Jamaica - Apply for an Air Service Licence, Permit and Clearance

Apply By Email

  1. To apply for the Air Service License, you should submit your complete application to the Jamaican Civil Aviation Authority (JCAA). You can view the JCAA contact details via this link: Link
  2. Obtain and complete the application form according to your schedule from the JCAA office or download it from this link i.e., Scheduled Operation:Link and Non-Scheduled Operation:Link
  3. Ensure that you have the mandatory liability insurance as per the civil aviation regulation 2012. You can calculate the liability insurance through this link:Link
  4. Then prepare all the required documents as mentioned in the “Required Documents” section below and attach them to the application form
  5. Pay the application fee of your application and obtain the payment receipt
  6. Submit the complete application to the JCAA including the payment receipt through their email address: [email protected] wait for processing
  7. The JCAA will verify your application and publish it for 30 days as per Regulation 8 of The Civil Aviation (Air Transport Licensing) Regulation and receives objection or notification from the public within 14 -21 days as per the First Schedule.
  8. Upon the expiry of the publication days and there is no objection to the application, the JCAA will proceed with processing the License
  9. Then the JCAA will issue your authorization to conduct Air Services within the guaranteed service time and a service license or permit


Apply Online-Scheduled operations

  1. To apply for Air Service License or Permit online, please visit the Permits and Licence Management System (PALMS) website via this link: Link
  2. On the website, click “Customer Login Page” to go to the JCAA client login page
  3. If you already have an account, enter your email address and password to sign in to your account or click on “Sign up” on the upper right side of the page to create your account.Enter your user information (Names, Address, Email, and Password) and then complete the operational information. Note that for aircraft operator, indicate the name the way it is written on the Air Operators Certificate (AOC). This name will be displayed on the air service permit or license.
  4. Read the terms and conditions carefully and click on the check box under “I Agree to the Terms and Conditions” then click on “Submit” to send your application
  5. After a successful application, an email will be sent to you confirming your account has been successfully approved.
  6. Proceed and login to your account
  7. Once in your account under the dashboard, click “Start Licence/ Permit Application” and a notice will be displayed for you to read and click on “I Understand” to proceed to the next page
  8. On this page, click on “Begin” under the option Schedule Service to start the application for scheduled operations
  9. You will be directed to an online application with seven sections, complete all the sections correctly. Note that you must click on “Save” upon completing each section to ensure your data is saved before starting the next section.
  10. Once you have completed all the sections accordingly, click on “Submit” at the end of the application
  11. After your application is submitted successfully, Pay for the Publication of operations over 30 days following Regulation 8 of The Civil Aviation (Air Transport Licensing) Regulation
  12. The JCAA will verify your application and publish it for 30 days as per Regulation 8 of The Civil Aviation (Air Transport Licensing) Regulation and receives objection or notification from the public within 14 -21 days as per the First Schedule.
  13. Upon the expiry of the publication days and there is no objection to the application, the JCAA will proceed with processing the License

Apply Online-Non-Scheduled Operation

  1. Once you have logged in to your account using step 1 to step 6 in Apply Online-Scheduled Operations above, under the dashboard, click “Start Licence/ Permit Application” and a notice will be displayed for you to read and click on “I Understand” to proceed to the next page
  2. On this page, click on “Begin” under the option Non-Schedule Services to start the application for scheduled operations
  3. You will be directed to an online application with seven sections, complete all the sections correctly. Note that you must click on “Save” upon completing each section to ensure your data is saved before starting the next section.
  4. Once you have completed all the sections accordingly, click on “Submit” at the end of the application
  5. After your application is submitted successfully, Pay for the Publication of operations over 30 days following Regulation 8 of The Civil Aviation (Air Transport Licensing) Regulation

    • Some applicants for non-scheduled service as per the provision of the Bilateral Air Services Agreement between Jamaica and their State


New Jamaica, AOC applicants will require additional information such as:

  • Proof of Citizenship
  • Proof that the operation is substantially owned by nationals of Jamaica
    • Memorandum and Articles of association
    • Proof of Share Capital Ownership
    • Proof of Funds
    • Business Plan
