Lebanon - Replace a Passport
ProcedureEdit
- Gather all documents that needed to be submitted or presented during the procedure.
- Fill out and submit the application form along with all other required documents.
- Pay the application fee.
Notes:
- If you are currently staying outside Lebanon, you may apply for passport replacement at an accredited Lebanese diplomatic delegations in the country you are currently in.
- Justice of the peace or commissioner of declarations , it is the judicial officer elected in each district authorized to witness and sign statutory declarations and provide various application forms for official procedures.
Replacing passports that includes errors
Consult the regional office which processed your passport application. If it is determined that the regional office is responsible for the error the passport holder can:
- Apply for a new passport without no further charges as long as the applicant will hand over the passport that bears the error and a new photograph.
- The applicant can also go to the Lebanese Passports Department directly to apply for passport replacement according to current regulations; this procedure is only possible if case the person can present a document explaining the necessity to travel.
In case the error is not the administration's responsibility, the concerned person will be advised to present a new application to replace the passport according to the rules after the payment of the due charges.
Required DocumentsEdit
In order to exchange your old type passport for a new (2003 type) passport:
- To obtain a passport for adults, obtain a passport for a minor below seven years old, and obtain a passport for a minor who has completed seven years old but has not exceeded eighteen years of age: You will need to present the passport to be exchanged
- To replace a new passport (2003 type) in both the ordinary and exceptional cases, the following documents must be presented:
- The old passport to be replaced.
- Passport replacement application form specifying the reason why you would like to replace your passport.
- The new Lebanese Identification Card with a photograph as well as a photocopy of it on a paper size A4, or an extract of Civil Registration with a photograph not older than three months and a photocopy of it on a paper size A4.
- One recent, coloured photograph, showing all the face, on a white background, not a copy of a previous photo, which dimensions should be 4.3 x 3.5cm certified by the Justice of Peace seal and signature and bearing the name of the person, his registry number and address.

The passport may be replaced in the following cases:
Ordinary cases: Passport replacement application is approved without conducting any investigation:
- A passport stamped by an embassy seal rejecting a visa request
- A passport stamped by the seal of Arabic or Foreign authorities indicating a violation of their residence laws
- A passport stamped with the indication of a modification of the employer or the guarantor outside Lebanon
- A passport stamped with the seal of any immigration department in a foreign country
- Alterations in the features of the passport photo
- A request to change some letters written in the passport
- A request to change the career provided in the passport
- A request to obtain a new (2003 type) passport
- Changes in the personal status of the passport holder (got married, became a widower, divorced, etc.)
- Used up all available pages or about to be filled
- The passports pages are filled, or they are about to be filled
Exceptional cases: Passport replacement process includes an investigation and the application must be approved by the General Director of General Security:
- A Passport with some missing pages
- A Passport stamped by a counterfeit seal
- A passport stamped with Israeli seal
- The passport bears manipulated stamps
- A Passport with scratches, modifications, rectifications, distortions or illegal extensions.
- Damaged or worn out passports
- A Passport that was not stamped when its holder entered Lebanon.
- Upon the request of the concerned individual.

Need for the DocumentEdit
A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.
This document does not in itself entitle the passport holder entry into another country, nor consular protection while abroad nor any other privileges. However, it does normally allows the passport holder to return to the country where the passport was issued.
Rights to consular protection arises from international treaties, while the holder's return to the issuing country depends on the laws prevailing in that country.
