs
• Detailed Business plan/Project Proposal
• Recent Bank Statement
• Ownership, company profile, listing all directors, their addresses and their equity holdings, as well as certified copies of passports of the directors.
• Proposed management structure
• Curriculum vitae for key personnel
• Long term training plan for staff
• Salary structure
• System capacity, the breakdown of initial capital investment
• Sufficient documentary evidence to prove that the applicant has the financial capability to meet the capital investment required in the financial plan (including a recent bank statement)
• Previous experience in the establishment and operation of the service proposed
• Confirmation of compliance with the ITU-T recommendations and other specifications or standards, which are specifically relevant to the proposed service
• Certified copy of a Sublease agreement (is expected if the application is successful)

Note You are expected to submit 7 sets of the application (1 original & 6 copies)

• Application fee M50, 000.00
• Initial fee – M140, 000.00
• Annual/royalty fee 3.5% of NOI 22.

Need for the Document

Network infrastructure licence is issued to telecommunication companies, giving them authorization to physical install, medium boosters through which Internet traffic flows. This includes telephone wires, cables (including submarine cables), satellites, microwaves, and mobile technology such as fourth/ fifth-generation (5G) mobile networks.
