Procedure

Name change application is submitted in the registry office a Latvian citizen, non-citizen, stateless person and a minor who has reached 15 years of age.

If the application of the name, surname or nationality recording submit a minor change from 15-18 years, it requires the consent of parents or guardians. Registry Office shall examine the application and change the submitted documents, request the necessary extracts from civil status records and the name, surname exchange of documents and requests from the judicial record statement of personal conviction.

The decision to change the name or surname gives the Ministry of Justice Registry Department Director. With this decision to the applicant within 30 days should contact the Office of Citizenship and Migration Affairs Department, where it is issued a new passport.

An application for the change of name or surname applicant accompanied by a receipt for the State fee of EUR 71.14 (EUR 50) per (each separately) fee.

Required Documents

• Identity document - to produce a valid original;
• The application, stating the name, surname or reason for changing nationality to which modifies record and kinship with persons who wish to acquire nationality;
• Minors parental consent name, surname or change the registered ethnicity or guardians written consent of the name, surname or change the registered ethnicity and custody court decision on the name, surname or nationality record exchange with the interests of minors;
• photo 4, 5 x 3, 5 cm - name, surname exchange cases;
• The receipt for the State fee - to submit the original (payment may be made in the registry office);
• father's or mother's birth certificate or extract from the birth registry, proving their relationship to direct ascendants, and documents confirming their nationality - should be submitted;
• If the selected nationality is "Latvian" - a document confirming the highest (third) level of appropriate personal state language proficiency - original presentation.
• Changing the minors name of the application submitted to the child's father or mother, accompanied by the other parent's written consent and documents confirming the name and surname change is justified. In cases where the name is changed due to the fact that one of the parents entered into wedlock, shall attach to the mother or father of the spouse's consent. State fee for the birth registry supplementation 7 euro.

Natural person

15 years of age reached a Latvian citizen, non-citizen or a person who is assigned to LR stateless status. As well as minors under 15 years of age, if the name (names), the name is changed in accordance with the Cabinet Regulation No. 761 "Regulations on civil status registers".

Application for the change of a surname shall be submitted to the Registry Office in accordance with the address of a person, who has a Latvia issued residence permit and was assigned identity number. A minor between the ages of 15 and 18 years shall submit the application with the consent of parents or guardians. Permission to change name/surname shall be issued by General Registry Department of the Ministry of Justice.

Name, surname change the trial period is one month from the application and the required documentation is received. Civil Registry Department's decision shall be sent by mail to the person indicated in the submission of residence address.

Instructions

A person may be prescribed by law in order to change the name and surname and one-time change of nationality record against direct ascendant nations within two generations. Name, last name can be changed if one of the grounds set out in "the name and nationality of record change to the law".

Change of name and surname is forbidden in case:

• a person has been convicted of committing a crime and the conviction has not been deleted or removed;
• a person is being prosecuted for a committing a crime;
• change of name and surname affects the interests of third persons;
• change of name and surname contradicts the requirements of good faith or the chosen name is difficult to spell.
