- To venture into the Garbage Collector business, one must be registered and licensed as a garbage collector by the National Environment Management Authority (NEMA) and obtain a county government Single Business Permit from the town’s zoning departments on the possibility of collecting garbage at your desired address.

Step 1: Obtain a National Environment Management Authority (NEMA) Waste Transport License:
- An applicant is required to apply for a Waste Transport License with the National Environment Management Authority (NEMA).
- Browser, the NEMA Licensing portal, already registered applicant should log in the portal using their credential then click on “Log In” tab.
- New users should click on the “Click to Register (New Applicant Only)” tab to proceed with the registration process, on the registration page provide the required information and click on the “Submit” Button to register an account.
- A prompt message will appear indicating that the account has been successfully registered. Click on the “Log In” button to enter the NEMA portal so as to make the application.
- Once logged in to the portal, click on the “Waste Management” option on the left pane and click on the “Transport Application Form” tab. This will direct the applicant to the “Application License for Transportation of Waste” page where they can continue with the application process.
- Fill in the required information, upload the required documents, and accept the terms and conditions then click on the “Submit” button.
- Upon clicking the submit button, the application will be sent to NEMA for review and after a successful review. If approved, the applicant will be required to bring the vehicles that will be used to transport the waste for inspection at the NEMA office.
- The vehicle(s) will be inspected by a DWMPC inspector, only vehicles that pass the inspection will be licensed.
- An approval email containing payment details will be sent to the email address provided during the application.
- Proceed to make the application payment using the instructions given in the email. The application fees for the license can be found under the “fees” section of this page.
- Once payment has been made, the applicant should log into their NEMA account and click on the “Waste Management” option on the left pane and click on the “My Applications for Transport Form” tab.
- Select the application and click on the “Edit” button to continue with the application. Fill in the payment details, Upload the payment receipt, and click on the “Submit” button.
- Upon clicking the submit button, the proof of payment will be forwarded to NEMA for authentication.
- An applicant can check the application status of the application through the NEMA portal, which is usually 30 days accumulatively.
- Once approved, a pdf copy of the license will be availed in the NEMA account for download by clicking on the “Generate License” button. A hard copy of the license can be picked up from the NEMA offices near the applicant’s location.
- While collecting the license applicant will be required to produce proof of identification to be validated by the NEMA official.
- Users should ensure they log out of the system when they are done with the application process. This is to avoid unauthorized access to a third party(s) who may manipulate the information.
Apply In Person
- Applicant should visit the National Environment Management Authority (NEMA) offices to make the application.
- Applicants are issued with an Application/Renewal for A Licence for Transportation of Waste Form to fill out and complete.
- Submit the completed form attached to the supporting documentation as listed in the “Required Documents” section below and pay the prescribed application fee of ksh 3000.00.
- Upon receipt of the application, it is checked for completeness and correctness by a NEMA officer before it is registered for processing and consideration by the NEMA director/authorized official. Applicants are issued with an acknowledgment receipt that proves submission of the application file and for inquiry referencing if the need arises.
- Any issues resulting from the evaluation stage are brought to the attention of the applicant, who will be given an opportunity to address the issues.
- After processing, NEMA shall notify the applicant in writing of his decision with respect to the application(Approval, Deferral, or Rejection).
- If approved, the applicant will be required to bring the vehicles that will be used to transport the waste for inspection at the NEMA office. The vehicle(s) will be inspected by a NEMA inspector, only vehicles that pass the inspection will be licensed.
- For vehicles that do not pass the inspection, the owner of the vehicle is required to rectify the problem as noted by the NEMA inspector, and bring the vehicle back for a re-inspection visit at the NEMA office at a scheduled date/time.
- The license/permit will be printed out, signed, and stamped by an authorized official and made available for issue to the applicant, within five (5) working days after the vehicle has passed inspection. The applicant will be required to produce the NEMA payment slip/ acknowledgment slip and identity document while collecting the license.

FeesEdit
NEMA applicable fees:
- Application fees - Kshs. 3,000.
- Annual License fees - Kshs. 5,000 per vehicle.
ValidityEdit
- The NEMA Waste Transport License and the business permit is valid for 1 year and renewal thereafter unless, evoked, cancelled, or suspended by the Authority.
- Renewal of this permit shall be done at least one month before the expiration date of the current license.

- No person shall cause or affect the movement of controlled waste within Kenya or the transboundary movement of controlled waste without a waste collector transport license and county government business permit.
- A waste collector/ carrier license is a permit issued for a vehicle that meets the requirements for transportation of the specific waste to carry, that is:
- General waste (Domestic or commercial, non-hazardous solid waste,)
- Hazardous waste (Untreated medical waste, batteries, used oil, and others)
- Other non-hazardous waste that is neither general nor hazardous waste (scrap metal, crushed tins, bottles, paper, and plastic).

A person granted a license to transport waste shall ensure that:
- The collection and transportation of such waste is conducted in such a manner that will not cause scattering, escaping, and/or flowing out of the waste.
- The vehicles and equipment for the transportation of waste are in such a state that shall not cause the scattering of, escaping of, or flowing out of the waste or emitting of noxious smells from the waste.
- The vehicles for transportation and other means of conveyance of waste shall follow the scheduled routes approved by the Authority from the point of collection to the disposal site or plant.
- He or his agent(s) possess at all times during transportation of the waste, a duly filled tracking document.
