To apply for Tax exemption for a vehicle in Jharkhand the applicant has to approach the RTO office to which your area belongs to.

Make sure all the required documents are in hand
Confirm yourself, that you are eligible for this process
Submit the application along with the set of documents to the authority at RTO
After receiving the documents, verification of details will be carried out by them to process the request.

Apply Online:

To Apply for Tax Exemption (Refund or Clearance), the applicant shall visit the website in the link provided:Link
The applicant shall log in through the web portal mentioned under the "Login" option and provide the required information for the process.
After login, the applicant shall choose an appropriate option to obtain the clearance and proceed further.
The applicant shall fill up the application form with all the necessary details on a newly opened page and complete the given application form.
Now the applicant shall upload scanned copies of all the "Required Documents" for further processing.
Once the documents are uploaded, provide the mobile number and enter the received OTP.
Now click on "Submit" and complete the process.
On successful verification, the clearance will be issued by the authority.
Obtain the clearance from the concerned office or the portal.

Apply through Centres:

To Apply for Tax Exemption (Refund or Clearance) in Jharkhand, the applicant shall visit the nearest CSC/Tehsil Centre. Find contacts to CSC centres in the link provided:Link
Procure the application form from the concerned centre and fill it up with the necessary details required for the card.
Make sure to attach all the "Required Documents" along with the application form before submission.
Provide authorized signatory and photograph, wherever applicable.
Now submit the application to the office of the concerned centre.
On successful verification, the applicant will be notified by the CSC centre.

All motor vehicles which are not constructed or adapted for carriage of goods, passengers or persons and which are designed and constructed for off-highway operation for construction and repair of roads, dams or rails and used as special purpose equipment like excavator, loader, backhoe, compactor roller, dumper, motor grader, self-loading concrete mixer, dozer or combination thereof, mobile cranes and drilling rigs, vibrator roller, loading shovel and other special purpose vehicles to be used normally at the construction site or in the agriculture or oil fields etc.

FC (for clearance) is a process meant for reviewing the condition of the vehicle by the RTO authorities
