Procedure

Apply In-Person

1. To apply for the license to handle Ganja (cannabis), you should visit the Cannabis Licensing Authority (CLA) which is responsible for issuing the license. You can view the CLA location map and contacts through this link: link
2. Obtain the application form from then CLA office or download it electronically through the CLA website: (Application for Licence Form 1A)you can also download the form directly via this link: Link
3. In addition to the application from 1A, you should also obtain the following forms from the CLA office or via internet through the CLA website:Link

   • Supplemental Information for Licence Application [FORM 1B]
   • Application for Occupational Licences (Group) [FORM 2A]
   • Declaration of Ownership/Change in Directors [FORM 2B]
   • Consent of Owner [FORM 3](not required if the property is owned by the applicant)

4. Fill all the forms correctly following the instructions provided to complete the forms.
5. Gather all the required supporting documents in addition to the forms (Above) as mentioned in the “Required documents” section below.
6. Place the complete application forms and all the supporting documents in a single sealed envelope and deliver it to the CLA, Licensing and Application Division: 4th Floor Pan Jam Building, 60 Knutsford Boulevard, Kingston 5.
7. The authority will review your application for completeness and will notify you of any additional information that may be required.
8. The CLA will communicate to you the review outcome, and upon a successful review you will be required to pay the application processing fee of $300 for individual and $500 for a company, business or cooperative and obtain the CLA payment receipt. Note that you should not pay this fee until you are advised by the CLA to provide prove of payment
9. After paying the processing fee, the CLA will undertake a desk verification of the application and consult involved partners to do due diligence regarding your application
10. At the end of the due diligence, the officials will write a report and provide you conditional approval based on their results.
11. You will then be required to improve your site as advised by the authority to meet the CLA criteria.
12. The CLA will conduct a site inspection on your premises/site to determine if you meet the required standards or criteria and submit the second report to the relevant officials for approval or refusal.
13. Now the authority will review the submitted report and communicate to you their decision.
14. If your application is approved, pay the license fee and security bound and obtain the payment receipt.
15. Then the license will be processed and issued to you.

• Tax compliance certificate
• Land Title or documents granting authority to access  or use of the  property for growing Ganja
• Official Police Records for Owner or all Directors, as well as for each employee
• Survey diagram of property or premises showing all distinct areas with dimensions and partitions including but not limited to entrance/exits, receival or loading areas and storage areas. Note that the Diagram does not have to be drawn to scale and should be on a single 8 ½ x 11 (letter-sized) paper.
• Original police record

For Businesses, Companies or Cooperatives

• Constituent Documents e.g. Articles of Incorporation, Partnership Agreement, etc.
• Certificate of Registration
• Evidence of Application

For cultivators

• Letter of Agreement from prospective purchaser of raw material (if available)
• Passport-sized photo (certified by a Justice of the Peace)
• Copies of two (2) Government issued Identification
