  1. The first step To Convert a Foreign Aircraft Maintenance Engineers License, is to visit the Personnel License (PEL) Office to have an eligibility check by the KCAA Personnel officials.
  2. If you pass all the eligibility requirements you will be allowed to book and sit the composite conversion exam. The eligibility criteria has been mentioned in the Eligibility section of this procedure
  3. To book for these exams you will need to first complete and submit the prescribed application form- Form AC: PEL013. This form can be obtained by visiting the Personnel Licensing (PEL) Offices of the Kenya Civil Aviation Authority’s - KCAA Offices
  4. After filling the application documents you are required to submit them to the Authority’s Personnel Licensing (PEL) offices or you can forwarded them to the:-
    Director General,
    Kenya Civil Aviation Authority,
    P. O. Box 30163-00100,
    Nairobi, Kenya,
  5. You are required to submit the application form with all the required documents for evaluation by the KCAA for you to get approval to make payments for the prescribed application fees. These documents include:-
    (i). Foreign Aircraft Maintenance Engineers License
    (ii). Curriculum Vitae
    (iii). Course certificates
    (iv). Proof of at least for years work experience (or the Aircraft Maintenance Engineers Experience Log-Book)
    (v). Certification by an authorized person of the AMO where the applicant works and the required supporting documents attached
    (vi). Two (2) current passport size photographs (full face);
    (vii). Proof of identification documents (Identity card or passport)
    • An applicant for an AMEL shall submit the licence in the English language or accompanied by an English language translation that has been signed by an official or Representative of the foreign authority that issued the licence.
    • The application shall not be accepted if it is not appropriately filled and certified by the Quality Manager of the AMO where the applicant works and the required supporting documents have been attached. In case the application is rejected, the applicant will be notified in writing.
  6. The receiving officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
  7. If the receiving officers is satisfied that all the requirements have been met for the issue of a licence and the prescribed application form has been completed and presented in the Personnel Licensing (PEL) Office, the applicant will be advised to pay the prescribed application fees, after which the licence will be issued.
  8. After the evaluation you are to proceed to pay the prescribed application fees and submit the payment receipt to together with the application documents.
    (i). Licence without type rating Ksh. 2,000 to 5000 per category
    (i). License with type rating Ksh. 2500 to 5000 per category
  9. This is followed by a series of tests to demonstrate your Knowledge and skills. You will have to write an essay examination and do a practical assessment test. The applicant is required to pass a knowledge test in:-
    (i). air law;
    (ii). Applicable airworthiness requirements governing certification and continuing airworthiness
    (iii). Approved maintenance organization and procedures
    (iv). Composite Exam
    (v). Human factor
    (vi). Skill test
    • An applicant for conversion who fails the knowledge test shall be disqualified for further testing until after a proven practical experience of one month is gained.
    • The applicant shall be required to have passed the air law and composite paper for conversion of a foreign licence within a period of six months.
  10. Upon successful completion of the tests you will be issued with the converted AME license.
  11. A processing time of 14 days is needed to complete the processing of the converted foreign Aircraft Maintenance Engineers License application, after which you will be contacted through a phone call to collect your license at the KCAA’s Personnel Licensing offices.
  12. You will be required to carry your identification documents when collecting your new license.

EligibilityEdit


  1. A person who holds a current Aircraft Maintenance Engineer Licence (AMEL) issued by another Contracting State may apply and be issued an equivalent licence with the appropriate ratings, if the Applicant
  2. has a licence which is not under an order of revocation or suspension by the country that issued the licence;
  3. Holds a licence which meets all the ICAO standards for that licence.
  4. Be at least eighteen years of age.
  5. Have at least Four years’ aircraft maintenance experience.
  6. The applicant shall pass a knowledge test in:-
    (i). air law;
    (ii). Applicable airworthiness requirements governing certification and continuing airworthiness
    (iii). Approved maintenance organization and procedures
    (iv). Composite Exam
    (v). Human factor
    (vi). Skill test
  7. An applicant for conversion who fails the knowledge test shall be disqualified for further testing until after a proven practical experience of one month is gained.

ValidityEdit


  • AME licences are valid for Two (2) years from the date of issue or last renewal. Applicants need to apply for licence renewal to KCAA at least Sixty (60) days before expiry.

  • The applicant should –
  1. Visit the Authority’s Personnel licensing Offices so as to check if you pass the eligibility criteria
  2. Obtain Application form from PEL Offices and complete the prescribed application form,
  3. Submit all the required documents.
  4. Pay the applicable fees and submit the payment receipt.
  5. Get evaluation on your knowledge and skill set
  6. Demonstrate phase- (knowledge test)
  7. Demonstrate phase- (Skill test) , oral and practical
  8. Wait for the processing period of license to elapse then will be issued with your license

Need for the DocumentEdit


  • In order to be granted authorization to issue certificates of release to service after maintenance on a Kenya registered aircraft, a person must hold a valid license issued by the Authority in accordance with the Civil Aviation (Personnel Licensing) Regulations.
  • A holder of an aircraft maintenance engineer license (AMEL) may perform or supervise the maintenance, preventive maintenance , or modification of, or after inspection, approve for return to service, any aircraft, airframe, aircraft engine, propeller, appliance, component, or part thereof.

  • The applicant should demonstrate the minimum level of Aircraft knowledge i.e. Diploma or Degree in Aeronautical engineering , Degree in electrical/Electronic engineering and an AMEL training course from an approved ATO, or degree in Mechanical Engineering and an AMEL training course from an approved ATO.
  • An applicant for an AMEL under this regulation shall submit the licence in the English language or accompanied by an English language translation that has been signed by an official or Representative of the foreign authority that issued the licence.
