Procedure

Most of the counties follow a manual process where the architect can submit the Structural Drawings and Plans for approval, on behalf of the client. Other counties such as Nairobi, Mombasa, Kiambu City County etc, have adopted an electronic system called the e-permitting system/ e-Development permit System, an online platform through which architects can submit their Structural Drawings and Plans for approval.

Apply In-Person:

1. Where the application is submitted manually the applicant is required to visit their respective county’s development and control office and submit the following documentation;
   • A certificate of structural design (copy).
   • Structural drawings (3 copies)
   • Structural design calculations (copy)
   • Engineer's practicing certificate (copy) From the Engineers Board of Kenya – EBK.
   • Engineer's registration certificate (copy) From the Engineers Board of Kenya - EBK
2. The applicant is issued with the Indemnity form (original), Upon obtaining the form, carefully complete the appropriate information under the relevant sections. Don’t forget to attest the form with your signature once completed.
3. Attach the supporting documentation to the completed form and submit it for assessment and processing which is within eighteen (18) days. Applicants are issued with a certificate of submission for development as proof of submission of the application.
4. The plans might be rejected if the requirements are unmet. If approved the plans are certified by an authorized official and made available for withdrawal by the applicant.
5. While collecting the approval documents (Authenticated Structural Plans, approved certificate of structural design, signed Indemnity form) applicant will be required to submit the certificate of submission for development to be validated by the issuing officer.

Step 1: Register with the City-County e-permitting system/ e-Development permit

1. Register with the respective City County e-permitting system/ e-Development permit System. During the registration process, the applicant is required to provide the following information. Following link provides you list of some County Portals : County Portals
   • For individuals:
     • (citizens – National identity card No or Alien Card No/ Non- citizen Passport No.)
     • Year of Birth
     • Applicant’s phone number or email
   • For Non-Individual
     • Organisation KRA PIN / BRS Number.
     • Date of formation
2. An SMS with a verification code (OTP) will be sent to the applicant’s phone number and email address, enter the OTP and click on the “Verify Code” tab to complete the process.

Step 2: Submit the structural drawings and plans.

1. After a successful registration process, the structural engineer submits all the structural and architectural drawings to be approved using an online platform e-Development Permit System.
2. The applicant will be required to complete the online Indemnity form and then attach the following documentation before submitting the request;
   • A certificate of structural design (copy).
   • Structural drawings (3 copies)
   • Structural design calculations (copy)
   • Engineer's practicing certificate (copy) From the Engineers Board of Kenya – EBK.
   • Engineer's registration certificate (copy) From the Engineers Board of Kenya - EBK
3. While submitting the structural plans, the architect is supposed to link the structural engineer to the system.
4. Once a submission is successful, the architect will get notified through the city-county development portal. If the architectural drawings are approved without requiring any alterations or amendments, the structural drawings are then submitted.
5. The plans might be rejected if the requirements are unmet.

Step 3: Obtain stamps on architectural and structural plans from the City-County–Development Control Section.

1. Once the plans have been approved, the architect must submit hard copies of the plans to be stamped by the City County, even after submitting the documents online.
2. The engineer must also do the same after the architect’s plans have been stamped. The engineer does not have to wait one month like the architect to bring in the hard copies.
3. It takes approximately 7-14 days for approval. The approval is done free of charge.
