Jamaica - Apply for Licenses to Operate Private Employment Agencies

Apply In-Person
- To apply for a license to operate as a private employment agency in Jamaica, you have to submit your application to the Ministry of Labour and Social Security (MLSS), and the application will be reviewed and processed by the Employment Agencies Unit under the Labour Division. Please view the MLSS contact details via this link:Link
- Visit the MLSS office,Labour Division, and obtain all the required application form/s and a checklist indicating all the required documents and the fees to be paid for your application. The application form/s can be downloaded from the MLSS website via this link:Link
- Then you will be interviewed by a compliance officer in the Employment Agencies Unit regarding your interest in operating a private employment agency and the officer will verify your business registration documents and the proof of jobs you are offering
- Upon verification of the business registration and proof of jobs, complete the application form 1 and form 2 (surety form) correctly. Note that form 2 should be completed for the overseas license only
- Then gather and prepare all the required documents and attach them to the application form/s in a single file
- Pay the relevant fees at the Island’s collectorate i.e., the tax office, and obtain the payment receipt for the paid fees
- Once your application form and all supporting information and documents have been completed, signed, stamped, and certified where required, go to the MLSS labour division and submit your complete application including the payment receipt to the Employment Agencies Unit
- The unit will review your application and schedule a date for inspecting your premises of operation
- On the inspection date, the Employment Agencies Unit will conduct an inspection on your premises to ascertain the suitability of issuing the license and they will write a report based on the inspection results
- Then the inspection report and the application documents will be reviewed and then submitted to the licensing officer i.e., The permanent secretary for a final decision
- The licensing officer will deliberate on the application based on its completeness and the inspection report and decide to either approve the application or reject it.
- You will then be advised of the outcome of your application and if it is approved, you may collect the license personally or send an authorized individual to collect it on your behalf

- Completion of Background Information Sheet
- Business registration certificate
- Photo Identification
- Taxpayer Registration Number
- Recent Utility Bill
- Passport size photograph
- Proof of Jobs in the form of a Labour Market Impact Assessment (LMIA) for jobs in Canada and a petition for jobs in the United States as well as background information on the overseas partner. Note that all operators are required to submit contracts with foreign partners containing details about available jobs

- To be eligible for the application, you must be over 25 years of age and a Jamaican national, or you should possess a Work Permit relating to the activity or be a CARICOM National (under the rights of establishment) and you should have a physical place of business as required by Law
FeesEdit
- The application fees are: JMD 15,000 for overseas placement and JMD 10,000 for local placement
Note: that you must provide a security bond of JMD 500,000 and pay the stamp duty of JMD 7,500
ValidityEdit
- The license is valid for the period stated in it and it can be renewed at the end of the period at a fee of JMD 5,000
