Procedure

Apply In-Person

1. To Apply Car or Motor Cab Rental Service License, the applicant has to approach the nearby Regional Transport Office RTO in their respective state link
2. An application form will be provided to the applicant by the concerned officer.
3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the concerned officer.
7. The applicant has to pay the prescribed fee as requested by the authority.
8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
11. The authority will conduct onsite and vehicle inspections.
12. Once everything is approved the authority will issue the license.
13. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

Eligibility

A licensing authority shall, before granting or renewing a licence take into consideration the following, namely:

• That applicant has a good moral character and has intimate knowledge of passenger transport business
• That the main office or the branch office of the applicant is either owned by the applicant or is taken on lease by him or is hired in his name and it has adequate space for reception room, administrative section, cloak room with locker facilities, sanitary blocks, [adequate parking space] for the motor cabs
• The applicant has necessary facilities for the housing, maintenance and repair of his vehicles
• The applicant has at least one telephone which is accessible throughout day and night
• The applicant has [branch offices or sub-licensee offices] with telephones, in not less than 5 cities of tourist importance with facilities for housing, maintenance and repair of vehicles
• The financial resources of the applicant are sufficient to provide for the continued maintenance of motor cars and for the efficient management of the establishment
• That the applicant maintains not less than 50 motor cabs of which 50 per cent are air-conditioned duly covered by permits issued with comprehensive insurance, fitness certificate, motor vehicles tax paid up-to date

Fees

• The applicant has to pay the prescribed fee as per the authority’s request.

Validity

• A licence granted shall be valid for a period of five years from the date of grant.

Duties and responsibilities of hirers of motor cabs. –

• It shall be the duty of every hirer, to keep the holder of the licence, informed of his movements from time to time.
• If an individual or company has hired the vehicle as a leader of the tourist party, it shall be the duty of such leader of the party to keep the holder of the licence, informed of the movement of each vehicle, from time to time.
• If a hirer so desires, he may engage a person possessing a valid driving licence to drive the vehicle so hired during the period of the hire agreement.
