Procedure

Clearance certificate is required:

1. In case of vehicles which are migrating from one RTO jurisdiction to another RTO jurisdiction within the state or
   
2. In case of surrender of permit for the vehicle
   
   

Apply In-Person :

1. To obtain Clearance Certificate for vehicle in Kerala the applicant has to approach the RTO office of his area.

3. Application form can be downloaded using the following link: Form
   
4. The registered owner should appear in person to submit the application.
   
5. Get the respective application form (FORM – ACC)
   
6. Also make sure you have all the necessary documents to process the application
   
7. The applicant should make sure they are eligible for applying for this procedure
   
8. Application forms can also be obtained from the appropriate RTO offices
   
9. Present the completed application forms in one of the counter and officials would start processing your application.
   
10. On obtaining the remarks of different sections, if no dues are outstanding / DSA cases are not pending, clearance certificate will be issued

7. Fitness certificate (in case of transport vehicles).
   
8. In case of vehicles covered by Hypothecation/HPA/Lease agreement, no objection letter from the Financier shall be produced.
   
9. Pollution under Control Certificate.
   
10. Aadhaar card

Need for the Document

• Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
  
• When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Kerala RTO and move to any other state like Himachal Pradesh or Karnataka then you have to follow the RTO rules.
