- To amend a firearm user employee certificate/permit either Regular amendment or Transfer amendment, you should visit the Firearm Licensing Authority (FLA) office. Please view the contact details and map location of FLA head quarter and offices through this link: Link
- Then obtain the amendment application form at the reception of the FDA office in your location or form the FLA headquarter office, you can also download the application form from the FLA website though this link: Link and scroll to select “Amendment to (Employee's) Certificate” alternatively, you can download the form directly via this link: Link
- Fill all the sections of the application form accordingly and obtain all the required supporting documents for your application as mentioned in the “Required Documents” section below and attach them to the form.
- Then go to the FLA office service desk to submit your amendment application alongside all the required documents.
- The FLA official at the service desk will verify your application and supporting documents if meets the required standard.
- And then you will be will be required to complete the competence assessment procedure and pass it.
- After the assessment process, the FLA official at the service desk will prepare a payment letter for your application and issue it you. Note you are required to complete the payment within five working days form the date of issue.
- With the payment letter, visit the FLA office auditing department and pay the recommended amendment fees at the cashier either using your debit card, credit card or cash and obtain the payment receipt.
- Then return to the FLA official at the service desk and submit the payment receipt.
- The FLA officer will confirm that you have paid the correct amount and then transfer the amendment file to the Records and Information System Branch (RISB) for processing.
- The RISB will then contact you to schedule a data for you to present your biometric data at their office.
- After you have provided your biometric data, RISB will complete the application processing and issue you an Amendment permit.

Application for Regular amendment should be accompanied by these documents:
- Complete application Form
- A letter from Employer authorizing the application and clearly indicating either removal or addition of firearm(s).
- Copy of the existing Firearm User’s (Employee’s) Certificate.
- Application payment receipt
- A valid copy of the guard’s Individual Private Security Regulation Authority (PSRA) Card and it Must reflect ARMED GUARD
- A valid copy of the Company’s PSRA certificate.
- Two recent Passport photographs certified by a Justice of the Peace. Note that the stamp should include the J.P’s registration number.
- Proof of Name either a Copy of Birth Certificate or Passport or ID
- Copy of Taxpayer Registration Number (TRN)
Application for Transfer amendment should be accompanied by these documents
- Completed Application Form
- Letter from Employer authorizing the application and clearly indicating either removal or addition of firearm(s)
- Proof of Renewal License Fee Certificate or copy of renewal receipts which MUST have the requisite stamp from the Firearm Licensing Authority’s Auditing Department.
- A valid copy of the guard’s Individual Private Security Regulation Authority (PSRA) Card and it Must reflect ARMED GUAR
- A valid copy of the Company’s PSRA certificate
- Two recent Passport photographs certified by a Justice of the Peace. Note that the stamp should include the J.P’s registration number.
- Proof of Name either a Copy of Birth Certificate or Passport or ID
- Copy of Taxpayer Registration Number (TRN)
- A copy of the permit from the previous company. If the guard cannot locate the permit he/she MUST put his/her declaration in writing.
- Two recommendations from any of the following categories of persons; Minister of Religion, Justice of the Peace, School Principal, Police Officer (not below the Rank of Deputy Superintendent), Attorney- at-law, Medical Doctor, Resident Magistrate, Member of the JDF (Major and above). Recommendations are to be addressed to the FLA and must not be older than six (6) months.
- A Copy of the transfer registration receipt from PSRA or copy of registration with the new company from PSRA
- Proof of last employment in any of the following forms:
- A Copy of last pay slip from previous company.
- A recommendation from previous Employer
- A detailed letter from P.S.R.A. stating the guard’s previous and present employment status (request for letter from PSRA is to be made by Security Company and letters will be submitted to the FLA by the PSRA).

Note that:
- If the time between the expiration of the guard’s last renewal and the date of the application is within twelve months then, the Transfer Amendment can be facilitated with the relevant documents mentioned in the “Required documents” section above
- If the time between the expiration of the guard’s last renewal and the date of the application for Regular or Transfer Amendment exceeds twelve months but is less than twenty-four months, the guard will be fingerprinted and the relevant security clearances requested. Fingerprint receipt can be obtained at any Tax Administration Jamaica office.
- If the time between the expiration of the guards last renewal and the date of the application for Regular and Transfer Amendment is over twenty-four months then, the company will be required to submit an application for a New Firearm User’s (Employee’s) Certificate
- No Photograph, TRN or Proof of Name is required for Security Guards conducting a Regular or Transfer amendment that was issued an FLA permit within the last five (5) years.
