Procedure

Apply Online

1. Individuals intending to renew their diamond dealers license for local trading in Kenya by making an online application to the Ministry of Mining. This can be done online by visiting the Mining’s Department online portal through the following Mining Cadaster Portal
2. The applicant should log into their “Mining Cadaster Portal” account using their Email address and password which they registered with.
3. Upon entering the Mining Cadaster Portal the applicant should select the “License Applications” option on the left pane and click on the “Dealers license/Permit” tab.
4. This will direct the applicant to the “Application for a Dealer’s Licence/Permit” page where they can continue with the renewal application process.
5. Fill in the required information, upload the required documents and accept the terms and conditions then click on the “Submit” Button to proceed to the next step.
6. The applicant should then select the “License” option and indicate that it is a renewal application by selecting the “Renewal Application” option.
7. The applicant should also then indicate that it is a “Diamond Dealers” application by selecting the “Diamond” option in the minerals category.
8. Attach the required documents in the application. A list of the required documents can be found in the “Required Documents” of this page.
9. Upon clicking the submit button, the application will be sent to Ministry for review and after successful review. An approval email containing the renewal payment details will be sent to the email address provided during the application.
10. The applicant should then log into their account and check the payments due. Once logged in, select the “License Applications” option on the left pane and click on the “Submit Payments” tab.
11. Proceed to make the renewal application payment using the instructions provided. The renewal application fees for the license can be found on the “Fees” section of this page.
12. Once the payment has been made, select the payment mode, enter the enter the Transaction Ref Code/No and upload proof of payment receipt and click on the “Submit” button to proceed to the next page.
13. Upon entering the next page, the applicant has to click on the “Generate Acknowledgement Receipt” button. This will cause a receipt to be generated which the applicant can download and preserve for reference.
14. On this page, the applicant can check the renewal application status of their application.
15. The processing time for renewal is usually 7 days.
16. Once the renewal application is approved, the applicant will be notified via email and SMS. A pdf. copy of the renewed license will be availed in the online account.
17. The applicant can download the license by clicking on the “Generate License” button.

Eligibility

• A holder of a diamond dealer’s licence who wishes to renew the licence is, not later than the thirtieth (30th) day of November of the licence year.

Fees

• License Renewal Fee. Is Ksh 20,000.

Validity

• A diamonds dealer’s licence shall expire on the thirty-first day of December of the year in which it is issued.

Instructions

• This renewal application needs to be completed by no later than the 30th November of that licence year. When reviewing the licence on the Online Mining Cadastre Portal, there will be a renewal application link at the bottom, which will take the applicant onto the appropriate page, to do so.
• An applicant shall be required to re-submit an application if it is incomplete or inaccurate.
• An application shall only be accepted upon payment of the prescribed application fee.
• An application fee once paid is not refundable.
• A diamond dealer's licence shall be issued digitally together with a paper copy using Form DDL-2.
• The term of any renewal shall be granted by the Cabinet Secretary for a year and shall expire on the thirty-first (31st) day December of the year in which it is issued.
