ProcedureEdit

Apply In-Person:

  1. To Apply for Community Certificate for Primitive Tribe (Caste Certificate) in person, the applicant has to visit any nearest Municipality or Tehsil office in his/her state of residence link
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form.
  4. The applicant has to attach or provide the required documents that are mentioned in the “Required Documents” section of this page (If required).
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the office.
  7. The fee for this procedure has to be paid as per the authority’s request.
  8. Once the verification process gets done by the officer, the applicant gets the notification from the department.
    • Note: Before issuing a Community Certificate for Primitive Tribe, the Taluk and Panchayat Union Offices, as well as the Panchayat and Chavadi in the village, will publish the certificates belonging to these people on notice board to ensure that there are no objections against the applicants receiving the certificate.



Apply Online:

  1. To Apply for Community Certificate for Primitive Tribe (Caste Certificate), the applicant has to make the application online via e-District Kerala website link
  2. Register on this website e-district website by clicking on Portal user registration.
  3. The page will redirect to the next page. Enter the details; Select the login name and password. The applicant has to select the password recovery question and answer for this and enter the shown case sensitive characters. #Click on validate and register.
  4. Now, the applicant can log in into the portal using the username and password.
  5. To avail certificate services in e-district Kerala, the applicant has to do a one-time registration.
  6. This can be done by clicking the menu ‘one-time registration’ after status on “transaction history” on the left tab. After receiving a “certificate issued” SMS on the mobile number login into e-District and take a print out. #After filling all the details. Click the duplicate button.
  7. This will find out if the applicant has already registered through Akshaya Centers or so and enable them to pick details. After a successful duplicate check, the ‘submit’ button will be allowed.
  8. Click the submit button to register. The ‘Edit Registration’ option lets the applicant edit the registered details.
  9. Click Applicant registration the link will go to the next page. Click on duplicate; the system will automatically check the duplicate application. Click on “Submit”.
  10. Once the applicant has registered the application, click on “apply for certificate” and then click on get started.
  11. Enter e-District register number and select certificate type (Caste certificate). Select the certificate purpose. Religion Category Caste to be entered.
  12. Enter the applicant’s name and select self from relationship drop-down menu.
  13. Click on Save. Then the applicant will be led to the “attach document” section.
  14. Upload certificates like Ration card, Affidavit, Caste certificate of relation, School Certificate, Aadhaar card. Once the applicant has uploaded all the documents, they can make payment. Go through this detail and click on payment.
  15. The applicant can pay the fee by Net banking, Debit card payment, Credit card payment, Cash-card prepaid, wallets or IMPS.
  16. When the applicant makes a successful payment, they will be redirected to the receipt page. They can take a print out of this receipt and application.
  17. The applicant can check the status of “transaction history” on the left tab. After receiving a “certificate issued” SMS on the mobile number login into e-District and take a print out.



Apply through Centres:

  1. To Apply for Community Certificate for Primitive Tribe (Caste Certificate), the applicant has to approach nearby Common Service Center (CSC) Link. Also, the applicant can approach nearby Akshaya service centre link
    • Note: The applicant has to select their state, district and block from the drop-down menu or the applicant can click on their respective district to find nearby center.
  2. An application form will be provided to the applicant by the concerned officer. Or the applicant has to provide their details to the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form.
  4. The applicant has to attach or provide the required documents that are mentioned in the “Required Documents” section of this page (If required).
  5. Submit the completed application, document and applicable fees to the centre staff.
  6. Application submitted will be processed and receipt with application number will be issued.
  7. The applicant is informed through SMS at various stages i.e., Advance intimation about date of visit of the official to his place of residence for verification of his application, Approval/Rejection of his application.

  • The applicant should belong to PVTG category
  • The applicant should be an Indian citizen
  • The applicant should have completed 3 years of age

  • In 1973, the Dhebar Commission created Primitive Tribal Groups (PVTGs) as a separate category, who are less developed among the tribal groups.
  • In 1975, the Government of India initiated to identify the most vulnerable tribal groups as a separate category called PVTGs and declared 52 such groups, while in 1993 an additional 23 groups were added to the category, making it a total of 75 PVTGs, spread over 18 states and one Union Territory (A&N Islands) in the country (2011 census).
  • Among the 75 listed PVTG’s the highest number are found in Odisha (13), followed by Andhra Pradesh (12).
  • PVTGs have some basic characteristics - they are mostly homogenous, with a small population, relatively physically isolated, absence of written language, relatively simple technology and a slower rate of change, etc.
