Apply In-Person:
- An applicant to obtain a licence/permit for the possession and sale of molasses shall approach the respective office of the district collector/district magistrate/the concerned authority having the power of the district collector.

- Please visit the respective office and consult with the designated authority. The authority will provide the details for applying or provide the details of the respective office to apply. Please collect the application form or write on a plain A4 sheet as advised.
- Please complete the application form. Attach all the required documents as per the “Required Documents” section of this page along with the appropriate payment of fees as per acceptable mode (challan/DD) and submit it in 3 sets to the designated receiving authority as advised. The application shall be affixed with a court fee of the recommended value (usually one rupee and fifty paise or 2 rupees).
- After receiving the application, authorities will check the application, documents and the payment of the processing fees (if any). If all are in place, the application will be accepted.
- Authorities will make entries about this application in the manual record or electronically using the computer and provide a record number for reference.
- The authority will also sign and seal one set (photo copy of the original) of the application and return it to the applicant. This signed application is also the proof for the submission of the application.
- Please keep them safe for future reference.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. So, keep track of the notification from the department.
- After receiving the application, the concerned authority will check the authenticity of the documents.
- Once the documents are authenticated, the authorities will forward the application to the collector/district magistrate for further processing.
- The collector/district magistrate will check whether the applied area (applicant's business address) has any restrictions. No licence will be issued unless the collector is satisfied that the grant of the licence is not detrimental to the enforcement of Prohibition in the area in which it has been applied.
- The collector/district magistrate shall refer it to the Superintendent of Police or Commissioner of Police as the case may be to enquire into the bona fide (about the intention or the real need) of the applicant and desirability.
- The applicant will get notification about the inspection. On a scheduled date, the respective police department authorities as appropriate will conduct the inspection, investigation and enquire into the bona fides of the applicant and desirability to grant such licence.
- Once the above said activities are completed, a report with recommendation will be submitted to the respective collector/district magistrate.
- Based on the above reports, recommendations and other internal processing, the collector/district magistrate will evaluate the case.
- On satisfactory grounds, the collector/district magistrate will approve the application for the issue of licence.
- The status, viz. Approval will be conveyed to the applicant through an “SMS” or through applicable norms.
- The applicant shall meet the respective authority to get the licence fee details and also the payment mode. Please refer to the “Fees” section of this page for more details.
- The fees can be paid through challan/DD or as per the advised mode. Once the payment is made, please collect the receipt for the fees paid and submit it to the authority.
- The licence/permits will be sanctioned with the seal signature of the respective collector/district magistrate. The issuing authority will hand over the licence/permit, or it will be delivered as per the applicable norms.
- This entire process can be completed in 45 days or as per the timeline advised by the respective department authority.
- Note:
- If the application is rejected, the order refusing the grant of a licence will be served with the reasons for such refusal.
- The copy of the sanctioned licence/permit will be retained in the collector/district magistrate office as counterfoil for record.

- Note:
- For every state, the requirement of the documents can be different. So, please get the required documents list from the authorities.

EligibilityEdit
- Applicant should be a citizen of India.
- Those who are 18 years and above are eligible to apply.
- Any person or institution, including a sugar mill factory producing molasses, desiring to deal in molasses by way of sale are eligible to apply.
- The applicant should not be a convicted person.
- Grant of the licence is not detrimental to the enforcement of prohibition in the area in which it has been applied for.
- The grant of licence will not automatically entitle the licensee to get allotment of molasses. Molasses will be allotted by the state molasses controller taking into consideration…
- The estimated availability and demand of molasses in the State.
- The purpose for which molasses is required.
- The need for ensuring the supply of molasses to distilleries.
- The proper utilization of the previous allotment of molasses by the licensee.

- The licence fee should be paid as per the quota sanctioned at per annum basis.

ValidityEdit
Every licence/permit shall be valid till the end of that financial year (31st March) unless the applicant has specially asked for a shorter period.

- The licence holder should maintain a stock register showing the receipt issued and balance of molasses at the premises.
- Do not submit fake documents as proof to get the permit.
- Incomplete application will not be accepted.

Need for the DocumentEdit
- Any person or institution desiring to possess and sell molasses should obtain a licence.
- It is a punishable offence to possess and sell molasses without a possession and sale licence.
- Import of molasses from places outside the state will be permitted only to the holders of possession and sale licence. Export of molasses to places outside the state will be permitted only to a person holding possession and sale licence.
