Karnataka - Apply Permission for Loud Speaker Usage (Noise or Sound Permission, Sound Amplifier)

Procedure

• A loudspeaker or a public address system can be used only after obtaining written permission from the authority.
• The District Magistrate, Police Commissioner or any other officers not below the rank of the Deputy Superintendent of Police are the designated authority for the maintenance of the ambient air quality standards in respect of noise.
  

Apply In-Person:

1. Applicant should submit their request to the respective “Superintendent of police”.

3. Go to the respective office.
4. Please obtain the respective application form or write on a A4 sheet as advised.
5. Please submit the completed application along with Xerox of all documents as mentioned in the required documents section of this page in two sets.
6. Submitted application and documents will be checked by authorities.
7. If all are in place, the application will be accepted with applicable fees if any and a signed photo copy of application set will be returned to the applicant as acknowledgment for the acceptance of the application.
8. Accepted application will be processed internally to get respective clearance, permission and comments from respective departments.
9. Once all the formalities are completed and on satisfactory grounds the competent authority may grant the Permission for Loud Speaker Usage.
10. Upon notification or on the notified date applicant shall collect the granted permission.

Note: The competent authority may deny the permission for the reasons to be recorded in writing to convey the organizer.

Instructions

• This permission is applicable for a limited duration not exceeding fifteen days in all during a calendar year.
• Concerned State Government or District Authority in respect of its jurisdiction as authorized by the concerned State Government shall generally specify in advance, the number and particulars of the days on which such exemption should be operative.
• The noise level at the boundary of the public place, where loudspeaker or public address system or any other noise source is being used shall not exceed 10 dB above the ambient noise standards for the area or 75 dB whichever is lower.
• The peripheral noise level of a privately owned sound system or a sound producing instrument shall not, at the boundary of the private place, exceed by more than 5dB the ambient noise standards specified for the area on which it is used.

Need for the Document

Proper permission is required for using loud speaker during any cultural, religious or festive occasions.

Information which might help

• An area comprising not less than 100 metres or the prescribed units by respective state around hospitals, educational institutions and courts may be declared (by the State Government) as silence area/zone for the purpose of these rules.
• A loud speaker or a public address system or any sound producing instrument or a musical instrument or a sound amplifier shall not be used at night time except in closed premises for communication within, like auditoria, conference rooms, community halls or during a public emergency
• “night time” means the period between 10.00 p.m. and 6.00 a.m. or as per state governments norms.
