Apply Online To Register or Open Drone Training School, the applicant has to make the application online via Civil Aviation’s Digital Sky Platform link

Step 01: Acquire UIN via transfer (Form D-3)

  1. The applicant has to login via the following link
  2. The applicant has to login in with their User Id and Password. if the applicant doesn’t have an account use the following Link link and click “I want to become an authorized RPTO” and register an account.
  3. After login Select 'Transfer' option against the UIN the applicant wishes to transfer.
  4. Search the registered transferee, using his/her email address and send the Transfer request via Form D-3 (Application for Transfer or Deregistration of Unmanned Aircraft Systems)
  5. The request will go to the transferee for approval.
  6. After approval from Transferee, go to the UIN in 'UIN Transfer' section and pay ₹100 fee.
  7. The UIN will be transferred upon successful receipt of payment.


Step 02: Apply for Authorisation of Remote Pilot Training Organisation (Form D-5)

  1. After Acquiring UIN via transfer, Log in to Digital Sky platform and click 'Apply D5' from the dashboard.
  2. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  3. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  4. Preview the Application for Authorisation of Remote Pilot Training Organisation (Form D-5).
  5. Next Pay the prescribed fee of ₹1000 and complete the submission of Application for Authorisation of Remote Pilot Training Organisation.
  6. Upon successful receipt of requisite fee, the application will be sent to DGCA for approval.
  7. DGCA will review the application and after approval, the Authorisation number will be generated.
  8. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

  • Details of the unmanned aircraft system to be used for training. g) Details of personnel involved with proof.
  • Copy of Training & Procedure Manual.
  • Copy of Third-Party Insurance

FeesEdit

  • The applicant has to pay the prescribed fee of Rupees ₹1000 For Authorisation of Remote Pilot Training Organisation.



ValidityEdit

  • An authorisation to establish a remote pilot training organisation shall, unless suspended or cancelled, remain valid for a period of ten years.

Duties & responsibilities: -
Accountable Manager/ Head of Organisation

  • To ensure that the RPTO functions in accordance with the relevant Rules & regulations and conditions specified in Authorisation Certificate.
  • To provide human and material resources to meet the needs of RPAS training.
  • Maintaining integrity of record and documents i.e. protection from alteration and removal etc. and provide the same to DGCA as and when required.
  • To implement advisories and instructions of DGCA and other regulatory authorities.
  • Accountable Manager shall be responsible to ensure that within seven days of successful completion of the training the application in Form D-4 is applied on digital sky platform along with the applicable fee.
  • Mandatory reporting of incident/ accident as per the extant Rules.
  • To notify DGCA regarding change of Key personnel such as Accountable Manager/ Head of Organisation, Instructors etc. within 7 working days.
  • Accountable Manager shall ensure that all the Drones in the RPTO are insured for third party damages.


Training Instructors/ Examiners: -

  • The instructor should have successfully undergone DGCA approved train the trainer program on the appropriate category and class.
  • The instructor shall ensure that the Remote Pilot Training is conducted as per the syllabus and in compliance with the Accepted/Approved TPM.
  • To ensure UAS operations are conducted in accordance with the extant Acts, Rules, Circulars and Guidelines.
  • Instructors shall notify DGCA regarding change of his/her RPTO within 7 working days.
