To apply for a Learner Driver License in Jammu and Kashmir the applicant has to approach the RTO office to which his area belongs to.

The applicant should make sure they are eligible for applying by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
Please make sure you have all the documents that are listed down the “Required Document” section of this page.
Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
You will be requested to take a theory test, to make sure you understand the rules and regulation related to driving a vehicle and if you clear the test, you will be provided a LLR.
If you fail the test, you will be allowed to re-take the test as advised by authorities

First one has to make sure that all the required documents are in hand to apply online.
In order to apply for online, please follow the link : online portal
Please select "Online Services" from the menu and click on "Driver License Related Services".
You will be taken to a new screen where you have to select “Jammu and Kashmir” in the drop down menu against “Please select the State from where the service is to be taken”.
In the next window, please click “Apply online” to select “Services on Driving License” option
The following screen gives you the general information to apply. Here please hit “Continue” to get the next screen. Here, Please enter / select appropriate option and click “proceed” to get the new page to apply online by filling the prompted details and click “submit” at the bottom of the form to process the application.

Printing application

You can take printout of online application form with the help of the link: please follow the link online portal link
Select “Jammu and Kashmir” in the drop down menu against “Please select the State from where the service is to be taken”
In the next window, please click “Download Forms” to select “Print application form” option
Please enter your application number in the next window and hit ”Submit” follow the next window to get the printout.

Appointment

You can book appointment with RTO using the following link online appointment link
Please click “Appointment (Slot Booking)” to select “services on Driving License” option
In the new window select appropriate option to process your request to book appointment.

Required DocumentsEdit

Applicants for a Learner's License should appear personally before the Licensing Authority with the following documents.

Prescribed fees
Proof of age, appropriate for relevant class of vehicle.
Ration card, Voter identity card, Life insurance policy, Passport, School certificate, Birth certificate
Age certification by a registered medical practitioner not below the rank of a Civil Surgeon
Proof of residence (attested copy required)
- Ration Card, Voter identity card, Pay slip issued by any office of the central government or a state government; Electricity bill, Telephone bill, House tax receipt showing the name of the name of the applicant
- You can also use your Aadhar Card as proof of residence.
Application-cum-declaration as to the physical fitness in Form-1.
Medical Certificate in Form No. 1A (only for persons applying for Transport license)
Three recent passport size photographs of the applicant.
Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him, at least for one year.
Aadhaar card
If the applicant is not able to produce address or age proof documents for a sufficient reason the licensing authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence

EligibilityEdit

Any person who has completed

16 years of age is eligible to get a license for driving a Motor Cycle without Gear - Not exceeding 50 cc.
18 years of age is eligible to get a license for driving a Motor Cycle with Gear and Light Motor Vehicle.
20 years of age is eligible to get a license for driving a Transport Vehicle, if he/she has One year old license

Those who apply for permanent license has to get LLR
Also, no person shall be granted a learners license to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving license valid for a light motor vehicle (LMV) for at least one year.

NOTE : A person who is at least 20 years old and possesses a Learners License can obtain a License for driving a commercial vehicle. Also, one has to be conversant with the traffic rules and regulations in all the cases

ValidityEdit

Learner's Licence is valid only for six months from the date of obtaining it.

Note: One can apply for a permanent license only after a month after receiving Learner's License

Need for the DocumentEdit

In India, two kinds of Driving Licenses are issued: Learners License and Permanent License. A Learners License is essential for obtaining a Permanent License
Learners license (LLR) is a permit given by local transport department for learning driving before obtaining a permanent license. The learner’s license has a validity period of 6 months and the holder of the permit should obtain a permanent driving license before the expiry of this period, if not renewed. In addition a permanent driver license can only be issued after 1 month of obtaining a learner's license.
A Driving License is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the Motor Vehicles Act,1988 in India
No person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him.
