Apply Online

  1. To apply for the Air Emission Permit, the applicant should make the application to National Environment Management Authority (NEMA) through their licensing portal via this hyperlink NEMA Licensing Portal.
  2. On the Licensing portal page, the applicant will be required to log in by entering his/her user name and password at the top right corner of the page.
  3. if the applicant does not have an account, the applicant should create one by clicking on the hyperlink “Click to Register(New Applicants Only)” at the top right corner of the page to be directed to the User registration page.
  4. On the user registration page, the applicant should enter his/her personal details, User name, and Password, Fill in the provided text, and then click on the “Submit” and the system will automatically create the account.
  5. Upon creating the account, the applicant should click on the “Login” hyperlink and enter his/her user name and password then click on the “Login” button to go to his/her account.
  6. In the account, click on the “Air Quality” hyperlink on the left panel of the page and then select the “The Air Emission Application Form” to go to the Air quality online application form.
  7. Complete the online form correctly fill all the mandatory fields and attach all the required documents as mentioned in the “Required Documents” section below
  8. On successfully completing the application, click on the “Submit” button and a message will be displayed saying the Form has been submitted successfully.
  9. Then the applicant should go to his/her email account and check-in Inbox or Junk to find the email from NEMA.
  10. The applicant should then click on the provided link and go to the payment page for the noise license.
  11. On the payment page, the applicant should choose his/her preferred payment option and follow the given instructions to pay.
  12. Upon making the payment, an e-mail will subsequently be sent to confirm receipt of payment to the applicant’s email account, and also a Payment Receipt will be sent to the applicant via email.
  13. Print the payment receipt and keep it for future use.
  14. NEMA will then evaluate the application and if it is satisfied that the application is complete, it will issue the applicant with a provisional license within 90 days of receiving the application. Note that while processing an application and NEMA determines that additional information is required to evaluate or to take final action on that application, NEMA may in writing request such information and set a reasonable deadline for a response from the applicant for the application to be deemed complete.
  15. Where NEMA is satisfied that the application is incomplete, it will notify the applicant accordingly within sixty days of the receipt of the application.
  16. Once the applicant is issued the provisional license, NEMA will monitor the applicant’s activities and the facility.
  17. At the end of the monitoring period and NEMA is satisfied that the applicant’s facility meets all the required standards, NEMA will instruct the applicant to apply for the emission license.
  18. The applicant should then visit the NEMA office and obtain the application form for the emission license.
  19. Then complete the application form accordingly and pay the requisite fee for the emission license and submit the application for approval.
  20. NEMA will then review the application and make its decision within 90 days of receiving the application.
  21. If the application is successful, NEMA will issue the applicant with the emission license, and if the application is unsuccessful, NEMA will notify the applicant of the decision and give written reasons.

Operators of air pollutant emitters facilities are eligible to apply.

FeesEdit

  • Application fee for all facilities - Kshs. 5,000.
  • The Emission Licence fee for all facilities - Kshs. 50,000.


Note that a convenience fee of Kshs. 50 will also be included.

The license is valid for one year.

A provisional licensee will ensure that the facility undergoes monitoring by the Authority at agreed intervals, and may, with the approval of the Authority, apply for an emission license.
