Apply through Online
- Go to the License issuing system page to apply online for this license. Link for online: Online portal link
- Once you reach the page, please select product type as “Pesticides” and follow further to enter/ select the prompted details.
- User has to enter email id and mobile number which he or she has.
- User has to provide user id and password useful to login for future correspondence.
- After finishing the above stated steps, please enter the security code at the given box.
- Please click select the check box for “I agree with the details” and hit “Submit” to open A1 application page, wherein applicant should fill all the fields specifically mandatory fields which having * red mark, follow the PDF steps given and upload the applicant Photo and Scan copy of Signature and submit for easy communication.
- Applicant should mention the particulars name and firm name, type of dealership, Sale point address and Storage point Address and Responsible person details, and then tick mark before I agree with the details to continue into annexure page, here applicant should fill source Name details and Company name and select particular fertilizer grade from the drop box which having different categories of fertilizers as in the source O-Form and enter the validity date and agree to continue.
- Next process is to upload documents as per the check list given.
- Next page will open for fee payment. Applicant should pay license fee through Khajane-II challan only. Select, generate Khajane 2challan option, and pay the fee through online or Pay at any nationalized banks. After payment, upload scanned copy of paid K2 challan and submit to process the application.
- Application, then moves to concerned officer to verify the fields entered and the documents uploaded. Application is forwarded to concerned Licensing authority after complete verification.
- Licensing authority again verifies the documents and if thru, he will accept the application and forward to inspection for concerned jurisdiction officer.
- Inspection and upload of GPS co-ordinates and GPS tagged Photo will be done. During inspection Beneficiary / Licence holder and an inspecting officer must take photo together with the premises.
- Then inspection report will reach the authority, after verifying inspection report, License will be generated with approval.
- Regular intimations about status of application will appear in applicant login, they can view the stage at which it is pending and also communicated thru SMS.
- After approval by licensing Authority, license will appear in dealer’s login in draft form.
- The approved license is signed digitally by licensing authority.

- Debiting of required fee of Rs.6000/- or as per advice in the Khajane2 Challan-Head of Account:"040100105000“Sale Point /Storage points land details-own land copies.
- Site Plan of Sale -with land marks details.
- Storage points- with land mark details.
- Form A2-Wholesale Marketing license from the concerned state.(for other State O- Forms)
- Trade License/Trade Permission Letter (Permission letter from concerned panchayath / Municipality /BBMP)
- If Importer-Import/Export certificate
- If importer upload Source of supply/consent of supply with certificate
- Manufacturing License (Form-F) for Micro nutrients Mixture and NPK Mixture Fertilizers
- GST Registration copy.
- For Out of State Source / Manufacturer - Packing and labeling details. For Bio-fertilizers and Organic Fertilizers state Manufacturers.
- Registration certificate from Industries & Commerce Department (SSI Certificate).
- Site plan with Production unit detailed address.
- Declaration of Laboratory facilities and equipment's with Chemist details.
- Declaration of responsible person as per Cl.24 of F.C.O. 1985 & Detailed Bio-data of the person (Name, Age, Qualification, Designation, Present & Permanent address, Phone Number-Office & Mobile, Experience etc.,).
- Recent quality test report from Govt. Institutions/Notified laboratories / any ISO laboratories.
- Details of packing and marketing on the container / bag.
- Quality Performance certificate from Concerned state Department of Agriculture (For Bio fertilizer and Organic fertilizer Manufacturer from outside the state)
- For Renewal - 3 Years Sales Details( if New applicant it is optional).

EligibilityEdit
- Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide, or to undertake commercial pest control operations with the use of any insecticide is eligible to make an application to the licensing officer for the grant of a license.
- Must hold a degree in the agricultural department
- Karnataka Government has introduced Diploma in Agricultural Extension Services for Input Dealers (DAESI) programme for the individuals to get qualification eligibility.

ValidityEdit
A license granted under insecticides (Amendment) Act, 1977 (24 of 1977) shall be valid for the period specified therein, May be renewed from time to time for such period and on payment of such fee as may be prescribed.

InstructionsEdit
- Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide, or to undertake commercial pest control operations with the use of any insecticide may make an application to the licencing officer for the grant of a licence:
- Provided that any person engaged in the business of manufacturing or selling, stocking or exhibiting for sale or distributing any insecticide immediately before the commencement of this section shall make an application to the licensing officer for the grant of a licence within a period of [seventeen months] from the date of such commencement:
- Provided further that any person engaged in the commercial pest control operations immediately before the commencement of the insecticides (Amendment) Act, 1977 (24 of 1977), shall make an application to the licensing officer for the grant of a licence within a period of six months from the commencement of the said Act.
- Every application under sub-section (1) shall be made in such form and shall contain such particulars as may be prescribed.
- On receipt of any such application for the grant of a licence, the licensing officer may grant a licence in such form, on such conditions and on payment of such fee as may be prescribed.
- A licence granted under this section shall be valid for the period specified therein and may be renewed from time to time for such period and on payment of such fee as may be prescribed :
- Provided that where a licence has been granted to any person who has made an application under [the first proviso or, as the case may be the second proviso] to sub-section (1), that licence shall be deemed to be cancelled in relation to any insecticide, the application for registration whereof has been refused or the registration whereof has been cancelled, under this Act, with effect from the date on which such refusal or cancellation is notified in the Official Gazette.
- In prescribing fees the grant or renewal of licences under this section, different fees may be prescribed for the sale or distribution of insecticides for purposes of domestic use and for other purposes.
- Licensing Authority
The State Government may, by notification in the Official Gazette, appoint such person as it thinks fit to be licencing officer for the proposes of this Act and define the areas in respect of which they shall exercise jurisdiction.

- Full particulars of the names of insecticides handled in the period and the places at which the trade was carried on, and the principles whom he represented.
- Quantities handled during the past two calendar years
- Situation of the nearest premises where the insecticides will be (a) stored and (b) sold
Need for the DocumentEdit
- The Insecticide rules of 1971 specify rules about manufacturing and selling of insecticides in India.
- The grant or renewal of a license to sell, stock or exhibit for sale or distribute insecticides has to be obtained from the respective department.
- Traders has to strictly follow the Government classification of Insecticide for different use in agriculture or in industries. In order to be eligible for dealing with such classified insecticides, one has to get the licence.

- failure to maintain stock and bill books
- sale at prices in excess of the government-fixed rate

- sale of unaccounted and date-expired stocks
