Obtaining Alien's Passport
- Applications for Alien's Passport are submitted and the passport is issued at the territorial section of the OCMA irrespective of the declared place of residence. A person who lives or permanently resides abroad may obtain his/her passports at the Diplomatic or Consular Representative Office of Latvia or the Foreign Residents Register of the Department of Persons Status Control of the OCMA.
- Fill up the form and submit it along with all the required documents.
- Pay the passport application fee.
Lost Passport
- If the passport has been lost, stolen or taken away by force, the person shall inform about this fact the passport issuing authority (the OCMA), the State Police or the State Border Guard, or, if abroad, the Diplomatic or Consular Representative Office of Latvia within 5 days.
- Within 30 days after the determination of the fact the person shall submit documents to apply for a new passport.
- If the person has reported about the loss of the passport in writing, in case the passport is found, it becomes invalid and a new passport must be obtained.

Obtaining a passport for the first time
- certificate of birth, if person is under the age of 15 or a person has not been issued a passport after reaching the age of 15;
- (identification document issued abroad, if it is in holders possession;)
For lost, stolen or destroyed passport
- explanatory letter about the circumstances of steal, loss or destroy of a passport;
- written application submitted by one of childs parents if under the age of 16.
- decision from Police about the persons application in case the passport was stolen;

Note:*The rate of the state fee when a person submits an application and a document, which certifies the accelerated issuance (within 2 or 4 working days) of the passport, to the OCMA in the following cases of necessity:
- A person needs medical treatment abroad;
- A person needs to leave the country due to the illness or the death of a relative;
- A person under the age of 18 or a student of an educational establishment makes an organised trip abroad.
Note:Other reasons**
- A person wishes to receive the passport of the new format;
- The previous passport has been lost;
- The previous passport has been lost and found;
- Other data have changed or inconsistencies have been established;
- The persons appearance has changed;
- The passport holds unprovided marks;
- The previous passport has been damaged;
- The passport does not comply with the prescribed format.

Processing TimeEdit
According to the standard procedure a passport is issued within 20 days after documents to apply for the passport have been submitted. According to the accelerated procedure a passport may be issued within two or five days (excluding the day when the documents were submitted).

Need for the DocumentEdit
A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.
Latvian aliens (non-citizens) passport is a persons identity document, ensuring its holder the rights to reside in the territory of Latvia, travel abroad, as well as other rights.

Name written on the passport
The persons name and surname (name) in the passport is written according to the laws and regulations on spelling of the name and surname in the Latvian language (State Language Law, Regulations No. 114 of the Cabinet of Ministers as of 2nd March 2004 Regulations on Spelling and Use of Names in the Latvian Language and Their Identification). If the spelling of the persons name in the passport differs from its spelling in the persons document in another language, or it differs from the historical form of the persons name or family name, the historical form of the persons family name or the original form of the persons name in another language in Latin transliteration is entered on Page 3 of the passport if the person or the parents of the minor request it and can provide documentary evidence.
